Ministry of Commerce Three-Stage Relief Package for Exporters Amid Hormuz Crisis

The Ministry of Commerce is working on a three-tranche relief package to cushion Indian exporters from disruptions triggered by the ongoing Strait of Hormuz crisis. The first tranche is expected to focus on immediate liquidity support through faster GST refunds, interest subvention on export credit, and temporary relaxation of export obligations under key schemes. The second tranche may target cost support, including partial freight subsidies, enhanced insurance cover for shipments through high-risk sea lanes, and support for diversification of routes and ports. A third, medium-term tranche is likely to address structural resilience, with incentives for market diversification away from the most exposed geographies, support for rupee trade mechanisms, and possible tweaks in export promotion schemes. Together, the three stages are intended to prevent order cancellations, protect jobs in export-driven sectors, and maintain India’s reliability as a supplier despite elevated geopolitical and shipping risks in the Gulf region.
