FM to introduce Health Security se National Security Cess Bill today: A reset on cess politics for states expected!

The Finance Minister is expected to introduce the Health Security se National Security Cess Bill, 2025 in the Lok Sabha today, a move that could quietly reset the politics of “sin taxes” in the post-GST-compensation era. Government sources indicate the new levy will replace the outgoing GST compensation cess on select products such as pan masala and other specified goods, with proceeds earmarked for bolstering national security and public health infrastructure. The President has already recommended its introduction as a money bill, signalling the Centre’s intent to fast-track this fiscal switch even as GST 2.0 rationalisation kicks in. If cleared, the cess will allow North Block to retain a lucrative revenue stream without formally hiking GST rates, while giving the ruling coalition a narrative of funding hospitals and security forces through higher imposts on harmful consumption.

With IAS Rajesh Aggarwal,1989 batch appointed as the new Chief Secretary of Maharashtra, several senior officers have missed the opportunity to head the state bureaucracy. Additional Chief Secretaries I.S. Chahal (1989 batch, Home), Bhushan Gagrani (1990 batch, BMC Commissioner), Deepak Kapoor (1991 batch, Water Resources) and O.P. Gupta (1992 batch, Finance) have missed the bus, as all of them are scheduled to retire before Aggarwal, who is set to superannuate in November next year.

Rajasthan Chief Minister has lauded Chief Secretary V. Srinivas for ushering in a culture of openness within the state bureaucracy. Impressed by Srinivas’s initiative of holding direct, no-appointment meetings with officers thrice a week, the CM has urged senior officials to draw inspiration from his model of transparent governance. Sources said the Chief Minister, during a recent review, appreciated how the Chief Secretary’s structured open-door policy has improved feedback flow and responsiveness at the Secretariat. Srinivas’s approach—marked by accessibility and immediacy—has been hailed as a refreshing break from bureaucratic rigidity. The CM has now directed departmental heads to adopt similar systems that encourage real-time dialogue and quicker redressal of administrative issues, signalling a push toward a more accountable and participatory governance structure.

Election Commission officials have reportedly directed staff to be prepared for extended working hours during the upcoming Parliament winter session. The move comes amid rising political tensions, with opposition parties expected to target the poll body over what they allege as “vote chori” in recent state elections. Sources suggest that the Commission is ramping up its internal review, documentation, and communication systems to respond promptly to any parliamentary queries or debates that may question the integrity of the electoral process. Senior officials have emphasized maintaining transparency and readiness to defend the Commission’s procedures and data before Parliament and the media. The directive for late working hours is seen as part of a broader attempt to ensure that all records, reports, and clarifications are accessible on demand, as the opposition prepares to make the poll panel’s accountability a central issue of the winter session.

According to information available, the Ministry of External Affairs plans to involve a select group of seasoned diplomats to spearhead the process of restoring strategic dialogue with partner nations. The academic response to renaming IIT Bombay to IIT Mumbai has been mixed. Critics of the renaming caution against potential costs and administrative disruptions, while supporters view it as a rightful assertion of Maharashtra’s cultural heritage. Thus, the debate balances between honoring historical legacy and evolving regional identity within a politically charged environment.
Sources in Ranchi suggest that Jharkhand Chief Minister Hemant Soren may be eyeing a significant bureaucratic consolidation, with whispers indicating the government could reduce principal secretary positions from three to two. The move reportedly targets streamlining the administrative structure, with Smt. Vandana Dadel (Cabinet Secretariat and Vigilance), Shri Rajeev Arun Ekka (ST/SC/Minority and Backward Class Welfare), and Mr. Sunil Kumar (Urban Development and Housing) potentially affected by the reorganisation. While unconfirmed, administrative circles in Ranchi are abuzz with speculation that Soren is preparing for a leaner top bureaucracy to expedite decision-making and enhance administrative efficiency. Such consolidation would reflect the CM’s preference for centralised authority and streamlined governance, particularly following the coalition government’s December 2024 electoral mandate. The restructuring, if implemented, could involve departmental mergers or functional realignments that would reshape how key portfolios are managed at the principal secretary level.
Informal discussions suggest potential DRM-level rotations in Eastern and South Eastern zones due to persistent delays in divisions like Chakradharpur (CKP) and Kharagpur (KGP), labeled as “#LateDivision” by users. No official confirmation, but users speculate inspections by Minister Ashwini Vaishnaw could trigger changes, similar to his Gujarat/Rajasthan visits. Bihar projects (e.g., expressways/rail) face criticism for “zero progress,” fueling whispers of accountability-driven transfers.

Can penal action be initiated against the PIO who has retired?
The appellant sought a certified copy of the initial map related to a particular building which was donated to Jhansi Cantonment Board for construction purposes. The appellant also sought a certified copy of the General Land Register, total property tax assessed and other related information. As no response was received within the prescribed time period, the appellant filed the first appeal and later the second appeal before the CIC. According to the arguments presented by the respondent, the current PIO, who was responsible for disposing of the submitted RTI application has retired, and no show cause notice proceedings can be initiated under Section 20 of the RTI Act against a retired PIO. The CIC directed the current PIO, Cantonment Board, Jhansi, to ensure timely and proper disposal of pending RTI applications in accordance with the law, failing which appropriate action shall be taken against them in the future under the provisions of the Act. Further, the CIC directed the PIO, Cantonment Board, Jhansi, to examine the information sought by the appellant through the submitted RTI application and, based on the available records, provide the requested information/response to the appellant in accordance with the provisions of the Act.
Comments
A coordinate bench of the CIC in Appeal Nos. CIC/PB/2008/00999 and CIC/SM/A/2009/000286 dated 13-05-2010 held that since the concerned PIO has retired from the service, we find it not possible to impose any penalty on him at this point of time. The precedent was followed in many subsequent orders like Shri Chander Prakash v. AAI, CIC/SS/C/2013/000053 dated 18.12.2013. The RTI Act does not specifically debar action against the PIO on superannuation.
