whispers in the corridors

“Whispers in the Corridors Poll: Who’s Packing Bags for Raj Bhavan? Surprising Names Flood In”

Delhi’s political corridors are buzzing with speculation following a recent survey by ‘Whispers In The Corridors’. The post posed a tantalising question to its followers: “A senior Minister in the Modi Government is reportedly set to be appointed as Governor of a state — guess the name?”
The query quickly drew a flood of responses, with several comments pouring in from political enthusiasts, reflecting the intense interest in upcoming reshuffles and gubernatorial appointments. Participants analysed everything from current ministerial portfolios and regional equations to past performances, turning the comment section into a lively virtual durbar of speculations and insider-style analysis.
The replies revealed clear frontrunners among the guesses. Around 20-25 percent of responses pointed towards Dharmendra Pradhan, often citing his organisational skills and Odisha connections. Another 15-20 percent backed Manohar Lal Khattar, with several suggesting him for key states like Punjab or Tamil Nadu. Roughly 10-15 percent each named Nitin Gadkari and Rajnath Singh, viewing them as senior figures ready for elevated constitutional roles. Hardeep Singh Puri and Nirmala Sitharaman together accounted for another 10-15 percent of the guesses, while names like Shivraj Singh Chouhan and Giriraj Singh picked up smaller but notable shares. Many commenters emphasised that Rajya Sabha MPs among ministers might have higher chances to avoid losing a Lok Sabha seat.
One enthusiast playfully proposed Modi ji himself for the presidency. These outlier responses added color to the discussion, reminding everyone that in Delhi’s rumor mills, even the most unexpected names can surface when speculation runs high. Overall, the survey captured the vibrant, sometimes cheeky pulse of political gossip in the capital.

In an innovative effort to modernize police record management and strengthen evidence handling, Ratlam Police has introduced a QR code-based system to better manage and track evidence/seized property kept in police station malkhanas. The initiative is being implemented under the leadership of Ratlam Range DIG Nimish Agrawal, a 2010 batch IPS officer and has been undertaken by Probationary ASP Vaibhav Priya, a 2023-batch officer.

Recognizing a long standing challenge in police stations that seized items often move between the police station, forensic laboratories and courts. Keeping track of these items through manual registers, done traditionally can be difficult especially when cases continue for a long time. Additionally any lapse in documentation can compromise investigations and court proceedings.
“Case property moves through multiple stages from the police station to the forensic laboratory, then to court and back. The idea is to maintain a verifiable chain of custody so that every movement is recorded and traceable” Agrawal quoted
To address this under the new system, every seized item is now assigned a unique QR code. The record is stored on the police station's official Google Drive and can be accessed by scanning the code. Information such as seizure details, investigating officer, present location of the item, court status and disposal status can be viewed and updated by each branch as the case progresses.
Sharing details of the implementation, Priya said “Earlier, information about seized articles was directly written on it ,which with time used to fade away. The separate QR codes are easily trackable. For example, in the case of seized or accident-damaged vehicles, we can instantly check their status and whether they have been released to their rightful owners.”
A key feature of the initiative is that the QR code itself never needs to be changed. As new developments are updated, it automatically reflects the latest status whenever the QR code is scanned.
The QR based Malkhana Management System demonstrates how simple, low cost technology can significantly improve police efficiency, reduces dependence on physical registers, enhances accountability and minimizes the risk of misplaced or untraceable case property.

The Centre may see a reshuffle of Secretaries this month. About half a dozen Secretaries are likely to be appointed.

Sources indicate that Intelligence Bureau Director Tapan Kumar Deka is likely to be granted a third term, underscoring continuity in India’s internal security leadership amid a complex threat landscape. While an official announcement is awaited, indications within security circles suggest that the extension is being seriously considered at the highest levels.
At the same time, a significant internal recalibration may accompany the extension. Sources point to the possibility of a renewed team within the IB, with a sharper focus on emerging domains such as cybersecurity, artificial intelligence, and data-driven intelligence gathering. This restructuring is seen as part of a broader effort to modernize the agency’s capabilities in response to evolving threats, including digital espionage, cyber intrusions, and information warfare.
Officials familiar with the developments suggest that the proposed changes aim to integrate technological expertise more deeply into intelligence operations, aligning with global trends in security architecture.
If confirmed, Deka’s continued leadership, combined with a tech-oriented overhaul, could signal a strategic shift in how India’s premier intelligence agency prepares for next-generation security challenges.

Amid heightened scrutiny over examination integrity, government sources indicate that restrictions on Telegram during the NEET examination window may not be lifted immediately after the test concludes. Officials are reportedly considering extending the curbs for a limited period to prevent the circulation of misleading answer keys, manipulated scorecards, and coordinated misinformation campaigns that typically spike in the immediate aftermath of high-stakes exams.
The move comes in the backdrop of last year’s controversies, where unverified content on messaging platforms triggered confusion among candidates and forced authorities into reactive damage control. By prolonging the restriction, authorities aim to create a buffer window to stabilize official communication channels and ensure that authenticated information reaches students first.
However, such a decision could raise concerns over digital access and proportionality, particularly for students relying on Telegram for legitimate academic use. While no formal announcement has been made, the proposal reflects a broader shift toward pre-emptive information control in India’s examination ecosystem, where the battle against malpractice is increasingly extending beyond the examination hall into the digital domain.

Adding new grounds for rejection of the RTI application
The appellant sought the details of employees appointed under the Reserved Quota in the Assistant Grade-III cadre in the Food Corporation of India in a specific proforma. The PIO replied that an information shall ordinarily be provided in the form in which it is sought unless it would disproportionately divert the resources of the public authority or would be detrimental to the safety or preservation of the record in question and denied the information. Before the CIC, the Respondent submitted that the appellant sought information about SC/ST/OBC employees in Assistant Grade III Cadre from 2021 to 2024 along with their verified caste certificates in a tabular format given by him. The respondent submitted that there are around 6000 employees in their department and the compilation of the sought information in desired format would disproportionately divert the resources of the public authority. Hence, the aforesaid information was denied U/s 7(9) of the RTI Act. During the hearing, the respondent additionally pleaded that the caste certificates of the employees are exempted U/s 8(1)(j) of the RTI Act. On query by CIC whether the respondent confirms for placing on record his plea for exemption U/s 8(1)(j) of the RTI Act as the same was not earlier mentioned in reply of the CPIO, the respondent confirmed. The CIC observed that the respondent gave an appropriate reply to the appellant. The CIC held that the respondent has pleaded additional grounds that the sought information is exempted U/s 8(1)(j) of the RTI Act during the hearing, and the same is also found to be appropriate. The CIC rejected the appeal.
Comments
Additional grounds which were not considered earlier can be asserted during the hearing before the CIC. Even the grounds for rejection of the information can be changed withdrawing the earlier clause and replacing it by a new one.
