OSD not appointed in IB –significant!

In a normal course, OSD is appointed one month before the appointment as IB Chief. Incidentally, this time so far no OSD has been appointed on June 1 to succeed Arbinda Kumar as IB Chief. Does this mean that Arbinda Kumar is going to continue as IB Chief?
