12 IAS officers retiring in Oct

Hope they are replaced by lateral entry specialists. Why is the judiciary, armed forces and prominent professions not considered. Our civil services need some basic changes to speed up decision making. There needs to be a grading system, so that only the best get promoted. The system needs to be based on performance, of ensuring that projects get completed in time ,cost and quality. An independent system needs to be created to do this task. Also the number of bureaucrats needs to be reduced.
