Will Karnataka see a new CM in Oct?
In the Karnataka capital Bengaluru, political activities are high these days. Randeep Surjewala, in-charge of the state is in the capital and meeting with the Party MLAs. There is a rumour that the state is likely to get a new CM in October. However, the party president Mallikarjuna Kharge has categorically denied the change of leadership. He said, only the high command will decide on matters like changing CM. Despite his assurance, one has to wait till October.

Congress President Mallikarjun Kharge’s statement on the Karnataka leadership issue underlines the party high command’s authority in deciding the Chief Minister. Amid rising speculation that DK Shivakumar may replace CM Siddaramaiah, Kharge cautioned against unnecessary remarks and said that the decision would be taken by the High Command. His intervention comes after Congress MLA Iqbal Hussain’s comment fueled talk of a leadership change. Kharge’s message is a bid to maintain party discipline and quell factional tensions in the state.
Hindi a major language issue in Maharashtra
The politics in Maharashtra nowadays revolves around Hindi. The Fadnavis led MVA government cancelled the three language policy order ahead of the state assembly session. Uddhav Thackeray and other opposition parties were opposing the decision. The ruling alliance had taken the three language policy according to the New Education Policy 2020. One has to see how long Hindi will get the prominence in state politics?

Sanjay Arora, the current Police Commissioner of Delhi, is retiring on July 31. He is 1988 batch, Tamil Nadu cadre officer. Race for the new Police Chief has intensified among AGMUT cadre officers as the government would reportedly no longer seek a senior officer from outside the cadre. The Ministry of Home Affairs has recently decided to shift Anil Shukla, a 1995-batch IPS officer, who was Director General of Police (DGP) in Mizoram, to Delhi. The senior officers are reading a lot into the timing of his transfer. The buzz around two other names is 1992-batch IPS officer Satish Golcha, and his batchmate, Praveer Ranjan. Both are AGMUT cadre officers. Golcha is presently the Director General of Tihar Jail. He was earlier Special Commissioner (Intelligence) in the Delhi Police and DGP of Arunachal Pradesh. Ranjan, currently CISF ADG, was the DGP of Chandigarh and Special Commissioner (Crime) in Delhi.
Rajesh Kumar has taken over the charge as Chief Secretary of Maharashtra. Rajesh, who belongs to a 1988 batch IAS officer, will continue holding the charge as the Additional Chief Secretary (Revenue), Registration, and Stamp Duty, Revenue and Forest Department.
The tenure of Vikas Sahay as Director General of Police (DGP), Gujarat, has been extended for a period of six months with effect from July 1, 2025. He is a 1989 batch IPS officer of Gujarat cadre.

In Rajasthan, Additional Chief Secretary Abhay Kumar has taken over the additional charge of the Chief Secretary for the third time in the past six months. This sets a new record. In 2015, Ashok Sampatram held the Chief Secretary’s charge twice, which stood as a record. A decade later, Abhay Kumar has now surpassed that record. The Chief Secretary Sudhansh Pant is on a 10-day official visit to the UK. Earlier, Pant had been away on a seven day official visit to Singapore from October 6 to 12, 2024 and then again from December 13 to 15 for the Chief Secretaries’ Conference. On both occasions, Abhay Kumar was entrusted with the additional charge of the Chief Secretary’s office.
Vinay Kumar, Additional Secretary in the Ministry of Road, Transport & Highways, has been assigned an additional charge of CVO, National Highway Authority of India (NHAI), Delhi, for a period of six months. He is a 1999 batch IAS officer of Bihar cadre.

Now Kerala has got a new DGP on Monday and Nitin Agrawal missed the DGP bus to Ravada Chandrasekhar. Agrawal, who was the DG, BSF in Delhi but due to some or the other reasons, was removed and repatriated to his cadre last year. Sources said, this could be one of the reasons for his denial to the top post. He is an IPS officer of Kerala cadre.
The five year term of Nidhi Pandey as the Commissioner, Kendriya Vidyalaya Sangathan(KVS) ends in the second half of July. She is an IIS officer.
On the directives of Chief Minister Yogi Adityanath, Uttar Pradesh Police has initiated a major reform drive. The Police, under the supervision of the new DGP Rajeev Krishna has identified 11 priority areas and assigned specific responsibilities to senior officers based on their expertise. The key areas include zero tolerance against crime and criminals, women empowerment and protection, tackling cybercrime, maintaining law and order, enhanced Police services, Police welfare, talent and expertise utilization, use of technology and AI in policing, training and capacity building, traffic management, and public grievance redressal. The talent & expertise utilization sector will be looked after by Nachiketa Jha, IG, Establishment and Amrendra Kumar Sengar, Commissioner of Police, Lucknow. The technology & AI head will be managed by Naveen Arora, ADG, Technical Services and Akhil Kumar, Commissioner of Police, Kanpur Nagar. The training & capacity building vertical will be headed by Rajeev Sabbarwal, ADG, Dr BRA Police Academy, Moradabad while Sanjeev Gupta, ADG, Prayagraj Zone will be the field lead. K Satya Narayan, ADG, Traffic will be the headquarters lead for the traffic management sector with Mohit Agarwal, Commissioner of Police as field lead. Public Grievance redressal vertical will be headed by Ramit Sharma, ADG, Bareilly Zone.

It seems the Government is in a mood to appoint four to six Information Commissioners (ICs). It is said that a process in this direction is at the initial stage. Presently, the Commission has CIC and two ICs against the 10 posts, which could be reduced.

CGST formations of Bhopal celebrate 8th GST Day on July 1 with the theme "GST: Simplifying Taxes; Empowering Citizens" at Ravindra Bhavan, Bhopal. The function was chaired by Manas Ranjan Mohanty, Chief Commissioner, Customs, CGST and Central Excise (MP & Chhattisgarh). Nav Ratan Soni, Principal Chief Commissioner of Income Tax for MP and Chhattisgarh was the chief guest. Taxpayers, including exporters and MSMEs, were feted for their contribution to the government exchequer on various parameters. Officers of the Department were conferred Commendation Certificates for their meritorious and tax payer friendly services apart from their sporting achievements. The representatives of the Trade & Industry from CII, FICCI & FMPCCI lauded the efforts of the government in easing compliance burden. They said GST made tax compliance easier, reduced costs for businesses, and allowed goods to move freely across states. The Chief Commissioner in his inaugural address exhorted officers to do their best in their twin role as facilitators and regulators. GST Day celebration is the culmination of fortnight long GST Pakhwada from 16 to 30 June with the objective of facilitating and engaging with taxpayers. During the fortnight, Tax Conclaves were organised in Bhopal, Indore, Jabalpur & Raipur with industry leaders, associations of trade bodies, policy makers and tax practitioners where deliberations were held on GST related achievements, challenges and future roadmap. Help desks were set up in various places and GST Suvidha Kendras were revamped for attending the taxpayer queries and concerns. The dual GST system in India is a destination-based, IT-driven, and self-regulatory tax structure ensuring seamless input tax credit across the value chain. It has unified numerous central and state taxes, reduced border bottlenecks, and eliminated tax distortions and arbitrage. GST collections for FY 2024–25 stood at Rs 22.08 lakh crore, a 9.4% YoY growth. Madhya Pradesh contributed Rs 44,780 crore, with Rs 9,035 crore collected in the first two months of FY 2025–26. Over 1.5 crore active taxpayers reflect GST’s success, with 85% of Deloitte survey respondents reporting a positive experience.

A family swept away in flash flood
Pakistan’s army is ready to take the fight with Hindustan round the clock in the form of terrorism, but fails to protect its citizens. In a recent incident, eighteen members of a family were swept away in a flash flood but no army helicopter or personnel drew abreast of them to save from sweeping in the flood.

Verification of BPL status of RTI applicant
The appellant sought data on customer satisfaction ratings for SBI services from its inception to the current date and asked for the categorization of ratings by type of service and other related information. The PIO provided certain information and clarified before the CIC that data sought on certain points of the RTI application was not available in the desired format. The CIC upheld the order of the CIC. The CIC brought it to the notice of the respondent that in a series of matters filed by the same appellant against a different public authority i.e IDPL (File nos. CIC/IDPCL/A/2024/612395 and CIC/IDPCL/A/2024/604666) an order was passed to veracity of the appellant’s BPL status. The CIC advised the respondent to exercise due caution with respect to the future RTI application received from the appellant relying on his BPL status.
Comments
There is no specific section of the RTI Act, 2005 or rule which prescribes whether the verification of the BPL status should be done, if the PIO has doubts regarding the same. If there are any suspicions, the PIO could ask for the BPL certificate to verify the status of the RTI applicant.
