Key is Constitutional amendment

The problem is removing a Guarantee of proportional representation under the constitution has to replaced by amendment providing another guarantee for proportional representation the ratio of which has to be in the form of a constitutional amendment. Anything less than that will not satisfy the opposition. The key here is any constitutional amendment has to be ratified by a two third majority in both houses of Parliament unlike an ordinary bill which requires a simple majority. And there are anti women regressive parties like the samajwadi party that oppose any legislation under any circumstances
