Action First, Talks Later: How IAS officer Manisha Khatri is taking Nashik's monsoon preparedness to streets

By replacing review-room governance with field leadership, Nashik Municipal Commissioner Manisha Khatri is attempting to redefine how cities prepare for the monsoon.

For most urban local bodies, the monsoon begins with review meetings, presentations and emergency control rooms. For IAS officer Manisha Khatri, Municipal Commissioner of Nashik, preparedness begins on the ground.

This monsoon, the Nashik Municipal Corporation (NMC) has launched an integrated Monsoon Task Force, an initiative that reflects Khatri's vision that civic administration must be visible where citizens need it the most.

Built on a simple philosophy of “Action First, Talks Later” the initiative shifts the focus from reactive governance to preventive action. Rather than waiting for complaints of waterlogging, overflowing drains or damaged roads, the civic administration has mobilised multidisciplinary teams across the city to identify and resolve issues before they escalate.

A key feature of the initiative that senior municipal officers lead from the front. Across all six municipal divisions, officers are spending time in the field alongside engineers, sanitation workers and technical staff, monitoring works, interacting with citizens and taking decisions on the spot.

The Corporation has constituted six dedicated Monsoon Task Forces, one each for Panchavati, Nashik East, Nashik West, Nashik Road, New Nashik and Satpur. Equipped with engineers, field personnel, JCBs, cranes, tippers and technical resources, each team follows a ward-wise schedule to undertake focused interventions across the city.

The scope of the campaign goes far beyond routine drain cleaning. The task forces are simultaneously desilting storm-water drains, repairing potholes, addressing pipeline leakages and water supply issues, removing dangerous tree branches, cleaning garbage hotspots, undertaking fogging and mosquito-control measures, vaccinating stray dogs and responding to other public health and civic concerns associated with the rainy season.

Another notable aspect of approach is the institutionalised coordination between the administration, elected representatives and citizens. Local corporators are directly connected with the task force teams, enabling neighbourhood-level issues to be communicated and resolved quickly without unnecessary procedural delays.

The model reflects a larger shift in urban governance from departmental functioning to integrated field administration. Instead of individual departments working in silos, engineering, sanitation, health and disaster preparedness teams are operating as one coordinated unit.

For Commissioner Manisha Khatri, the objective is straightforward: prevent problems instead of merely responding to them.As cities across India face increasingly intense rainfall and climate-related urban challenges, Nashik's approach demonstrates how proactive planning, coordinated execution and sustained field engagement can strengthen urban resilience, preventing problems before citizens experience them.

Praveen Sood is the longest-serving CBI Director of the 21st century with a second consecutive one-year extension. Sood’s tenure will now run till May 2027, taking his total tenure to four years. Government seeks answers from Meta over Instagram ads allegedly promoting child abuse content!

The Ministry of Electronics and Information Technology (MeitY) has moved to summon Meta after serious concerns emerged over Instagram advertisements allegedly promoting child sexual abuse material (CSAM) in India, according to government sources. IT Minister Ashwini Vaishnaw has directed senior MeitY officials to seek an urgent explanation from the company, signalling a strong regulatory response.

Sources indicate that the ministry has taken cognisance of instances where objectionable content was either directly promoted or algorithmically amplified through paid advertisements on Instagram. Officials are expected to question Meta on its content moderation mechanisms, ad vetting processes, and compliance with Indian IT rules.

The development comes amid increasing scrutiny of social media platforms over user safety and harmful content, particularly involving minors. The government is likely to assess whether there were lapses in due diligence under the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

MeitY may also push for stricter safeguards and accountability measures to prevent recurrence. Meta has yet to issue a formal response.

REC provides Rs 4.22 Cr under CSR to establish 100 Smart Classrooms in Assam

Gurugram: Reinforcing its commitment to strengthening education infrastructure through Corporate Social Responsibility (CSR), REC Limited has sanctioned Rs 4.22 crore for the project, "Establishing 100 Smart Classrooms in 100 Government Schools in the Lakhimpur and Kaziranga regions of Assam." The initiative aims to enhance the quality of education by integrating digital learning solutions into government schools and creating an engaging, technology-enabled learning environment for students.

A Memorandum of Agreement (MoA) for the project was signed on July 2, at REC Limited's Corporate Office in Gurugram between L. B. Nautiyal, HoD (CSR), REC Limited, and B. POWERGRID and JBIC Partner on Landmark Green Loan

Gurugram: Power Grid Corporation of India Limited (POWERGRID), a Maharatna Central Public Sector Enterprise under the Ministry of Power, Govt. of India, has secured a landmark green loan of JPY 80 billion from Japan Bank for International Cooperation (JBIC), underscoring its pivotal role in India’s renewable energy transformation. The loan agreement was signed by POWERGRID and JBIC on June 17.

The facility is intended to support financing of the Khavda-Nagpur HVDC transmission project, highlighting the strategic collaboration between POWERGRID and JBIC to develop critical infrastructure for renewable energy integration. The green loan emphasizes POWERGRID’s continued commitment to supporting India’s energy transition goals while adhering to environmental, social, and governance (ESG) standards.

In line with its commitment to sustainable development, POWERGRID has integrated ESG principles into its core business operations and adopted ESG vision and targets. POWERGRID is actively working towards achieving its goals of net zero emissions by 2047, zero waste to landfill by 2030, and being net water positive by 2030.

Madhya Pradesh Govt Appoints New Chairman of Real Estate Appellate Tribunal (UPDATED)

The Madhya Pradesh Government has appointed Justice Shri Vinod Kumar Dwivedi, a retired High Court Judge from Jabalpur, as the Chairman of the Madhya Pradesh Real Estate Appellate Tribunal. The appointment, issued by the Urban Development and Housing Department, was made under Section 45 of the Real Estate (Regulation and Development) Act, 2016. Justice Dwivedi will serve for a term of five years or until he attains the age of 67 years, whichever is earlier.

‘The Beggars Outside and the Beggars Within'
It is common to see beggars lining up outside the temple premises seeking alms from fellow human beings vociferously emitting words of blessings in their own distinctive parlance which is often ignored by majority.  Inside the temple are people of every status, rich or poor, powerful or powerless, queuing up seeking blessings, health, wealth, success, peace or salvation from God silently within the heart unlike the raucous street beggars.  The difference between both categories is only before whom they seek alms.  The beggar outside pursues help from another human, the devotee inside seeks help from the Divine.
 
In a deeper sense, both remind us of a fundamental truth, that every human being is dependent on something beyond himself.   Material wealth may remove the need to beg for money, but it does not eliminate the desire for love, security, health or happiness. Before God, all distinctions fade and every person becomes a humble seeker.
 
Thus, the temple presents a striking picture viz., beggars outside asking for bread, whereas beggars inside asking for grace. The former reveal human poverty and the latter reveal human dependence on the Divine.  It is a different matter that many of the beggars outside temple do not get alms or go unnoticed, similar is the case with beggars before God inside the temple.  Not all wishes are fulfilled and sometimes none.  It is said everything happens as per destiny.  Destiny cannot be changed even by God.  Even God during his reincarnation as any form of Avatar suffered just like common people.
 
 
 
In many temples, one can also view devotees pleading in the ears of statue of the Nandi Vahana (Bull, the mount of Lord Shiva) or the Rat (the vehicle of Lord Ganesha) in the belief that the same will be transmitted or communicated through them to the God.  There are also people who rely on closing the other ear of Bull or Rat in the belief that their imploring does not get leaked through the other ear.
 
 
 
Just as in the case of beggars outside temple, if any devotee wishes to give something as alms to those scroungers they will definitely give, but at the same time if someone has made up mind not to give any alms to such mendicants, then no amount of blessings by those beggars is going to have any effect.  Similar to that, God knows what each and every one of the devotees want, be it sematerialistic things or inner peace or awareness, there is hardly any need to beg before the God.  For, if God has to give He will definitely give and if not, owing to some bad karma or act by devotee as penance, no amount of prayers or begging is going to help.  This simple aspect should be understood by one and all.  Hypocritical comportment is not acceptable to the Almighty.
 
As it is said and rightly so, that neither one gets anything before time nor more than what is ordained.  It is not that one should stop going to temple, but that one should stop begging before God.  For peace of mind, inner peace and the serene atmosphere of temple, one should definitely go to such places of worship but desist from begging.  In some temples, the Lord appeared of His own accord. Then there are other temples where the image was installed by sages, celestial beings or human beings.  It is believed that according to the Hindu mythology there are nearly 330 million Gods.  These Supreme Beings (Mahadevas) are considered to think and feel way beyond the restricted thoughts and feelings of the human mind.  It is just only for a few of them for whom temples are built and pujas are done regularly.
 
When visiting temples, we tend to believe that the Mahadeva will be there to help and guide the devotee, and indeed a true belief.   It is further believed that obtaining ‘darshan’ of Gods can in fact change the pattern of our karma during our past lives which are seeds now that are waiting to be manifested in the future.  Seven places are said to be very holy called the ‘Sapta Puri’ — Ayodhya, Banaras, Mathura, Haridwar, Kanchipuram, Ujjain and Dwaraka. It is important to visit any of these places and temples there and beget inner peace and awareness.  At the same time, it is important that when we worship God, we must not seek trivial materialistic things like beggars from Him.  In fact, we should only be motivated by love for Him.

DATE WITH RTI

Promotional correspondence and clarifications regarding the Rules and Procedures followed

The appellant sought Promotional correspondence records and concerned certified copies claiming that issue stands clarified by DoPT under OM No 36012/12/2013-Estt (Res) dated 24th July 2020. The CIC noted that the Appellant sought inspection of all records and correspondence relating to his promotion and certain clarifications regarding the Rules and Procedures followed by the Respondent organization, including details concerning DoPT OMs. The PIO informed the Appellant that inspection of all relevant files had already been offered to him in the past and, pursuant to the directions of the CIC in an earlier matter, he had in fact inspected the files on 18.10.2023, whereafter certified copies were also provided to him. With respect to the remaining queries, the PIO clarified that the information sought was vague and appeared to require interpretation or clarification of rules, which does not fall within the definition of “information” under Section 2(f) of the RTI Act. The CIC observed that several of the queries raised in the RTI application seek interpretation of Rules and reasons for administrative decisions, which is beyond the mandate of the RTI Act. The CIC further noted that the Appellant has remained absent during the hearing and has continued to file repetitive RTI applications relating to his service grievance, which cannot be adjudicated under the provisions of the RTI Act. The CIC also noted that the promotional issue underlying these RTI applications now stands resolved as the Appellant has already been promoted and has assumed charge.

Comments

The RTI Act defines “information” under Section 2(f) and the seeking clarification is not covered under the provisions of the Act. However, with ingenuity, the RTI Act can be used to nudge the public authority to perform certain actions.
