Supreme Court’s Governor Powers Verdict has made Bureaucrats think of Implications and Frictions between Raj Bhawan and Vidhan Sabha

The Supreme Court’s landmark November 2025 ruling on governor discretion has sent ripples through India’s administrative machinery, creating significant implications for centre-state dynamics and bureaucratic functioning. The five-judge Constitution Bench clarified that while governors cannot sit on bills indefinitely, courts cannot impose rigid timelines—establishing a framework governed by “reasonable action” rather than fixed deadlines.

This ambiguity has alarmed bureaucratic circles, who recognize the judgment creates structural instability in state-level governance. By reaffirming governors’ constitutional discretion independent of cabinet advice under Article 200, the verdict empowers governors to operate as substantive checks against state governments, rather than ceremonial figures. This fundamentally alters the balance that established administrative protocols had previously maintained.

The ruling has intensified friction between Raj Bhawans and state legislatures over deputations, transfers, and administrative postings. State governments now face governors exercising discretionary power to withhold assent or reserve bills for presidential consideration—forcing bureaucrats into delicate equilibrium-walking roles. Junior administrators managing state-level deputations must navigate conflicting directives from elected governments and governors, effectively creating dual accountability structures.

Senior bureaucrats view this as a rollback of administrative clarity. The verdict’s rejection of deemed assent and fixed timelines means bills can remain in constitutional limbo indefinitely, forcing permanent negotiation between two executive power centers. This compels the administrative machinery to serve as mediators rather than implementers, fundamentally destabilizing the hierarchical bureaucratic structure that historically provided operational certainty in governance.

Kashi Tamil Sangamam 4.0 from December 2 in Varanasi

The Ministry of Education is organising the fourth edition of Kashi-Tamil Sangamam (KTS) 4.0 from December 2  in Varanasi, to celebrate the deep civilizational links between Tamil Nadu and Kashi.The programme is being coordinated by IIT Madras and BHU Varanasi. Since its inception in 2022, the Kashi Tamil Sangamam has witnessed overwhelming public participation and has emerged as a landmark cultural bridge reconnecting two of India’s oldest knowledge traditions. KTS 4.0 will be organised around the theme “Learn Tamil – Tamil Karkalam”, with the aim to promote Tamil learning across India and foster wider appreciation for India’s classical linguistic and literary heritage. In this edition of KTS, more than 1,400 delegates from Tamil Nadu will participate.

NBCC and NMRDA sign agreement for Naveen Nagpur Project (UPDATED)

NBCC (India) Limited, a Navratna Central Public Sector Enterprise under the Ministry of Housing & Urban Affairs (MoHUA), Government of India, has signed a formal Agreement with the Nagpur Metropolitan Region Development Authority (NMRDA) for the development of the Naveen Nagpur Project, an ambitious and integrated township spread across approximately 692 hectares (1,710 acres). The Agreement is in continuation of the Memorandum of Understanding (MoU) signed on 8 September 2025, through which NBCC has been appointed as the Executing and Implementing Agency as well as the Project Management Consultant (PMC). The first phase of the project is valued at an estimated 2966 crore and marks the beginning of one of the largest planned urban development initiatives in the region. The Naveen Nagpur Project envisions a modern, sustainable, and future-ready urban ecosystem that will include residential, commercial, institutional and social infrastructure. NBCC will take the lead in preparing the Detailed Project Report (DPR), undertaking financial feasibility studies, coordinating architectural and engineering designs, managing tendering processes, overseeing the construction programme, and ensuring the delivery of world-class infrastructure. The planning and execution approach will focus heavily on quality, safety, sustainability and inclusivity, with all construction adhering strictly to statutory norms and green development principles. Inorder to ensure smooth progress and timely approvals, an Empowered Committee is being constituted under the Chairmanship of the Metropolitan Commissioner, NMRDA. The Committee will include senior representatives from both NBCC and NMRDA and will be responsible for examining and approving plans, reviewing deviations, resolving issues, monitoring timelines, and overseeing overall project performance. The Committee’s findings will be reported periodically to the Steering Committee of the Government of Maharashtra. With this Agreement, both organisations have taken a significant step toward shaping a transformative urban landscape for Nagpur. The project is expected to contribute meaningfully to the city's long-term growth vision by introducing advanced infrastructure, improved mobility systems, modern urban amenities, and a strong emphasis on environmental stewardship. NBCC’s extensive experience in delivering large-scale government infrastructure projects across India and abroad will play a crucial role in ensuring the timely and efficient execution of this landmark development. The construction work is planned to be completed within three years, with possible extensions up to five years subject to approval by the Empowered Committee.

‘We live in times...' 
 
Some truths of the time we live in – a distilled look at the forces shaping our world today. In today’s world, information is abundant but wisdom is scarce. We live in times where we see many humans but not humanity.  Speed is the new norm, patience the new luxury.  We live in times where the rich have more rooms than children and the poor have more children than rooms. Connection is everywhere, loneliness is widespread. We are digitally linked to millions, yet many feel emotionally disconnected and unseen.  Technology connects our devices but divides our attention.  We live in times where smart phones bring you closer to those who are far, but distance you from those who are closer.  We can reach anyone instantly, but we struggle to be fully present with the people right in front of us. It is a common sight to see people glued to their devices inconsiderate of people present nearby.  We are globally connected, yet existentially isolated.  We have never been so interlinked, yet many feel profoundly alone.
 
We know more about the world, but less about ourselves, that is, external awareness is rising, whereas inner awareness is declining.  Choice has exploded, satisfaction has shrunk.  Endless options can paradoxically make decisions harder and happiness more fragile.  We live in times where single mother can look after ten children but ten children cannot look after single mother.  Progress is real and so are its shadows, meaning we have achieved extraordinary breakthroughs, but each innovation brings new ethical, social and environmental questions.   We live in times where many know the price of everything but not the value of anything.  This is a time where voices are amplified, but truth is contested.  That is, everyone can speak, but not all voices illuminate.   We live in times where our contact lists are huge but our relationships are poor.  We live in times where the rich walk miles to digest food while the poor walk miles to search for food.  We live in time where our possessions are more but our appreciation is less.  Meaning to say, we are richer in comfort but poorer in contentment.  Unlike yesteryears, life has comparatively fewer physical struggles, yet mental and emotional burdens have grown.  We chase visibility more than authenticity, that is, being seen has become more important than being known.  
 
We live in time where we know how to earn a good living but somehow forget how to live a good life.  Deep down, we sense that something essential is slipping away, not because the world is ending, but because we are forgetting how to simply be human.

Transfer of RTI application under section 6(3) of the RTI Act

The complainant had sought information regarding the exact number of Nikkah (Marriage) conducted by the Janab. M. Mohamed Ali Maraicar, Khazi, Karaikal District since his appointment in the post till 30.9.2023. The application was forwarded under Rule 6(3) of RTI Act, 2005 since certain information sought in the application pertain to the other office with a request to provide the required information directly to the applicant. The CIC noted that the PIO took appropriate steps under Section 6(3) of the RTI Act to forward the request to the authority holding the information (District Government Khazi), and the Complainant was informed about the same. Subsequently, a composite reply was provided on 19.12.2023. The CIC held that there is no evidence of wilful denial or refusal by the Respondent authority and disposed of the complaint.

Comments

The RTI Act mandates that where a public authority does not hold the information but has made bona fide efforts to forward the request to the relevant authority, the PIO is not held liable under the Act as no mala fide iss established on part of the Respondent.
