Why does UPSC seek clarifications from some ministries repeatedly?
The UPSC is reportedly upset with Noting and proposals of some ministries. These ministries never sent their proposals complete and the Commission returned them with more clarifications. This casual attitude of ministries delay in holding DPC. Now the question is what is the reason behind this sending incomplete info to the Commission?
