Higher officer should be sensitive

Higher officers must be sensitive towards their accountability and lead the working team from front. In India, in general, people remain seated in their AC cabin, only writing ACR, inauguration and press conference. They themselves don't do any work only lip service, even they never visit spots and do surprise inspections .
