The INDIA bloc, led by the Congress party, has informed Union Minister Kiren Rijiju of its collective boycott of the Joint Parliamentary Committee (JPC) on the contentious bills proposing the removal of Prime Ministers, Chief Ministers, and Ministers held in custody for 30 days on serious charges. Opposition parties argue these bills are unconstitutional and could be misused for political vendetta. Despite these claims, Lok Sabha Speaker Om Birla has stated that no political party has formally notified him of any boycott. Meanwhile, it is rumored that the government is actively trying to coax opposition members to participate in the JPC, with Lok Sabha Secretary General Utpal Kumar Singh assisting in these efforts. Singh, who has had his tenure extended, is a key administrative figure supporting the Speaker and facilitating parliamentary processes.

Mega Reshuffle of Gujarat Cabinet tomorrow! (UPDATED)
 
The Gujarat cabinet is all set for a major reshuffle scheduled for October 17, 2025. This comes after a historic move where all 16 ministers, except Chief Minister Bhupendra Patel, have tendered their resignations. The resignations were submitted following a crucial meeting at the Chief Minister’s residence on October 16. This large-scale reshuffle is the first significant overhaul since Bhupendra Patel became Chief Minister in 2022, and it aims to broaden the cabinet’s representation with the induction of fresh faces.
 
The cabinet, currently one of the leanest in the state’s history with only 17 members, will see new appointments likely to total around 23 ministers. The reshuffle is seen as a strategic maneuver by the BJP, spearheaded by Union Home Minister Amit Shah and BJP national president JP Nadda, to strengthen political equations ahead of the upcoming local body elections and the 2027 assembly polls. It is expected to focus heavily on caste and regional balance while countering challenges posed by the rising influence of the Aam Aadmi Party (AAP) in Gujarat. The swearing-in ceremony for the new cabinet members will be held on October 17 at Gandhinagar’s Mahatma Mandir, followed by the first meeting of the new cabinet under Chief Minister Bhupendra Patel.

Three years, four CS in Manipur: A decisive administrative move?

Manipur – the tiny state of the country - is battered by prolonged ethnic unrest from May 3, 2023 and in these years, four Chief Secretaries have been appointed. This has sparked anticipation and scepticism among the bureaucrats. They are asking a fundamental question – Is this a decisive administrative move and a meaningful course correction, or merely a cosmetic change? The suspension of the Assembly has deepened the governance vacuum and in this context, the Chief Secretary becomes more than just an administrative head and represents the state with utmost neutrality and legitimacy. In Manipur, it is necessary to gain trust of Meitei and Kuki communities. In a state as deeply fractured as Manipur, administrative measures alone are not sufficient. The bureaucrats of Manipur cadre opined that without the involvement of respected local leadership and inclusive engagement, even the most skilled civil servant will be operating in a vacuum. Serious changes being considered for GRAP: From extension of jurisdiction to Zonal Appointments

Serious changes are being considered for the Graded Response Action Plan (GRAP) administered by the Commission for Air Quality Management (CAQM) under the Department of Environment, as preparations intensify ahead of the winter pollution spike in the NCR region. The revised implementation is set to cover the entire NCR more rigorously, with additional measures and zonal deputations under discussion to improve on-ground monitoring and enforcement. These changes respond to persistent concerns about deteriorating air quality in winter months, triggered by factors like stubble burning, heavy vehicular emissions, and unfavourable meteorological conditions that cause pollutants to hang in the atmosphere.

The CAQM has issued updated orders throughout 2025, repeatedly reviewing air quality data and forecast models to adapt GRAP restrictions. The introduction of zonal deputations is aimed at effective implementation of pollution control measures in hotspots identified by live source apportionment and regional inventories, ensuring swift action and accountability at the local level. Extension of the GRAP’s scope underlines proactive management for the entire NCR, demanding close cooperation between state bodies, local agencies and technical enforcement teams.

With the possibility of abrupt pollution surges due to climatic events and increased emissions during winter, CAQM’s evolving strategy seeks to maintain vigilance, prioritize citizen health, and prevent the region from slipping rapidly into severe AQI stages. This comprehensive approach, including sustained enforcement and enhanced monitoring, will likely inform policy moves in the coming months as NCR braces for the seasonal pollution crisis.

Under compulsions of realpolitik, India is fully justified in using the talibans against Pakistan’s nefarious designs

TTP continued its attacks on Pakistan even while the Afghan foreign minister toured India.He also warned Pakistan from Indian soil.Pakistan and China are uneasy with the fast-changing geopolitical developments.

Only, the future will tell us whether India's stand had been in the right direction !The moot point is : Whether, the talibans, as Afghanistan’s ruling dispensation, would be India's long term strategic partner,especially when there are no permanent friends and permanent enemies in international politics.

Copy of statement recorded by the Police

The Appellant contended during telephonic hearing before CIC that he had sought the statements dated 13.09.2023 collected by the Delhi Police, but the same had been denied to him by the Police authorities under the pretext that it had been submitted before the Court. But the statements were not available even in the Court records. The Respondent agreed to search the said statements in their records and make the same available for the Appellant. The CIC directed the PIO, O/o ACP Kalyanpuri to grant inspection of the relevant records pertaining to the queries raised by the Appellant, specifically the statements recorded by the Delhi Police on 13.09.2023, on a mutually convenient date and time. The CIC directed that copies of documents identified by the Appellant shall be provided to him upon payment of fees as stipulated under the Act. The Respondent were given the liberty to deny records containing any information which is expressly barred under Section 8 or 9 of the RTI Act and also apply provisions of Section 10 of the RTI Act to redact any third party information if deemed necessary while disclosing the records as sought by the Appellant.

Comments

While replying to an application, the veracity of facts must be verified by the PIO. A vigilant PIO would have exercised due caution before informing the RTI applicant that the documents have been submitted to the Court which was subsequently found to be factually incorrect, saving an embarassment.
