Congress not touching Sandeshkhali, teachers’ recruitment scams

In spite of Mamata Banerjee's steering clear of seat adjustment in West Bengal, Congress is very selective in raising controversial issues related to the ruling TMC. During the campaign, party is reportedly not touching the Sandeshkhali land grabbing and teachers recruitment scam. The CBI and ED are probing both the cases on the orders of the Calcutta High Court. Will the selective approach of Congress pay the party?

 

Congress not raising liquor scam in Delhi polls

At the high command’s reportedly directives, the Congress party during the campaign will not raise the ill-famous liquor scam but highlighting the issue of CM Kejariwal’s arrest. Sources said this was one of the main objections of the Delhi units and they left the party along with the president.

Aman Singh is now President of Strategy in Adani Group

In a major development in Adani Group Aman Singh, former principal secretary to Dr Raman Singh, Chief Minister of Chhattisgarh has been appointed as President of Strategy and Chairman Mr Gautam Adani ‘s office.  Today the Head of the office of Gautam Adani  is unarguably the most exciting, important and coveted position in the private sector. Not surprisingly, several candidates were in the fray but eventually Shri Adani settled for Aman Singh, a man with multiple skill sets. and a very long and rich experience. This is indeed a huge tribute to and a proud moment for Indian bureaucracy which has always produced some of the best talent which has served the government and private sector with equal distinction.  Interestingly, Aman Singh had joined Adani  group almost 15 months back, just before the Hindenburg attack as President and Group Head Corporate Brand Custodian and played an important role in supporting Mr Gautam Adani in making the biggest comeback by any corporate.  He will continue to be Corporate Brand Custodian along with the new responsibilities. Aman Singh with a tenure of 15 years in the CMO of Dr Raman Singh is largely considered to be the key person in supporting Dr Raman Singh in ushering social economic transformation of the state of Chhattisgarh.

Avinash Purushottam relieved to join as Additional Secretary, DoPT

Avinash Purushottam Das Joshi, ACS to Govt of Assam, Home & Political Dept and Additional Principal Resident Commissioner, Assam Bhawan, New Delhi, has been relieved to join as Additional Secretary, Dept of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions. He is a 1994 batch IAS officer of Assam cadre.

Rahul Raj, Director in the Ministry of Defence, has been given premature repatriation to his parent cadre. He is a 2006 batch CPES officer.

HUDCO signs MoU with SITCO (UPDATED)

The Housing and Urban Development Corporation Ltd. (HUDCO), a Navratna CPSE under the administrative control of Ministry of Housing and Urban Affairs, Government of India, took a significant step towards sustainable development by signing a Memorandum of Understanding (MoU) with the Surat Integrated Transportation Development Corporation Limited (SITCO).  The MoU was executed on 9th May 2024 in New Delhi at HUDCO Bhawan by Sanjay Kulshrestha, CMD, HUDCO, and Manoj Garg, MD, SITCO in the presence of  senior officials from Rail Land Development Authority (RLDA)and HUDCO with the aim of reinforcing cooperation and collaboration to leverage respective strengths for the construction and development of Surat Multi-Modal Transportation Hubon land allocated by the Ministry of Railways and the Government of Gujarat. Additionally, the potential for consultancy, capacity building and other technical assistance from HUDCO will also be explored.

Star ‘Pracharaks’ in general elections

Every election has official star ‘Pracharaks’ from leading parties who lead from front  but midway unofficial Pracharaks as a Trojan Horse stab the party and its vision from behind making parties run for cover. In BJP  PM Modi has been the star ‘pracharak’ since 2014 but no one in the party could dare or  dent his or party's  image or mission except some midterm statements of MPs who were quickly  shown the door by denying them tickets and posts. Though in 2024 BJP  ally Deve Gowda grandson  created some  headache for the party. In Congress though Gandhis were star pracharaks in 2014 suddenly unofficial  star pracharak Mani shankar iyer statements helped BJP to build a good narrative, in 2019 Congress had many unofficial star pracharak which kept it in opposition and now in 2024 Sam Pitroda is Congress unofficial star pracharak who's repeated statements are hurting Gandhis and Congress and BJP may gain some crucial  seats where such racial thoughts will never be accepted. Let's all wait for next phase and some more controversial statements from more such pracharaks.

Expecting PIO to compile the information from different zones

In his RTI application, the appellant sought information on 24 points wherein he pointed out which points pertained to which PIOs. The CIC observed that the appellant has indicated 4 PIOs to whom the queries pertained and despite knowing this fact, he has filed single RTI application before Education Department mentioning all the PIOs of different zones with the expectation that PIO of Department of Education would collect the information from all the PIOs concerned and provide it to the appellant. The respondent informed that the appellant is habitual RTI applicant and filed various RTI applications, first appeals and second appeals under the RTI Act just to harass the public authority. It may not be out of place to mention that total 27 second appeals/complaints have been disposed of by the appellant either by his name or his son’s name (Ullas Jain) before the Commission as on date and in most of the cases, he did not appear despite service of hearing notice. The Commission observed that the information as available with the respondent has already been provided to the appellant and no interference from the CIC is warranted. Further, the CIC advised the appellant to exercise his right to information in an informed and judicious manner in the future.

Comments

Many PIO’s have been transferring the RTI application to different zones either out of fear of penalty or under the erroneous belief that they are expected to compile the information and provide to the applicant. It causes unnecessary transfer of RTI application across multiple levels which is not mandated under the RTI Act, 2005.
