Why Railway officers declining offer as DRM?

It is heard that two Railway officers declined offer as Divisional Railway Managers (DRMs). Railway officers eagerly wait for being appointed to the post of DRM in line with the IAS officers who wish to be a collector and IPS officers as SP in the field.
