Bureaucracy feeling empowered in four states

Administration in states such as Rajasthan, Gujarat, Chhattisgarh and Madhya Pradesh have taken lead in the country due to more reforms done than other states. The bureaucracy feels empowered in these states and are highly driven because of the support being received from the political class.
