Top Sources Observe: India’s Expanding Think Tank Ecosystem Needs a Global Strategy Reset

India’s think tank ecosystem is undergoing a quiet but significant expansion, with personnel strength and institutional diversity now rivaling some of the world’s most established policy networks. Sources within the Ministry of External Affairs suggest that India is on track to build one of the largest pools of policy researchers and analysts globally. However, this numerical growth has not translated into proportional influence over global policy discourse. Indian think tanks continue to operate largely within traditional frameworks—government-linked consultations, Track 1.5 dialogues, and conference diplomacy—limiting their ability to shape narratives beyond familiar corridors.

The core challenge lies in approach, not capacity. Many institutions remain domestically anchored in both funding structures and intellectual orientation, constraining their global agility. Unlike Western counterparts, Indian think tanks have yet to fully leverage transnational collaborations, digital policy platforms, and real-time narrative shaping in global debates. There is a growing recognition within policy circles that expanding headcount alone will not suffice. What is required is a strategic reorientation—towards issue-based coalitions, sustained international presence, and proactive agenda-setting—to position India as a norm-shaper rather than a reactive participant.
