Government has notified the Central Armed Police Forces (General Administration) Act, 2026, after President Droupadi Murmu gave her assent to the bill. The legislation was published in the Gazette. The new Act provides that 50 per cent of the posts will be filled through deputation from the IPS in the rank of an Inspector General and a minimum of 67 per cent of the posts through deputation in the rank of an Additional Director General. The newly enacted law seeks to establish a comprehensive and uniform system governing the recruitment and service conditions of Group A General Duty officers and other personnel across various CAPFs – CRPF, BSF, CISF, ITBP and SSB. A major feature of the Act is the empowerment of the Central Government to frame rules governing recruitment and service conditions, overriding any conflicting laws, court judgements or prior administrative orders. The CAPFs play a crucial role in national security, border management and internal law enforcement.

The Selection Committee chaired by the Cabinet Secretary (Governor RBI,  Secretary DFS, and some external experts) would meet on Monday to select the Deputy Governor.

Pranay Verma, presently High Commissioner of India to the People's Republic of Bangladesh, has been appointed as the next Ambassador of India to the Kingdom of Belgium and the European Union. He is a 1994 batch IFS officer.

Deepak Barnwal has been appointed as Deputy Inspector General (DIG) in Sashastra Seema Bal (SSB) on deputation basis. He is a 2010 batch IPS officer of Bihar cadre.

Adarsh Sidhu has been appointed as Deputy Inspector General (DIG) in Border Security Force (BSF) on deputation basis. He is a 2012 batch IPS officer of Rajasthan cadre.

Prime Minister Narendra Modi announced the breakthrough on social media the next day, hailing it as a testament to scientific ingenuity and a pathway to harness the country’s vast thorium reserves in stage three. The Department of Atomic Energy and PIB confirmed the milestone on April 7, noting the reactor’s ability to produce more fuel than it consumes.

Analysts view this as far more than a technical feat delayed by over 15 years. It underscores India’s push for energy security amid global volatility, reducing dependence on imported uranium while advancing closed-fuel-cycle technology. The PFBR’s success, built entirely by Indian engineers, strengthens the narrative of Atmanirbhar Bharat in strategic sectors. Whispers in Delhi’s policy circles suggest it could accelerate plans for six more 600 MWe fast breeders, with two slated near Kalpakkam.

Politically, the timing is potent. With assembly polls underway in several states, the Modi government gains a powerful symbol of developmental prowess. Critics, however, point to the project’s chequered history of cost overruns. Yet the achievement silences doubters and positions India as a serious player in advanced nuclear technology. As one senior atomic energy official privately noted, “This is not just power generation; it is strategic autonomy.” The coming months will test whether this momentum translates into faster commercial deployment.

Administrative focus remains on election readiness and economic partnerships rather than large-scale cadre reshuffles in the North East states. Public-private collaborations (e.g., banking support for tourism and MSMEs) appear to be an emerging priority for chief secretaries and senior IAS officers in the region. No new IFoS-specific developments or forest service initiatives were reported.

The Indian Army’s Southern Command conducted a high-intensity air defence field firing exercise in desert terrain (likely Rajasthan operational zones). It tested advanced systems for countering drone/swarm attacks, low-altitude threats, precision engagement, real-time radar-sensor-weapon integration, and neutralization of modern aerial threats. The drill aligns with **Mission Sudarshan Chakra** for building a multi-layered, integrated air defence shield.

Ministry of Health and Family Welfare has advertised the post of Consultant (Finance)/ Analyst (PM-ABHIM) for NHM Finance Division. Applications must reach latest by April 14, 2026.

Rail Infrastructure Development Company (Karnataka) has advertised the post of General Manager - Electrical on deputation basis. Applications must reach latest by May 6, 2026.

Last date to apply for the post of Registrar and Managing Director & Chief Executive Officer in Central Registry of Securitization Asset Reconstruction and Security Interest of India (CERSAI) has been extended. The revised date is May 4, 2026.

Repeated RTI applications on identical issue

The respondent submitted that the appellant has filed multiple queries seeking confirmation/ implementation of provisions under Central Acts. The RTI applications were timely disposed of and although the queries did not conform to the definition of “information” under Section 2 (f) of the RTI Act, necessary clarification was provided with reference to extant guidelines and OMs in response to few of the RTI applications. The CIC observed that appropriate response has been given by the CPIO in all the second appeals, as per provisions of the RTI Act. The CIC noted that the RTI requests of the appellant do not strictly conform to Section 2(f) of the RTI Act as the appellant had sought for answers/clarifications to speculative and hypothetical queries. Further, the CIC pointed to the appellant that as per the mandate of the RTI Act, outstretching the interpretation of Section 2(f) of the RTI Act to include deductions and inferences to be drawn by the CPIO is unwarranted as it casts immense pressure on the CPIOs to ensure that they provide the correct deduction/inference to avoid being subject to penal provisions under the RTI Act. The Commission observed that 86 second appeals were disposed earlier arising out of RTI applications filed by the appellant before several public authorities wherein similar speculative and hypothetical queries were raised, calling for no relief under the Act. In addition, 18 appeals were disposed of in CIC/CICOM/A/2024/658048 & Ors, vide decision dated 25.07.2025. It is appalling that despite having scheduled multiple appeals for hearing with advance notice, the appellant failed to appear before the Commission, which has caused unwarranted loss of time and public resources. The CIC advised the Appellant to make judicious use of his right to information in the future and to desist from filing repetitive RTI Applications as Appeal(s) emanating from the same are liable to be summarily dismissed henceforth. The CIC held that the Respondent(s) are also at liberty to rely on the instant decision in the event that the Appellant files same or similar RTI Applications in the future.

Comments

Repeated filing of RTI applications on identical issues causes a drain on the resources of the public authority. The observation by the CIC held that the Respondent(s) are at liberty to rely on the instant decision in the event that the Appellant files same or similar RTI Applications in the future could provide relief to the DARPG.
