Vinod Kumar, who is presently posted as Additional Director General (ADG), Indian Railways Institute of Civil Engineering (IRICEN), has been transferred to Western Railway (WR) and posted as Chief Administrative Officer (Construction/RSP). He is an Indian Railway Service of Engineers (IRSE) officer.
