IAS Rahul Suresh Javir Empowering Tribals Through Land Governance in Dhemaji,Assam

IAS Rahul Suresh Javir is a 2018 batch officer of Assam cadre and is currently posted as District Commissioner of Dhemaji,Assam.His vision for the district focuses on empowering tribal and indigenous communities by strengthening governance,recognition and equity.

“A majority of our population belongs to tribal communities, and unfortunately, the distribution of FRA titles has not been up to the mark.”

To address this,Javir has prioritised the effective implementation of the Forest Rights Act. “We’ve launched a comprehensive project involving fresh surveys, collection of claims, and processing of titles”.

The project aims to be completed by December and is expected to benefit more than 25,000 households.

Another major focus under Javir’s leadership is the issue of unsurveyed villages. “My district has one of the highest numbers of unsurveyed villages in the state,” he noted. Under the SVAMITVA scheme launched by the Hon’ble Prime Minister,“We are currently surveying these villages, notifying them as cadastral units, and working towards settling land rights—particularly for the indigenous communities residing there,” he added.

Through inclusive governance, legal empowerment, and sustainable development, Rahul Suresh Javir is transforming Dhemaji ensuring no community is left behind.
