Is American Cow milk non-veg?

A debate is nowadays going on- is the American cow milk a non- veg product? If sources are to be believed, this is the main point in finalising the FTA between the two countries. They said in the name of protein, some non-veg materials are mixed in the fodder of Cows in the US and India can not allow such milk to be imported. This will also adversely affect the small milk producers of the country.
