The Ministry of External Affairs (MEA) is reportedly considering the introduction of a new fellowship scheme targeted at postgraduate students. The proposed fellowship could provide an extended, possibly more specialized platform for postgraduates to engage with the ministry, bridging academic knowledge with practical experience.
Currently, the MEA internship program admits around 30 interns per term, providing a monthly honorarium and travel support, and aims to widen participation across diverse backgrounds. The new fellowship scheme is likely to follow this inclusive and merit-based approach but with a focus on higher academic engagement for postgraduate students. While no official details or timelines have been announced, the MEA is exploring the best ways to implement and integrate this fellowship with its existing internship framework to enhance opportunities for advanced learning and contribution within the ministry.

The Indian government is advancing plans to introduce petrol blended with 27% ethanol (E27), following its milestone of achieving 20% blending (E20) nationwide. The Bureau of Indian Standards (BIS) has been directed to prioritize new fuel standards, while the Automotive Research Association of India (ARAI) will study potential engine adjustments required to ensure vehicles can safely run on E27. This transition forms part of a larger strategy by an empowered group of secretaries to reduce the country’s reliance on imported fossil fuels and enhance farmers’ incomes through robust biofuel demand.
However, the move has sparked significant controversy. After recent consumer backlash against E20, several government officials and industry experts have raised concerns about the impact of this accelerated biofuel push on motorists. Vehicles currently certified for E20 may require calibration, servicing, or even retrofitting to adjust to E27, raising consumer rights and warranty issues. Critics argue the government must address these concerns with clear labeling, guidance, and financial support, ensuring a smoother transition for both new and existing vehicle owners while maintaining the push for cleaner, sustainable fuels.

The IAF is upgrading its drone capabilities, including the ABHAY UAS system, which may lead to new specialised postings for air officers.

Prime Minister, Narendra Modi today dedicated the Advanced Night Vision Products Factory established by Navratna Defence PSU Bharat Electronics Limited (BEL) at Nimmaluru, Krishna district, Andhra Pradesh, at an investment of around Rs. 362 Crore. N Chadrababu Naidu, Chief Minister of Andhra Pradesh, Shri S Abdul Nazeer, Governor of Andhra Pradesh, and Pawan Kalyan, Deputy Chief Minister of Andhra Pradesh, graced the occasion. Manoj Jain, CMD, BEL, and Jitendra Singh, GM (DCCS), BEL, were also present. This defence production facility fulfils the Indian Defence requirements of night enablement by manufacturing advanced Electro Optic systems, Infrared Seekers for indigenously developed missiles and different types of anti drone systems, reinforcing self-reliance in defence production and promoting skilled employment in the region. The Nimmaluru plant focuses primarily on the production of night vision devices such as Image Intensifiers, Thermal Imaging Systems and other electro-optical products which are crucial for surveillance, reconnaissance and combat operations of the Defence forces in low-light and nighttime conditions. Spanning 50 acres of land, the new facility is designed to support the most advanced manufacturing processes. It incorporates key considerations in its design, including efficient material and manpower movement, and integration of Industry 4.0 technologies, all aimed at improving productivity, reducing lead time and ensuring high-quality output in the production of night vision systems. It has a Clean Room area of 5,800 Sqm, a critical feature for ensuring contamination-free environment for the assembly and testing of sensitive opto-electronic components. This expansion represents a significant step forward in BEL's efforts to become a global leader in opto-electronics, particularly in the development of next-generation night vision technologies that are essential for modern defence forces.

The Board of Directors of REC Limited, today approved the limited reviewed standalone and consolidated financial results for the period ended September 30, 2025. Further on standalone basis, during Q2 FY26 sanctions have increased by 97% to ₹1,49,832 crore against ₹76,200 crore in corresponding Q2 FY25. Owing to growth in all the verticals, REC is able to maintain its spreads at 2.89% and NIM at 3.64%, resulting in robust half yearly profit after tax of ₹8,877 crore. As a result, the Annualised Earnings Per Share (EPS) for the period ended September 30, 2025 accelerated by 19% to ₹67.24 per share as against ₹56.56 per share as at September 30, 2024. The loan book has maintained its growth trajectory on sustained basis to ₹5.82 lakh crore as against ₹5.46 lakh crore as on September 30, 2024. The net credit-impaired assets as on September 30, 2025 have reduced to 0.24% from 0.88% as on September 30, 2024 with Provision Coverage Ratio of 77.06% on NPA assets, as on September 30, 2025. Aided by growth in profits, the Net Worth has grown to ₹82,739 crore as on September 30, 2025. Continuing with the tradition to reward its shareholders, the Board of Directors of the Company has declared the second interim dividend of ₹4.60 per equity share (on face value of ₹10/- each) with this total interim dividend for the financial year 2025-26 is ₹9.20.

The police consider themselves as a law unto themselves

In India, the police consider themselves as a law unto themselves. Barring a few exceptions, the police officials do not like to be questioned, considering it an assault on their authority. Their understanding of the progressive measures / laws is poor and their worldview is limited to considering their own selves as supreme - investigator and jury roles merge in their perception. The training levels are poor and in certain situations, the pressures are extremely high. The response of the CPIO in this case is an indication of the ills which prevails.

Copy of statement recorded by the Police

The Appellant contended during telephonic hearing before CIC that he had sought the statements dated 13.09.2023 collected by the Delhi Police, but the same had been denied to him by the Police authorities under the pretext that it had been submitted before the Court. But the statements were not available even in the Court records. The Respondent agreed to search the said statements in their records and make the same available for the Appellant. The CIC directed the PIO, O/o ACP Kalyanpuri to grant inspection of the relevant records pertaining to the queries raised by the Appellant, specifically the statements recorded by the Delhi Police on 13.09.2023, on a mutually convenient date and time. The CIC directed that copies of documents identified by the Appellant shall be provided to him upon payment of fees as stipulated under the Act. The Respondent were given the liberty to deny records containing any information which is expressly barred under Section 8 or 9 of the RTI Act and also apply provisions of Section 10 of the RTI Act to redact any third party information if deemed necessary while disclosing the records as sought by the Appellant.

Comments

While replying to an application, the veracity of facts must be verified by the PIO. A vigilant PIO would have exercised due caution before informing the RTI applicant that the documents have been submitted to the Court which was subsequently found to be factually incorrect, saving an embarassment.
