Transfer of Members after 5 Years only on file not on ground

Despite The Tribunals Reforms Act, 2021 and administrative instructions normally a Member is expected to serve 3 years at one Bench before transfer and 5 years at a station is the upper limit, after which transfer becomes compulsory (unless administrative exigencies justify otherwise).

Transfers are effected to ensure that Members get exposure to different Benches and to prevent familiarity or local influence.

This is only on paper and not on the ground.
