Who will move to Maharashtra as Chief Secretary?

It is widely believed that in the event of a change in Maharashtra, the new Chief Secretary will go from the Government of India. In this connection, the names of two 1988 batch IAS officers Apurva Chandra and Arvind Singh are being mentioned.
