Who decides construction of Ghats ?

Constructions of Ghats on the banks of Ganga was a matter of discussion in the recently held review meeting.  No body could give satisfactory reply to the MoS, Ganga Rejuvenation, Satya Pal Singh. Will govt decide future course of action for the construction of Ghats ? .
