DEBATE(1)

Complete mismanagement and ordeal.

DEBATE (2)

This is like saying one nation one ministry

However merger of services with similar functions is the need of the hour. All India services should be merged. There is no ground for one particular service hogging all the limelight and promotions. Merger of 8 railway services is a laudable step. Similarly all accounts based services should be merged-defence, civil, audit and accounts, cost accounts service etc. Customs and income tax services should be merged. Indian Economic and Statistical services, postal and telecom services be merged etc. There is an urgent need for overhaul of recruitment process which is long, laborious and encourages rattu totas with average intelligence. A lot of the current lot of officers are under utilised, doing repetitive work, almost redundant and deadwood by the time they spend 10 years in service. A bunch of officers are kept engaged for a work item which can easily be delivered by one officer. The evaluation system of annual confidential reports does not give a correct evaluation of the officer. It is just a reflection of the buttering, back biting and scratch my back and I scratch yours. Officers have retired at very senior posts including FA in key infrastructure ministries with disastrous results in performance and revenue downslide in the ministry witnessed during their tenure, with no questions asked. In this kind of a comfortable scenario , lining your own pockets especially before retirement is a prime mover. Urgent overhaul of recruitment, training, merger and streamlining of services is the need of the hour without further delay.

The MoD should be merged with the DMA and handed over to the men in uniform.
