Jugal Kishor Dhuliya, formerly posted as Deputy Chief Electrical Engineer, Railway Electrification, Moradabad, Central Organisation for Railway Electrification (Dy. CEE/RE/MB/CORE), has been granted an extension in his deputation tenure with Dedicated Freight Corridor Corporation of India Limited (DFCCIL) as Additional General Manager (AGM), EL, CO up to June 14, 2027. He is an Indian Railway Service of Electrical Engineers (IRSEE) officer.

 

Neeraj Kumar Mouriya, who is presently serving as Executive Director/Vigilance (Traffic), Railway Board, has been entrusted with the additional charge of Chief Vigilance Officer (CVO), Centre for Railway Information Systems (CRIS), on part-time basis. He is an Indian Railway Traffic Service (IRTS) officer.

 

Ishool Ratna Srivastav, who is presently serving in North Western Railway (NWR), has been selected for deputation as Director in the Ministry of New and Renewable Energy (MNRE) under the Central Staffing Scheme for a period of five years. Rajiv Gandhi, who is presently serving as Principal Executive Director (Railway Recruitment Boards) [PED (RRB)], Railway Board, has been selected for deputation to National High Speed Rail Corporation Limited (NHSRCL) as General Manager (Human Resources) [GM (HR)] at New Delhi for a period of five years. He is an Indian Railway Personnel Service (IRPS) officer.

Satish Singh, who is presently serving in South Coast Railway (SCoR), has been selected for deputation to Central Warehousing Corporation (CWC) as Group General Manager (General) [GGM (General)] for a period of three years. He is an Indian Railway Service of Mechanical Engineers (IRSME) officer.

Ms Pallavi Joshi, who is presently serving as EDF/C&PPP, Railway Board, has been entrusted with the additional charge of Director (Finance) [Dir. (Fin.)], Container Corporation of India Limited (CONCOR). She is an Indian Railway Accounts Service (IRAS) officer.

Samarth Singh, who is presently serving in Northern Railway (NR), has been transferred to Railway Board and posted as Director/E&R, Railway Board. He is an Indian Railway Service of Mechanical Engineers (IRSME) officer.

Four IAS officers have been given new responsibilities in Delhi. Dr G Narendra Kumar has been appointed as Financial Commissioner, while Prashant Goyal will join as ACS, Food & Civil Supplies, AR and Power with additional charge of CMD, DPC and CMD, DSCSC. Similarly, Ms Soumya Saurabh will join as DC/DM, North-West with additional charge of Special Secretary, Industries and Ms Sonika Singh is now Commissioner, DDA.

Five IAS officers have been given new assignments in UP. Mrs Gunjan Dwivedi has been appointed as Mission Director, Swachh Bharat Mission (Rural), while Ratnesh Singh will join as Additional Director, Academy of Administration and Management, Lucknow and Ashok Kumar was made Special Secretary, Departments of Irrigation, Water Resources, and Prisons Administration and Reforms. Additionally, Girijesh Kumar Tyagi has been posted as Secretary, Uttar Pradesh Public Service Commission (UPPSC), Prayagraj and Mrs Anita Verma Singh was assigned the charge of Special Secretary, Higher Education Department, along with Registrar, Lohia Law University.

The Government of India has declared a holiday on April 14, 2026 on account of the Birthday of Dr B R Ambedkar for all central employees including industrial establishments throughout India.

Repeated RTI applications on identical issue

The respondent submitted that the appellant has filed multiple queries seeking confirmation/ implementation of provisions under Central Acts. The RTI applications were timely disposed of and although the queries did not conform to the definition of “information” under Section 2 (f) of the RTI Act, necessary clarification was provided with reference to extant guidelines and OMs in response to few of the RTI applications. The CIC observed that appropriate response has been given by the CPIO in all the second appeals, as per provisions of the RTI Act. The CIC noted that the RTI requests of the appellant do not strictly conform to Section 2(f) of the RTI Act as the appellant had sought for answers/clarifications to speculative and hypothetical queries. Further, the CIC pointed to the appellant that as per the mandate of the RTI Act, outstretching the interpretation of Section 2(f) of the RTI Act to include deductions and inferences to be drawn by the CPIO is unwarranted as it casts immense pressure on the CPIOs to ensure that they provide the correct deduction/inference to avoid being subject to penal provisions under the RTI Act. The Commission observed that 86 second appeals were disposed earlier arising out of RTI applications filed by the appellant before several public authorities wherein similar speculative and hypothetical queries were raised, calling for no relief under the Act. In addition, 18 appeals were disposed of in CIC/CICOM/A/2024/658048 & Ors, vide decision dated 25.07.2025. It is appalling that despite having scheduled multiple appeals for hearing with advance notice, the appellant failed to appear before the Commission, which has caused unwarranted loss of time and public resources. The CIC advised the Appellant to make judicious use of his right to information in the future and to desist from filing repetitive RTI Applications as Appeal(s) emanating from the same are liable to be summarily dismissed henceforth. The CIC held that the Respondent(s) are also at liberty to rely on the instant decision in the event that the Appellant files same or similar RTI Applications in the future.

Comments

Repeated filing of RTI applications on identical issues causes a drain on the resources of the public authority. The observation by the CIC held that the Respondent(s) are at liberty to rely on the instant decision in the event that the Appellant files same or similar RTI Applications in the future could provide relief to the DARPG.
