As many as 22 IAS officers of various cadres and batches are retiring in March 2024. Who will be new Chief Secretary in Maharashtra?

Mystery shrouds the delay in the extension of service to the present Maharashtra Chief Secretary Nitin Kareer who is scheduled to retire on March 31. Traditionally, the incumbent is continued till election process is over. Meanwhile, a panel of three names consisting of Sujata Saunik, Rajesh Kumar and I S Chahal has been  sent to the Election Commission for Chief Secretary Maharashtra. If seniority  is any criteria then  Sujata  Saunik  should get it but big chance that I S Chahal  may get it.

Three IIS officers empanelled for Pr DG

In a recently held DPC, three IIS officers have been empanelled for the posts of Principal Director General. They are: Ms Sheyphali B.Sharan, TVK Reddy and Dhirendra Ojha.

Four officers cleared for DG

Four IIS officers: Ms Priya Kumar, Ms Smita Sharma Vats, Rajiv Jain and Mattu J P Singh have been cleared by the DPC.

Unmesh Sharad Wagh, Deputy Chairperson, Jawaharlal Nehru Port Authority, has been assigned additional charge of Chairperson, Jawaharlal Nehru Port Authority till the appointment of a regular incumbent. He is a 2000 batch IRS-C&CE officer.

Asangba Chuba Ao is also CMD, AI Assets Holding Limited

Asangba Chuba Ao, Joint Secretary, Civil Aviation, has been assigned an additional charge of CMD, AI Assets Holding Limited for a period of six months. He is a 2003 batch IAS officer of Bihar cadre.

S Suresh appointed as ADG, SPG

S Suresh has been appointed as ADG, SPG. He is a 1995 batch IPS officer of Kerala cadre.

P R Meshram has been promoted to Higher Administrative Grade Plus (HAG+), to the post of Director General (DG). He is 1992 batch officer of Indian Statistical Service (ISS).

Vikash Kumar appointed as Deputy Secretary, Defence

Vikash Kumar has been appointed as Deputy Secretary in the Ministry of Defence. He is a 2012 batch IA & AS officer.

Anil Kumar Jadli, CGM, NTPC, has been selected for the post of Director (Human Resources), NTPC Limited at a Public Enterprises Selection Board (PESB) meeting held on March 27, 2024. As many as 12 persons were interviewed for the same.

Dinkar Asthana accredited High Commissioner to Gambia

Dinkar Asthana, presently Ambassador of India to the Republic of Senegal, has been concurrently accredited as the next High Commissioner of India to the Republic of The Gambia, with residence in Dakar. He is a 1990 batch IFS officer.

Envoys of five nations present credentials to President

The President of India, Mrs Droupadi Murmu accepted credentials from the Ambassadors/High Commissioner of five nations including Philippines, Uzbekistan, Belarus, Kenya and Georgia. Those who presented their credentials were: Josel Francisco Ignacio, Ambassador of the Republic of Philippines; Sardor Rustambaev, Ambassador of the Republic of Uzbekistan; Mikhail Kasko, Ambassador of the Republic of Belarus; Peter Maina Munyiri, High Commissioner of the Republic of Kenya and Vakhtang Jaoshvili, Ambassador of Georgia.

N V Narendran appointed Regional Deputy Director, WCCB, MoEFCC

Nair Vishnuraj Narendran has been appointed as Regional Deputy Director, Wildlife Crime Control Bureau (Northern Region), MoEFCC, New Delhi under the Central Staffing Scheme of the Ministry of Environment, Forest and Climate Change for a period of four years i.e. up to March 25, 2028. He is a 2015 batch IFoS officer of Chhattisgarh cadre.

Prashant Rajagopal appointed DIGF, MoEFCC

Prashant Rajagopal has been appointed as Deputy Inspector General of Forests (DIGF), MoEFCC, New Delhi under the Central Staffing Scheme of the Ministry of Environment, Forest and Climate Change, for a period of five years i.e. up to March 25, 2029. He is a 2006 batch IFoS officer of AGMUT cadre.

Shahnawaz Alam returns to parent cadre

Shahnawaz Alam, Joint Secretary, Ministry of Minority Affairs, has been given premature repatriation to his parent cadre. He is a 1994 batch IP &TA &FS officer.

Tenure of Sagar Mehra extended

The tenure of Sagar Mehra as Joint Secretary, Department of Fisheries has been extended for a period of two years beyond March 10, 2024. He is a CSS officer.

No empanelment as Secretary from Andhra Pradesh

No IAS officer of 1993 batch from Andhra Pradesh has been empaneled for holding Secretary or Secretary equivalent posts in Government of India.

Deputation tenure of Ms Supriya Patil Yadav as Joint Director, CBI has been extended for one year beyond April 17 2024 up to April 17 2025. She is a 2004 batch IPS officer of Maharashtra cadre.

Swarnkar appointed Spl Election Observer, TN

The ECI has appointed R K Swarnkar as Spl Election Observer for the TN LS polls. He is a 1996 batch UP cadre IPS officer.

 

RBI reassigns LBR in four states

The Reserve Bank of India (RBI) has reassigned the Lead Bank Responsibility (LBR) in six districts of four states. The revised LBR has been shifted from Union Bank of India to State Bank of India in Kerala’s Ernakulam and Idukki; from Central Bank of India to State Bank of India in Madhya Pradesh’s Seoni; from Bank of India  to Bank of Baroda in Mumbai City and Mumbai Suburban, Maharashtra and from Indian Bank of State Bank of India in Tamil Nadu’s Salem. The changes would come into effect from April 1, 2024.

Goyal demits from Member to Commission for UTs

Prashant Goyal Member of Finance Commission for Union Territories of Andaman & Nicobar Islands, Dadra Nagar Haveli and Daman Diu, Ladakh and Lakshadweep has demitted the substantive charge of the Member to the Commission to join the government of NCT. He is a 1993 batch IAS officer of AGMUT cadre.

S Deshpande transferred to WR

Sanjeev Deshpande has been transferred to Western Railway and posted in the cadre against an existing vacancy. He is a NF-HAG IRSME officer.

Bureaucrats should not be allowed to join politics immediately

 

My view is that the High Court Judge or a bureaucrat who tenders a resignation should be asked to wait for at least six months and then be permitted to join a political party. For a year, he should work as an ordinary member of the party he decides to join. Thereafter, he can be given a party ticket to contest Lok Sabha or a Vidhan Sabha election.

Information regarding Lease Deed between Jaypee Infratech Limited and IDBI

The appellant sought for information regarding Lease Deed dated March 30, 2016, executed between Jaypee Infratech Limited (JIL) and Industrial Development Bank of India Limited (IDBI Bank) wherein JIL transferred to IDBI Bank a land measuring 50.26 acres through Debt Asset Swap (DAS) in order to liquidate their out-standing liabilities amounting to Rs.253.32 Crores. He asked whether any transaction, in part(s) or full, by sale or transfer, took place between March 30, 2016 and August 31, 2023.  The appellant argued that after March 30, 2016 and upon DAS, all Ownership and Tangible Rights to the said landed property remained with IDBI Bank in its fullness and hence, there remains No Fiduciary Relationship or Larger Public interest between IDBI Bank and JIL. Further, it is wrong on part of for IDBI Bank to invoke Larger Public interest as there are more than 22,000 Home Buyers of JIL. The appellant alleged that the IDBl Bank has not come out clean and transparent on the information sought only through substantiation of tangible right of JIL in the said property. The CIC directed to provide the available information to the Appellant.

Comments  RTI has emerged as a potent tool to obtain information for those affected adversely in a commercial dispute.
