Which state is not interested in inducting new IAS, IPS officers?

When all other states are vying to induct more All India Service officers, there is a state in the country that has decided no more inductions in its cadre. Himachal Pradesh - reeling under severe financial crunch - has decided against the induction of fresh IAS and IPS officers. The state has a sanctioned strength of 153 IAS, 94 IPS and 114 Indian Forest Service officials. The state has the population of approximately 70 lakh. However, how long the state will not induct these officials is still unclear. Due to severe shortage of funds, the state has even delayed salary disbursement.
