NIC not getting suitable technical hand?

NIC, under the ministry of IT and Electronics is not getting a suitable technical hand. Result, many govt offices are unable to update their websites, especially coding work. It is said that NIC has been taking interviews for the last one year but unable to find a suitable hand. NIC looks after the technical work and maintains websites of all Ministries and departments of GoI.
