RJD’s new move has created a big problem for Congress and if sources are to be believed, this is the reason Rahul Gandhi, Gandhi family members and senior Congress leaders are reportedly not interested in campaigning in Bihar. Prime Minister Narendra Modi’s decision to skip the Malaysia regional summit is being interpreted as a strategic calculation to avoid direct engagement with US President Donald Trump, particularly around the contentious topic of Pakistan and US claims of mediation in the recent conflict. The Modi government has consistently denied any third-party involvement in the May India–Pakistan ceasefire, maintaining that the truce was brokered directly between the two nations through established military channels, despite Trump’s repeated assertions to the contrary.

This diplomatic avoidance appears particularly acute given current tensions: the Trump administration has levied harsh tariffs on Indian exports and repeatedly raised the stakes over India’s continued Russian oil imports, all while pushing for resolution in a stalled bilateral trade pact. Modi’s absence also comes just as crucial state elections in Bihar loom; aides worry that any provocative Trump remarks could give fresh ammunition to the Opposition at a sensitive political moment. Analysts suggest that for Modi, the risks of a public clash with Trump – noted for his unpredictable statements and penchant for inserting himself into South Asian diplomacy – outweighed the value of face-to-face regional multilateralism in the current climate. Such maneuvers signal a careful weighing of both geopolitical sensitivities and domestic political implications.

October 2025 has seen largest simultaneous bureaucratic reshuffles

The magnitude of October 2025's bureaucratic reshuffles is truly extraordinary, representing one of the largest simultaneous administrative reorganizations in India's recent governance history. The numbers tell a compelling story: Uttar Pradesh's transfer of 46 IAS officers included ten district magistrates, three divisional commissioners, and seven chief development officers, fundamentally restructuring the state's administrative hierarchy. West Bengal's unprecedented movement of 527 bureaucrats—comprising 67 IAS and 460 WBCS officers—stands as possibly the largest single-day reshuffle in the state's administrative annals, affecting 17 district magistrates and reshaping governance across all 23 districts.

Rajasthan's sweeping police department overhaul transferred 34 IPS officers and created a new Director General-level position specifically for the Special Operations Group and Anti-Terrorism Squad, signaling strategic security priorities. Delhi's post-legislative reform reshuffle of 23 IAS officers marked the first major bureaucratic reorganization following enactment of the GNCTD (Amendment) Act, 2023, redistributing power across key departments including finance, vigilance, social welfare, and information technology.

At the central government level, the Appointments Committee of the Cabinet's empanelment of 38 officers from diverse services—IRS, IFS, IOFS, ITS, and ICoAS—for Joint Secretary-equivalent positions creates a substantial talent pool for critical policy-making roles across ministries. This multi-tiered administrative churning, occurring simultaneously across federal and state levels, suggests coordinated preparation for upcoming electoral cycles, implementation of governance reforms, and strategic positioning of trusted officers in sensitive portfolios ahead of anticipated political developments in 2026.

Substantial Banking Reforms are being discussed by the Central Government!

The central government is actively discussing a substantial set of banking reforms designed to modernise and strengthen India's public sector banks. One of the headline proposals is to raise the foreign direct investment (FDI) cap in state-run banks from the current 20% to as much as 49%, a move aimed at attracting significant overseas capital and putting public sector lenders closer to regulatory parity with private banks, which already permit foreign ownership up to 74%. Additionally, there is a review underway regarding the longstanding 26% cap on voting rights for bank shareholders—a measure originally implemented in 2012 to prevent concentrated control by any single investor group.

The reform agenda reflects strong international investor interest in Indian banks and is intended to expand capital availability, re-balance the regulatory gap between public and private lenders, and address the sector’s growing credit needs amid robust economic expansion. If implemented, these changes could drive substantial capital inflows, support infrastructure and SME lending, and improve balance sheets of public banks, all while ensuring that the government retains a controlling stake (minimum 51%) and safeguards overall sector stability. The final contours, including specific voting rights adjustments and operational details, are subject to policy consultations and legal review.

Air India demands ₹4000 Cr compensation from GOI due to closure of Pakistani airspace. Proposed opening China sector?

Air India recently reported that it has suffered losses amounting to ₹4,000 crore due to the closure of Pakistani airspace for Indian carriers following Operation Sindoor and the Pahalgam terror attack. This airspace closure was implemented by both India and Pakistan in April 2025, resulting in mutual bans on each other’s aircraft from transiting their airspace, which severely impacted key international routes, especially those connecting India to Europe and North America.

The closure forced Air India to significantly reroute flights, leading to longer travel times—by an average of 60 to 90 minutes per flight—and higher operational costs, especially for fuel and crew. The airline had to bear additional expenses with every extended detour, escalating the financial strain as fuel costs and staff hours rose sharply across hundreds of affected flights. Consequently, Air India submitted a demand to the Government of India for compensation of ₹4,000 crore, arguing that these losses directly resulted from strategic airspace restrictions and were beyond the airline’s control.

This demand reflects not only the operational challenges but also the broader economic impact of geopolitical decisions on national carriers during periods of heightened tension.

DATE WITH RTI

Quota under which a student was selected at IIM for PGP

The appellant requested pertaining to the selection of a student in the PGP 24-26 program. He requested to confirm whether Saransh Upadhyaya has been selected on a seat earmarked for EWS (Economically Weaker Section) quota at IIM Ahmedabad. Alternatively, he requested to confirm the quota on which the selection has been done. The PIO replied that the information contains personal information of student. Hence, information cannot be provided under Section 8(1)(e) of RTI Act, 2005. The CIC noted that the appellant has sought for the personal information of third party, disclosure of which has no relationship to any public activity or interest. Hence, the sought information is exempted under Section 8(1) (e) & (j) of the RTI Act, 2005. 

Comments

Professional records, including qualification, performance, evaluation reports, ACRs, disciplinary proceedings, etc. are all personal information. The appellant has to establish larger public interest to seek any personal information relating to a third party.
