Indication is that another Indo-Pak war is likely later this year. Meeting of Pak Army Chief Munir with US President Trump has fuelled speculations to this effect.

 

Is JDU preparing for a generational shift in leadership in Bihar?

Ahead of the 2025 Bihar Assembly elections, talks about CM Nitish Kumar’s son, Nishant Kumar, entering politics are gaining momentum. JDU MP from Nalanda, Kaushalendra Kumar, has said that Nishant should contest from Nalanda, claiming it is a public demand. However, neither Nishant nor Nitish Kumar has reacted to this suggestion. There’s no confirmation or denial yet. The MP’s remark has fueled speculation that JDU may be preparing for a generational shift in leadership. All eyes are now on Nishant’s next move.

8th Pay Commission in cold storage, staff left high and dry

Over 1.2 crore central government employees and pensioners are still in the dark as the much-anticipated 8th Pay Commission remains on the back burner, nearly six months after the Centre’s green signal on January 16, 2025. With no chairperson, no members, and no terms of reference in sight, hopes of rolling out the new pay scales from January 1, 2026, are fast fading. Employee unions have already submitted their key demands, including revision of minimum wage based on a five-member family, merger of select pay levels, restoration of commuted pensions after 12 years instead of 15, five-year pension revisions, and merging 50% of Dearness Allowance (DA) into basic pay to offset inflation. The government has begun staff recruitment for the commission office, but the absence of leadership and ToR has stalled real progress. Experts now believe the new pay structure may only materialise by 2028 unless the process is fast-tracked. The Centre, however, may consider retrospective implementation from January 2026, depending on political and financial factors.

 

Gurdeep Singh to get extension as CMD, NTPC?

After the Public Enterprises Selection Board (PESB) failed to select the candidate for the post of Chairman-cum-Managing Director, NTPC, whispers are rife that incumbent Gurdeep Singh may get extension in the mid of setting up Search-cum-Selection Committee (SCSC) of the Power Ministry to select a fresh candidate.

 

Sunil Gupta appointed as Deputy Director, BPR&D

Dr. Sunil Gupta has been appointed as Deputy Director/DIG in Bureau of Police Research and Development (BPR&D) on deputation basis. He is a 2007 batch IPS officer of AGMUT cadre.

 

Vacancies arising in NCLT

Eight to nine vacancies are arising in that NCLT in June and July this year. Five vacancies are said to be still there.

 

Special campaign to clear grievances of family pensioners

The department of Pension & Pensioners' Welfare (DP&PW) is going to start a special campaign 2.0 for redressal of family pensioners and super senior pensioners from July 1-31, 2025. As per Office Memorandum, a total 2,210 grievances of family pensioners and super senior pensioners were pending till June 9, 2025 with various ministries/departments, which will be taken up during the special campaign. The DP&PW has been issued a set of guidelines in this regard.

 

IRS officer to join AIIMS, Delhi as Deputy Secretary

Nishant Kumar has been posted as Deputy Secretary in All India Institute of Medical Sciences (AIIMS), New Delhi under the Ministry of Health and Family Welfare on deputation basis for a period of 04 (four) years He is a 2015 batch IRS(C&IT) officer.

 

19 SAG officers of IP&TAFS granted NFU to HAG

18 SAG officers of Indian P&T Accounts and Finance Service Gr "A" (IP&TAFS) of 1998 batch and one of 1992 batch have been granted non-functional upgradation (NFU) in Higher Administrative Grade (Level 15, Additional Secretary to the Govt of India Grade) w e f April 2025. The 1998 batch officers include: Dr Joydeep Guha (Deputation Geological Survey of India); Dr D K Singhal (DDG, NICF); Satish Chandra Jha (CCA, Maharashtra & Goa); Amit Sharma (DDG, E&T); Amitabh Ranjan Sinha (Joint Secretary & FA, Ministry of Defence, Govt of India); Sukhbir (Jt. CGCA, O/o CGCA); Sangeet Kumar (CCA, UP (E); Dipankar Mahto; H G S Dhakad (CCA, MP); Deepak Kumar (CCA, Haryana); Rakesh Kumar Singh (GM, PAF, Kolkata); A Ranganath Shyam (CCA, Karnataka); Amit Katoch (On Deputation-Addl CPFC, EPFO); K Vinod Kumar; A P Salunke (CCA, Mumbai); Shyam Lal Meena (CCA, Rajasthan); K M Tripathi (CGM, BSNL) and Nirdosh Kumar Yadav (CCA, UP, West). Besides, Ashish Joshi of 1992 batch has also been granted NFU to HAG.

 

Chaudhary and Bajaj given pro-forma promotions

The CBIC has granted proforma promotion to Vashishtha Chaudhary, 1997 batch and Sonal Bajaj, 1998 batch, in the grade of Commissioner of Customs & Indirect Taxes.

 

PV Sai Prasad appointed CPM (Civil), RVNL

PV Sai Prasad, formerly Chief Engineer (Construction), South Central Railway, has been selected for deputation to Rail Vikas Nigam Limited (RVNL) as Chief Project Manager (Civil) at Secunderabad for a period up to July 31, 2029, (i.e. up to superannuation). He is an Indian Railway Service of Engineers (IRSE) officer.

 

BSK Rajkumar posted as AGM, ECoR

BSK Rajkumar, who is presently serving as Principal Chief Engineer (PCE), East Coast Railway (ECoR), has been posted as Additional General Manager (AGM) in East Coast Railway itself. He is an Indian Railway Service of Engineers (IRSE) officer.

 

MSME gets second floor in new Secretariat building

Micro Small & Medium Enterprises (MSME) has been allocated second floor in newly built Common Central Secretariat building.

Mrs Yasodha K has been appointed to the post of DIGF, Regional Office, Bangalore, on deputation basis under the Central Staffing Scheme of the Ministry of Environment, Forest and Climate Change for a period of five years. She is a 2009 batch IFoS officer of AGMUT cadre.

 

19,000 CSS officers promoted

Over 19,000 CSS officers have been accorded promotion between 2022-2024. This has cleared the long pending backlog.

 

Over 10 lakh appointment letters issued

The Modi government has issued more than 10 lakh appointment letters through job fair which started in 2022. Till now 15 job fairs have been organised.

Nuclear radiation a big threat

The ongoing conflict in Middle East is a matter of grave concern as, according to reports, Israel attacked Iran's nuclear facility leading to radiation leakage. This is a threat not only for Iran but the neighboring nations and even the entire world. If more such attacks take place then the entire humanity will face a grave crisis as the environment will be irreparably damaged and the existence of millions of people will be in jeopardy.

Delay in submission of reply regarding PDS

The appellant sought information about whether a ration card holder can be given ration if his fingerprint or iris authentication on the POS machine fails. He sought for the procedure in this regard seeking copy of the relevant circulars. He further sought information about the procedure to provide ration to a disabled ration card holder. There was a delay in providing the information. The PIO submitted that the RTI application was filed on 26/4/2023 and the reply was prepared by the Policy Branch but it could not be dispatched due to a fire incident occurred in May, 2023 and the file was bundled up with the other files. The reply was provided to the RTI applicant on 02/05/2024 and also, a Memo was issued to the erring official i.e. MTS of the branch on 02/05/2024 with the direction to submit his reply within three days as to why the RTI reply was not dispatched within time. It was submitted before the CIC that a lenient view may kindly be taken in the matter keeping in view the circumstances in which the error occurred and the official has already been warned to be careful in future.  The CIC was not convinced with the reasons mentioned for delay in reply provided by the Respondent because no documents or FIR copy has been annexed with the written submission to substantiate the explanation claiming occurrence of fire incident at the relevant time. The PIO was directed to file a revised updated written submission detailing the reason for delay in replying to the Complainant beyond stipulated time. In the spirit of the RTI Act, an advisory under Section 25(5) of the RTI Act was issued to the Respondent Public Authority for upfront disclosure of information as sought in this RTI application and related Rules, Circulars, Office Orders, Bye Laws, etc. under Section 4 of the RTI Act in public domain

Hon’ble Supreme Court in the case Kishan Chand Jain v. UOI & Ors. WP (C) No. 990 of 2021 adviced to disclose to the beneficiaries of the Public Distribution System particularly PwD beneficiaries regarding the provision for facilitating ration distribution to them through other members of the family or through authorized representative. Such information should be displayed at all the Fair Price Shops and the same will also relieve the Public Authority of the burden of RTI Applications.
