Barring 1986 batch all batches ignored in railways?

In the recent appointments barring one each from 1984 and 1985 batch all the officials are from 1986 batch while AK Lahoti new Member (Infra) is from 1984 batch and Roop N Sunker belongs to 1985 batch  all others are from 1986 batch.
