The slowness of the judicial system
The slowness of the judicial system is distorting life in the country. So is corruption in all walks of life including land administration and police. These two issues need resolution. The judiciary is the guardian of the rights of the people. Justice delayed results in justice denied. The slowness in the judiciary is in the district courts. The only way to reduce this is to recruit Additional District Judges through All India examination to ensure attracting talent into the district judiciary. This will immediately improve efficiency in the judicial system. Prior to independence, the District courts were manned by the ICS. After independence, only the provincial judicial service is ruling the roost, resulting in dearth of high quality talent. With increased complexity in administration, such dearth of talent is proving deadly to the judicial delivery system. The way to reduce corruption is less easy. The only way is to take strict action against the guilty. All India Services are not under the jurisdiction of CBI. This makes it easy for them to indulge in corruption since they are not under the oversight of the CBI. The jurisdiction of CBI must be extended to All India Services. To reduce corruption in the Central Services, the percentage of promotees therein, currently at 50% should be reduced to 33.33% on a par with the All India Services. The younger who are always more idealistic, are always less corrupt than the older. Service standards will also improve if more talented youngsters are recruited instead of having a majority of old fogeys drawn from lower ranks; just like the All India Services.
