Parag Jain is PM’s man amidst high security situation in Delhi NCR.

In a key move amid heightened national security concerns, the government has entrusted R&AW Chief Parag Jain (IPS:1989:PB) with the additional charge of Secretary (Security) in the Cabinet Secretariat—a post overseeing the Special Protection Group (SPG), responsible for the Prime Minister’s security. The appointment, widely seen as the Prime Minister’s choice, comes amid a spate of bomb threats and the recent Red Fort blast in Delhi that killed several people and injured many.

With Delhi-NCR on high alert, Jain’s dual role is aimed at ensuring seamless coordination, intelligence sharing, and swift decision-making at the top level. The Department of Personnel and Training (DoPT) formalized the order on November 12, stating Jain will hold charge until a regular incumbent is appointed. The post had remained vacant since Harinath Mishra’s (IPS:1990:KL) retirement in July, with Manoj Govil (IAS:1991:MP) temporarily handling the responsibilities.
