Bureaucratic circles are keeping their fingers crossed as to who will be new Cabinet Secretary on September 14 ? Still a majority of bureaucrats feel Home Secretary Rajiv Gauba will take over as OSD on August 30 prior to taking over as Cabinet Secretary.
