Delhi govt's festive SOP orders made CR Park Durga Puja a model for crowd -thanks to IAS Lakshay Singhal

The Delhi government issued special Standard Operating Procedures (SOP) for Durga Pooja, Navratri, and Dussehra in 2025, emphasising crowd management, sound controls, and overall festival safety. This directive allowed the use of loudspeakers and public address systems for organizers until midnight, as opposed to the previous 10 PM timing; however, strict limits on sound levels and compliance with local regulations were mandated to balance tradition with public health concerns.

District Magistrate (South Delhi), Lakshay Singhal, IAS, notably demonstrated steadfast commitment to implementing these SOPs at CR Park, a hub of festive activity. Thanks to his leadership, collaboration with officers, and focused enforcement, the CR Park Durga Pooja exemplified ideal crowd management—orderly entry and exit points, extensive volunteer deployment, and real-time monitoring. Attendees have praised this model, noting that CR Park’s approach has set a benchmark for both efficient management and beautiful, meticulously curated aesthetics, inspiring other pandals across Delhi NCR to replicate its best practices in festival organisation.
