Markets to fall if NDA loses Bihar Polls?

 

If the NDA fails to secure a majority in the Bihar Assembly elections, analysts warn that Indian equity markets could face immediate pressure. A surprise loss, particularly if the BJP-led alliance slips below the 150-seat mark, may trigger a short-term sell-off as investors price in political uncertainty and policy instability. Experts estimate a 5–7 % correction in the Nifty, driven by fears of a weakened central position for the ruling coalition and delays in reform momentum. Markets are expected to stabilise only once fiscal and coalition policy clarity emerges post-results on November 14.

In response to the deadly Red Fort car blast on November 10, 2025,  which killed at least 13 people, opposition parties led by Mamata  Banerjee’s Trinamool Congress and Hemant Soren’s Jharkhand Mukti  Morcha have strategically positioned their parliamentary leaders for  the upcoming winter session to aggressively confront the government  over alleged security lapses that enabled the attack. Sources indicate that the opposition coalition, including potentially Akhilesh Yadav’s  Samajwadi Party, aims to hold the government accountable for its  purported complacency in securing high-risk zones in Delhi,  highlighting how a suspicious car loaded with explosives remained  undetected near the iconic Red Fort for hours. The winter session starting December 1 will be a critical platform for the opposition to demand a thorough investigation, increased security measures, and  transparency surrounding the incident, which has exposed deep  anxieties about national security in the capital. Congress has called for a court-monitored SIT probe and criticized the  government’s response, including Prime Minister Modi's swift dismissal  of critics while visiting Bhutan. Akhilesh Yadav and other leaders  have expressed grief and demanded immediate, comprehensive action to  prevent further breaches. This opposition front represents a  coordinated effort to encircle and pressure the government on issues of terrorism and administrative accountability in the politically  charged atmosphere of the winter parliamentary session.

Who will be new Chief Secretary of Rajasthan ?

In the final round  if Delhi sources are to be believed  now senior most IAS officer in the cadre Secretary of the Department of Administrative Reforms and Public Grievances and the Department of Pension and Pensioners' Welfare in GoI V Srinivas has emerged frontrunner followed by Rajat Mishra. Srinivas, who is 1989 batch IAS officer, is being  sent  with  instructions  to  deal Rajasthan affairs with wishes of the Centre.

What will happen if government does not give extension to new Jharkhand DGP?

Although there are high chances that the Jharkhand acting DGP Tadasha Mishra will get an extension but in case, the Jharkhand government preferred otherwise, then 1992-batch IPS officer Prashant Singh and 1993-batch IPS officer MS Bhatia have chances. Both the IPS officers are currently posted in Jharkhand and are above Mishra in service seniority. The sources claimed that the state government is expected to name a full-time DGP in the coming days. Until then, Tadasha Mishra’s leadership is being closely observed for her ability to maintain law and order and inspire a more inclusive Police culture.

Parag Jain is also Secretary (Security), Cabinet Secretariat

Parag Jain, Secretary, Research & Analysis Wing (R&AW), has been assigned an additional charge of Secretary (Security), Cabinet Secretariat till the appointment of a regular incumbent. He is a 1989 batch IPS officer of Punjab cadre.

 

It is second time, a Chief Secretary is transferred to centre in-between tenure

Rajasthan’s outgoing Chief Secretary Sudhansh Pant is the second Chief Secretary in state to have been transferred to centre in between, before completing the tenure. Rajiv Mehrishi was the first one. He too left in-between to join as Finance Secretary in 2014. Though two former Chief Secretaries CK Mathew and DB Gupta too, had to leave their posts mid way but they remained in Rajasthan cadre only.

Ms Shalini has been inducted as Deputy Inspector General (DIG) in the Central Bureau of Investigation (CBI). He is a 2011 batch IPS officer of UP cadre.

 

Pant’s move signals strong central government control over Rajasthan bureaucracy ?

Rajasthan Chief Secretary Sudhansh Pant, IAS 1991 batch (Rajasthan  cadre), is set for an early transfer to the Centre as Secretary,  Department of Social Justice and Empowerment, effective December 1,  2025. Pant, who took charge as Chief Secretary on January 1, 2024,  after serving as Health Secretary at the Centre, is the second  Rajasthan Chief Secretary to be shifted to the Centre  mid-tenure—following Rajiv Mehrishi in 2014. Scheduled to retire in  February 2027, Pant’s move signals strong central government control  over Rajasthan’s bureaucracy. Pant was known as the vital link between the Centre and Rajasthan.

 

Railway officer KD Pany appointed Joint Secretary, Odisha Govt

Kaustuva Dipta Pany, formerly Joint Director (MR), Railway Board, has been selected for deputation to the Odisha Government as Joint Secretary to Government and Commissioner, Rail Coordination, Commerce & Transport Department, for a period of three years with effect from September 8, 2025. He is an Indian Railway Traffic Service (IRTS) officer.

The Bihar Vidhan Sabha Election 2025

The Bihar polls are heating up, and it's shaping up to be a thrilling contest! Exit polls are predicting a comfortable win for the NDA, led by Nitish Kumar's JD(U) and the BJP, with projections ranging from 130 to 160 seats. On the other hand, the Mahagathbandhan, comprising RJD, Congress, and Left parties, is expected to secure around 70-100 seats ¹.

However, Tejashwi Yadav, the RJD leader, is confident of a change in government, dismissing exit polls as "psychological pressure". He believes the increased voter turnout, with over 72 lakh more votes cast compared to 2020, is a sign of people's desire for change.

The election has seen a record voter turnout of 66.91%, with women outvoting men at 71.6% and 62.8%, respectively. The results are expected to be announced on November 14.

While exit polls indicate a strong lead for the NDA, past trends show they can be unpredictable. Will Bihar see a change in government, or will the NDA retain power? The wait is on!

Reasons for not calling for the interview by the IIM

The appellant asked the IIM Bangalore to provide the exact and specific reasons regarding why he was not called for the interview for PhD programme. The PIO informed that the Pre-Pi score of the appellant was lower than the cut-off required for the CFI process under the NC-OBC category. The appellant submitted before the CIC that the parameters of shortlisting the candidates had not been provided by the PIO. Moreover, the reasons for not calling him for the interview had also not provided till date. The CIC held that the appellant has sought reasons, which does not fall within the definition of “information” as defined under section 2 (f) of the RTI Act.

Comments

The Hon’ble Bombay High court at Goa in the matter of Dr. Celsa Pinto vs. Goa State Information Commission (W.P. No. 419 of 2007, decision dated 03.04.2008), held that the definition of information cannot include within its fold answers to the question "why" which would be same thing as asking the reason for a justification for a particular thing. The public information authorities cannot be expected to communicate to the citizen the reason why a certain thing was done or not done in the sense of a justification because the citizen makes a requisition about information. Justifications are matter within the domain of adjudicating authorities and cannot properly be classified as information.
