POLITICAL WHISPERS

Rare Dissent Emerges Within BJP Over Language Policy: K. Annamalai calls for rollback !

In an unusual instance of internal disagreement, former Tamil Nadu BJP president K. Annamalai has openly criticised the Union government over its decision to enforce the three-language formula for Class 9 students starting July 1. The criticism follows a recent CBSE notification mandating a third language from the current academic year.

Annamalai urged the Union Ministry of Education to immediately roll back the directive, describing the move as abrupt and poorly timed. He argued that the sudden implementation would place “unnecessary mental stress” on students, particularly in Tamil Nadu, where language politics remains a sensitive issue.

The BJP leader also pointed to a clear inconsistency in policy execution. The three-language formula was originally scheduled for rollout in the 2029–30 academic session, making the current decision appear rushed and inadequately planned. This, he said, has triggered confusion among both parents and students.

Taking to X, Annamalai underscored the disproportionate impact on Tamil Nadu, warning that such moves could deepen existing concerns over linguistic imposition and disrupt academic stability at a crucial stage of schooling.

Will Raghav Chadha’s Prospective Rise In BJP Make Many Mid-Age Party Men Uncomfortable?

Rajya Sabha MP Raghav Chadha, who recently moved from the Aam Aadmi Party to the BJP, has been appointed chairman of the Upper House’s Committee on Petitions. The appointment comes after the Rajya Sabha chairman reconstituted the panel and nominated 10 members, with the change taking effect from May 20, 2026.

Sources suggest that while the move gives Chadha a prominent institutional role, some BJP leaders are reportedly uneasy about how far and how fast he may rise within the party. The concern appears to be less about the committee post itself and more about whether his political trajectory could lead to a larger elevation in the future.

The development is being watched closely because Chadha has already become a visible figure after his switch, and any further advancement would likely be interpreted as a sign of the party’s confidence in his appeal. At the same time, internal discomfort among some leaders could mean his path upward may not be smooth.

For now, the committee chairmanship gives him visibility, but it also places him under sharper scrutiny within the BJP’s ranks.

Assam CM, Himanta Biswa Sarma fulfills poll promise, Assembly passes Uniform Civil Code

The Assam Assembly passed the Uniform Civil Code (UCC) Bill, making it the third state after Uttarakhand and Gujarat to legislate on the issue, marking a significant political and legal milestone. Chief Minister Himanta Biswa Sarma said the move fulfills a key poll promise aimed at ensuring equality in personal laws across communities.

The legislation seeks to standardize laws governing marriage, divorce, inheritance, and adoption, replacing religion-based personal laws with a common framework. The government has argued that the UCC promotes gender justice and social harmony, while critics have raised concerns over cultural autonomy and federal overreach.

Sarma emphasized that adequate consultations were held before drafting the Bill and that safeguards have been incorporated to protect indigenous customs and practices. The Bill is expected to come into force after receiving the Governor’s assent and necessary rules are notified.

With this, Assam joins a growing list of BJP-ruled states pushing for legal uniformity in civil matters, a move that has also revived debate around a nationwide UCC, a long-standing agenda of the party.

Karnataka CM Siddaramaiah Likely to Resign Today

Karnataka Chief Minister Siddaramaiah is expected to tender his resignation today, marking the end of his tenure following a Congress high command decision on leadership change. The move fulfills a reported 2½-year rotational agreement between Siddaramaiah and Deputy Chief Minister D.K. Shivakumar, with Shivakumar positioned as the frontrunner to become the next CM. Siddaramaiah, who recently became Karnataka's longest-serving chief minister, is under pressure from supporters to continue but stated he cannot override the high command's decision. The Congress leadership has reportedly offered him a soft exit, including a potential Rajya Sabha seat and a key national role in the backward classes committee. Additionally, his son is likely to receive a cabinet berth in the new government as part of the transition formula. The Congress legislative party meeting is expected to be held today or tomorrow to elect the new leader, with Shivakumar likely to be sworn in by the weekend. This leadership shift aims to strengthen Congress's political footprint in southern India ahead of upcoming elections.

IPS Puneet Gehlot Leads Dewas Road Safety Transformation, Deaths Drop by 25%

Dewas police under the leadership of SP Puneet Gehlot,a 2017 Batch Officer has set new benchmarks in road safety through a combination of behavioural policing, technology driven monitoring and swift policy execution.

Over the last 15 months, the district has undertaken sustained efforts aimed not merely at enforcement, but at preventing accidents and saving lives.Moving beyond conventional awareness campaigns, the district conducted over 30,000 Police Chaupals, interacting with more than 90,000 citizens on road safety, especially in rural areas where accident fatalities were found to be higher based on five-year data analysis.

One of the most significant interventions introduced by Dewas Police was treating every road fatality as a case study. Every accidental death spot was visited by an SDOP-rank officer who prepared a detailed report identifying factors such as road engineering defects, overspeeding, absence of signage or driver negligence. These reports included photographs and GPS coordinates and were immediately shared in a dedicated WhatsApp group comprising the District Magistrate,SP, SHOs and officials of agencies such as PWD, NHAI and MPRDC to ensure quick rectification and accountability.

To make people more careful on roads, police also put up warning boards at accident-prone spots with messages written in local language and linked to the specific accident that happened there. Damaged vehicles were also placed along roads to create awareness and encourage safer driving. CCTV cameras were installed at black spots and connected directly to police stations so that accidents could be spotted quickly and rescue teams could reach on time, especially in areas where poor mobile network often delays information. For Police personnel reflector jackets were made mandatory at check post as they are also vulnerable to accidents.

The district also adopted a community based approach.Whenever a road fatality occurred, police teams visited the victim’s native village to counsel residents and distribute helmets using the emotional impact of the incident to promote safer riding habits.

Alongside preventive measures, the district ensured effective implementation of welfare schemes. Under the PM-RAAHAT scheme, over 150 accident victims received cashless treatment up to ₹1.5 lakh in the last two months alone. Under the RAAH-Veer scheme, 15 Good Samaritans were identified for rewards, with three already receiving ₹25,000 each for assisting accident victims.

The efforts have resulted in 18 percent reduction in total accidents and a 25 percent decline in road deaths during the first four months of 2026 .Additionally Dewas also ranked first in Madhya Pradesh in implementation of the Hit and Run compensation scheme, facilitating compensation worth ₹61 lakh for 68 victims and families.

ED cadre structure revised, major increase in officer strength

The Government has approved a major revision in the cadre structure of the Directorate of Enforcement (ED), significantly increasing the number of posts across its Executive, Legal, and Adjudication wings. In the Executive Cadre, the number of posts for Director and Special Director of Enforcement will remain unchanged at one and seven respectively. However, the strength of Additional Directors has been increased from 10 to 24, while the number of Joint Directors has gone up from 28 to 49. A substantial rise has also been approved in middle and lower-level positions. The number of Deputy Directors and Assistant Directors has been revised from 148 and 255 to 267 and 531 respectively. Similarly, the strength of Enforcement Officers has increased from 355 to 606, while Assistant Enforcement Officers will now number 803 compared to the earlier 425 posts.

The Legal Cadre has also seen a significant expansion. The number of Additional Directors (Prosecution) has been increased from one to seven. Posts of Deputy Legal Adviser and Assistant Legal Adviser have also been raised from seven to 18 and from 18 to 36 respectively. In the Adjudication Wing, the post of Special Director (Adjudication) remains unchanged at one. However, strength has been revised at several levels. The revised strength now includes two Additional Directors, three Joint Directors, five Deputy Directors, and 10 Assistant Directors in the Adjudication Wing, where there were sanctioned posts earlier.

It were the untiring efforts of 2008 batch IFS officer Sreelakshmi, who served as Field Director PTR, that the area got back its natural tiger habitat status. Not only this, the eco restoration project has bagged the Skoch Gold award.

FORUM

Post-election situation between Mamata Banerjee/TMC and BJP in West Bengal

1. Election result

BJP won 207 of 294 seats, ending 15 years of TMC rule. Suvendu Adhikari became Chief Minister. Mamata Banerjee lost her own Bhabanipur seat to Suvendu, and even her home ward Kalighat flipped to BJP.

2. TMC’s internal trouble

After the rout, TMC faces reports of defections. Political circles in Delhi and Kolkata are discussing that 8 of TMC’s 10 Rajya Sabha MPs may join BJP, following a pattern seen with AAP earlier. Many TMC MLAs skipped party meetings, and there’s open questioning of Mamata’s leadership after the Bhabanipur loss. CPI(M) leaders say TMC is “melting down faster than ice” and aim to fill the opposition space.

3. Current clashes

- Mamata’s line :She’s aggressively targeting BJP and the Election Commission over the Special Intensive Revision of voter rolls. She’s threatened to bring down the central BJP government if any genuine voter’s name is deleted, and accused BJP of trying to “loot Bengal’s land and erase its identity”.

- BJP’s response: BJP has filed complaints against Mamata for alleged MCC violations and blamed TMC workers for attacks on BJP workers. Suvendu Adhikari has said Mamata is “unfit to hold a constitutional post”.

4. Violence and accusations

Clashes broke out in Shibpur, Howrah right after results. BJP claimed victory came from “unity of Sanatanis,” while TMC accused BJP of using 5-star vehicles and rallies to dominate politics.

5. National angle

Post-election, Mamata has revived calls for opposition unity, saying parties should act like “free birds.” She didn’t rule out a merger with Congress, fueling further speculation.

In short: BJP is in power in Bengal for the first time, TMC is in damage-control mode, and the fight now centers on voter-list revisions, law and order, and political defections.

DATE WITH RTI

Unauthorized construction and violations of safety norms are in the nature of public alerts

The appellant filed a complaint with Municipal Corporation of Delhi (MCD) regarding an un-authorized building pointing out violation of Map Sanction, Fire N.O.C., safety norms, illegal use of basement for academic tuition center, International Restaurant, Banquet Hall and meeting hall etc. He filed an application under the RTI Act seeking action taken report. For most of the information, the PIO replied that the information does not pertain to Building Department. The First Appellate Authority held that the PIO, should have transferred the RTI application to the concerned department and directed to transfer the RTI application to whom the information is more closely related within 07 days from the receipt of this order. The CIC observed that the issue raised by the Appellant is not merely a private grievance but one of serious public concern. The Appellant appears to have attempted to draw the attention of the MCD towards rampant unauthorized construction, illegal commercial activities, unsafe use of basements, congestion, and violations of fire and safety norms and such applications are in the nature of public alerts. The CIC noted with concern that neither Section 6(3) nor Section 5(4) of the RTI Act, 2005 has been properly invoked within time frame by the Respondent. The replies furnished are evasive in nature. The PIO was duty-bound either to transfer the RTI application promptly under Section 6(3) at the initial stage or to seek assistance from the concerned officers under Section 5(4) of the RTI Act and thereafter provide a consolidated and meaningful reply to the Appellant. Merely shifting responsibility by repeatedly stating “information does not pertain to this department” defeats the spirit and mandate of the RTI Act and cannot be countenanced by the Information Commission. The CIC directed the PIO to obtain the requisite information from the concerned departments/offices by invoking Section 5(4) of the RTI Act and to provide a revised, clear, and point-wise reply to the Appellant on all the queries raised in the RTI application, strictly in accordance with the provisions of the RTI Act. The CIC strongly advised the MCD to introspect, streamline inter-departmental coordination, and ensure that complaints and RTI applications highlighting potential public hazards are treated with the seriousness they deserve.

Comments

Illegal commercial activities and unsafe use of basements has led to loss of life in many accidents. As rightly pointed out by the CIC, such RTI applications are in the nature of public alerts and municipal corporations should introspect and streamline inter-departmental coordination failing which such incidents would recur.
