All eyes are on Haryana as the state will get new Director General of Police (DGP) on January 1, 2026. The list of IPS officers to be sent to UPSC is expected to include the name of Shatrujeet Kapur, the former DGP who was sent on leave earlier. The 1991-batch officer Kapur has still 11 months before retirement. The state government is preparing a list of almost half-a-dozen IPS officers as the incumbent OP Singh, who is holding the post of the acting DGP from October 14, 2025 is retiring on December 31. He is a 1992 batch officer. The other officials eligible to be included in the list are SK Jain, Ajay Singhal, Alok Mittal, AS Chawla, Navdeep Singh Virk and Kala Ramachandran. According to the UPSC guidelines, the list sent by the state should include only those senior IPS officials, who have completed at least 30 years of service and have 6 months left for retirement.

The Director General (DG) of the National Investigation Agency (NIA) Sadanand Date is said to be way ahead in the race of being the Director General of Police (DGP) of Maharashtra. He is supposed to succeed incumbent DGP Rashmi Shukla, who is due to superannuate on December 31. Date is a 1990-batch Indian Police Service (IPS) officer of the Maharashtra cadre. According to information, his tenure on return Date will get 2 years tenure.

The sudden exit of Navneet Kumar Sehgal, a retired 1988-batch IAS officer of UP cadre from the post of Chairperson of Prasar Bharati has surprised many. He is known as the crisis manager of Uttar Pradesh's three Chief Ministers- Mayawati, Akhilesh Yadav and Yogi Adityanath. He is known as a versatile bureaucrat, who knows how to win a CM’s confidence. Sehgal served as Mayawati’s Secretary through her tenure from 2007 to 2012. Later, he was moved to the officers-on-waiting list when Akhilesh Yadav assumed the CM’s post in 2012. Following the 2013 Muzaffarnagar riots, the Akhilesh government brought him back as Principal Secretary (Information) to manage the crisis. Sehgal was again placed on the officers-on-waiting list when Adityanath came to power in 2017. But the CM leaned on him in the aftermath of the 2020 Hathras rape case. He took charge as Chairperson of Prasar Bharati on 16 March, 2024 and not even completed two years in the role in the organisation.

It is said that one Secretary has opined that the DPC should be held in the Ministry. Now the question is- will the UPSC oblige the Secretary and others who could also raise the same demand in future?.
Ms Shreya Tyagi has quit Indian Revenue Service of Income Tax cadre after her selection in Indian Foreign Service (IFS) on being qualified in Civil Services Examination, 2024.
The central deputation tenure of Raghav Langer working as Secretary, National Medical Commission under the Health & Family Welfare, has been extended for a period of one year beyond October 3, 2025. He is a 2009 batch IAS officer of Uttarakhand cadre.

IndiGo’s top management has reportedly issued detailed apology letters to employees, acknowledging a visible decline in work standards across operations amid ongoing staff shortages. According to internal communications reviewed by sources, the airline’s leadership expressed regret over the increasing workload and operational stress faced by ground staff and cabin crew. In a personal note, the Managing Director is said to have written that “we have plans for reimbursements,” indicating forthcoming measures to ease employee grievances through monetary or policy-based support. The letters emphasize that the management is “listening” and committed to rebuilding trust within the workforce, which has faced mounting pressure due to sustained flight demand and limited manpower. Executives are also believed to be evaluating revisions in rostering, allowances, and welfare protocols to stabilize staffing levels and reaffirm IndiGo’s internal standards after what insiders described as an “unsustainably stretched” operational phase.
The name of S. Sivasankar has been recommended for the position of Executive Director (ED) of New India Assurance Company Limited (NIACL).

In a landmark step towards strengthening industry-academia collaboration, NMDC, India’s largest iron ore producer, has signed a Memorandum of Understanding (MoU) with the Indian Institute of Technology (IIT) Kanpur, to facilitate new initiatives in the areas of cybersecurity and promote the adoption of modern digital technologies, including Artificial Intelligence (AI) and Machine Learning (ML), across NMDC’s operations. This MoU was signed by Satyendra Rai, Executive Director (Digital Transformation), on behalf of NMDC, and Prof. Ashoke De, Dean, R&D, IIT Kanpur in the presence of Prof. Manindra Agrawal, Director, IIT Kanpur, senior officials from NMDC and representatives from IIT Kanpur. Through this partnership, NMDC will work with IIT Kanpur across key areas such as cybersecurity risk assessments; policy, governance and compliance support; Artificial Intelligence (AI) and Machine Learning (ML) integration and advancement; security operations and incident response; capacity building and knowledge sharing; and joint research and innovation. Additionally, NMDC and IIT Kanpur will jointly conduct training programmes, undertake research activities, run pilot projects, and co-develop proof-of-concept solutions. Can penal action be initiated against the PIO who has retired?
The appellant sought a certified copy of the initial map related to a particular building which was donated to Jhansi Cantonment Board for construction purposes. The appellant also sought a certified copy of the General Land Register, total property tax assessed and other related information. As no response was received within the prescribed time period, the appellant filed the first appeal and later the second appeal before the CIC. According to the arguments presented by the respondent, the current PIO, who was responsible for disposing of the submitted RTI application has retired, and no show cause notice proceedings can be initiated under Section 20 of the RTI Act against a retired PIO. The CIC directed the current PIO, Cantonment Board, Jhansi, to ensure timely and proper disposal of pending RTI applications in accordance with the law, failing which appropriate action shall be taken against them in the future under the provisions of the Act. Further, the CIC directed the PIO, Cantonment Board, Jhansi, to examine the information sought by the appellant through the submitted RTI application and, based on the available records, provide the requested information/response to the appellant in accordance with the provisions of the Act.
Comments
A coordinate bench of the CIC in Appeal Nos. CIC/PB/2008/00999 and CIC/SM/A/2009/000286 dated 13-05-2010 held that since the concerned PIO has retired from the service, we find it not possible to impose any penalty on him at this point of time. The precedent was followed in many subsequent orders like Shri Chander Prakash v. AAI, CIC/SS/C/2013/000053 dated 18.12.2013. The RTI Act does not specifically debar action against the PIO on superannuation.
