Results of 37 Rajya Sabha seats declared

Out of the 37 seats, 26 candidates have been elected unopposed, while voting for the remaining 11 seats were held. Among the 26 MPs elected unopposed, 14 are of NDA (including 7 from BJP), and 12 candidates are from Opposition. Elections were held for 5 Rajya Sabha seats in Bihar, and all 5 of them are going to the BJP alliance. In Odisha, BJP grabbed all 4 seats witnessing cross-voting. In Haryana, BJP and Congress each get one seat. The NDA has gained nine seats.

The uncertainty underscores deepening strains in US-China engagement, with global markets and strategic watchers closely monitoring whether dialogue gives way to yet another phase of geopolitical brinkmanship.

India to Draft New Safe-Passage Policy for Gulf Energy Shipping as MEA Churns for Crisis Management?

India is drafting a new framework to secure safe passage for ships carrying critical energy cargo from the Persian Gulf, against the backdrop of the Hormuz crisis and West Asia conflict. This comes as the Ministry of External Affairs (MEA), already running 24x7 crisis management structures for Gulf contingencies, faces intense internal churn over how far India should go in hardening its maritime security posture while preserving ties with Iran and key Gulf suppliers. The proposed approach under discussion goes beyond ad hoc vessel-by-vessel clearances and aims to institutionalise a lighter version of “escort plus diplomacy” — coordinated naval presence, sharper risk advisories, and standing protocols with Iran, Gulf states, and major shippers. With a large share of India’s crude and LPG still routed through the Strait of Hormuz, the policy push is being driven from the top political level, even as divisions within MEA over risk, bandwidth and signalling slow finalisation.

MEA to make diplomatic maneuvers with Iran, to counter conditional safe passage of Indian Cargo?

As tensions simmer in the Gulf, India’s Ministry of External Affairs (MEA) is engaging in delicate diplomatic maneuvers with Tehran after Iran reportedly set two conditions for ensuring safe passage of Indian ships through the Strait of Hormuz. According to Reuters, Iran has asked New Delhi to release three Iran-linked tankers seized in February over allegations of illegal ship-to-ship transfers and identity concealment. It has also sought supplies of medicines and medical equipment. The MEA is said to be weighing a calibrated response, balancing enforcement of maritime security with the need to safeguard vital energy and trade flows through the region's most strategic waterway. New Delhi is expected to leverage its longstanding ties with Iran and its reputation as a regional stabilizer to de-escalate maritime tensions while maintaining pressure on compliance with international norms.

Resignations on the rise, 2,333 quit in 2025

In response to another question, Minister Rai laid out the resignation data for the CAPFs. According to the data presented, resignations have been on the rise since 2021, as in 2025, there were 2,333 resignations compared to 1,255 in 2021. The data shows that there were 1,183, 2,037, and 2,724 resignations in 2022, 2023, and 2024, respectively. The data presented also shows that there has been a decline in the number of suicides, fratricides, and voluntary retirements in the paramilitary forces.

HUDCO hosts 1st Regional Workshop on UiWIN in Visakhapatnam

The Housing and Urban Development Corporation Ltd (HUDCO), a Navratna NBFC–Infrastructure Finance Company, under the aegis of the Ministry of Housing and Urban Affairs, has launched the Urban Invest Window (UiWIN)—a dedicated institutional mechanism designed to support Urban Local Bodies (ULBs) and cities in developing bankable, investment-ready urban infrastructure projects.

As part of this initiative, HUDCO organized the 1st Regional Workshop on UiWIN from 15–16 March 2026. The workshop aims to raise awareness about UiWIN as a structured single-window platform that will strengthen project preparation, enable robust financial structuring, facilitate asset monetization, and enhance access to capital markets for cities. Specialists from national and international institutions, including Niti Aayog, World Bank,ADB NABFID, NIIF, IFC and other eminent private financial institutions and banks joined the workshop deliberations.

Ponguru Narayana, Hon’ble Minister for Municipal Administration and Urban Development, Government of Andhra Pradesh inaugurated the workshop. The event was also graced by Magunta Sreenivasulu Reddy, Hon’ble Member of Parliament from Ongole, Srinivas Katikithala, Secretary, Ministry of Housing and Urban Affairs (MoUHA); S. Suresh Kumar, Principal Secretary, Municipal Administration & Urban Development, Government of Andhra Pradesh; and Sanjay Kulshrestha, Chairman & Managing Director, HUDCO. The workshop witnessed participation of over 150 senior officials from the five southern states, viz. Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana and Puducherry, representing Urban Local Bodies, State Government departments, and HUDCO.

Addressing the participants, the Minister said that UiWIN has been designed as a one stop facilitator that would provide end to end support to cities — from identifying bankable projects and preparing DPRs and feasibility studies to financial structuring, credit rating and municipal bond assistance, pooled finance for smaller ULBs, access to multilateral and bilateral funding, PPP transaction support, and implementation handholding through dedicated UiWIN State Offices and Investment Support Units. By repurposing HUDCO’s pan India regional network into UiWIN State Offices, the program ensures door step technical support, creation and digitisation of municipal asset registers, asset monetisation strategies, O&M capacity tools, and a forthcoming UiWIN dashboard to track sector, cost, timelines, approvals, land availability and funding sources while standardising templates, vendor lists and case studies.

Magunta Sreenivasulu Reddy MP and Chairman Standing Committee Housing and Urban Affairs, stated that cities need to focus on the effective management of municipal assets. Across India, many cities have valuable public assets such as land, infrastructure facilities, and service networks, which can become important sources of financing if they are properly identified, documented, and managed. He impressed upon the need to develop comprehensive municipal asset registers, explore asset monetisation opportunities, and strengthen municipal governance systems to significantly enhance the financial capacity of Urban Local Bodies.

Secretary MoHUA, informed that over the past decade, the Government of India through MoHUA has launched several flagship initiatives that have reshaped the urban development landscape. Recent Government initiatives signal a major shift in urban development, placing Urban Local Bodies (ULBs) at the center of India’s economic growth. The Urban Challenge Fund (₹1 lakh crore) aims to leverage nearly ₹4 lakh crore in infrastructure investments through reform-driven and market-based approaches.

Kulshrestha, highlighted the requirement of creation of all the infrastructure which had been developed over last 75 years, within one-third of the time, as the population of our cities is going to double in next 20-25 years.  Such rapid urbanization needs much more urban spending to sustain the growth and in order to sustain this growth, cities must mobilize greater financial resources while also strengthening capacity absorption and governance, especially in Tier-II and Tier-III cities, through comprehensive and well-planned urban development strategies.

MoUs were also signed between HUDCO and several State Government agencies to work in synergy for the development of tier 2 cities. These partnerships aim to leverage institutional strengths, promote coordinated planning, and accelerate investment mobilisation for sustainable and resilient urban infrastructure across cities.

The two-day workshop will feature over 30 presentations during the knowledge-sharing sessions with deliberations focused on strengthening urban project pipelines, improving financial viability of infrastructure projects, and facilitating greater private and institutional investment in urban development.

CAPF Bill

It will be BLACK DAY in the history of CAPFs if this bill is passed by the Parliament. It seems Shri Narendra Modi ji Hon'ble Prime Minister and mot popular leader of the world has NOT been properly been briefed about the longtime effect on the morale of cadre officers who are the pillar of CAPFs and NOT the IPS officers, who are inducted on deputation at the level of DIG, IG and DG. Troops are directly commanded by junior officer ie Coy Commander and Battalion Commandant on International borders, Internal Security Duties, Elections Duties etc. If junior leadership has low morale and are disgruntled, how can you expect good results from them. See, Indian Army is one of the best Army in world because the leadership is not the borrowed but is their own. It seem, Hon'ble Prime Minister, Shri Narendra Modi ji, most popular in CAPFs, since celebrate Holi, Diwali etc with them, has not been briefed about the outcome of adverse effects of this bill in days to come. How can Government expect good results from the Forces, whose junior officer will have low morale resulting, bound to be disgruntled. Hon'ble Supreme Court must have considered all facts before pronouncing the decision in favor of CAPFs Cadre officers, which Government is reluctant to accept and hence bringing the bill in the Parliament. Hon'ble Prime Minister is humbly requested to kindly interact with CAPF's officers and retirees and save ruining the forces, on the selfish advice of senior IPS officers only. Should hear the views of Members of Parliament of opposition parties since Members of Ruling party, won't be able to speak frankly, even if they wish.

DATE WITH RTI

The Appellant sought the date wise LTC Concession (Economy Class) air fare displayed on https://www.irctc.co.in/Portal between Mumbai and Varanasi for the Period 01st to 30th November 2021. The PIO replied that the Historical Airfare data of Airlines is not stored by IRCTC. The Airline fares are governed by Airlines and are very dynamic which may vary as per the seat availability at the time and date of booking. It is the duty of the person booking the ticket to take the screenshot of the comparative fares flashed on the screen at the time of booking the ticket, because it keeps on changing and it is not possible to recapitulate later on the same at the relevant time. The CIC observed that as far as RTI application is concerned, appropriate reply has been furnished by the Respondents and upheld the same. The Appellant made a prayer during the hearing to provide a certified copy of downloaded fares. In this regard, the CIC held that it is an extended relief claimed which has never been sought in the original RTI application and rejected the same.

Comments

It is seen that some government servants miss taking a screenshot of the comparative fares at the time of booking of the tickets. Such bills are struck up and there is little that the RTI Act can do to provide the historical data which is not stored.
