Bihar’s Rural Minister Ashok Choudhary & Dy CM Samrat Choudhary may not stay

Bihar sources state that two ministers Ashok Choudhary and Samrat Choudhary may not be part of Bihar Government this time. This was after Jan Suraaj founder Prashant Kishor alleged that Bihar Rural Works Department Minister Ashok Choudhary amassed assets worth over ₹200 crore, including through benami deals, in two years. This was followed by serious allegations in 1995-murder case against BJP leader and Deputy Chief Minister Samrat Choudhary (BJP candidate). After this, the sources reveal that chances are that the BJP may not have him as Dy CM even though he won Tarapur Assembly seat by a margin of 45843 votes. Sources state that though Ashok Choudhary’s stars may not be in his favour, Samrat could still stand a chance.

IPS Aaditya Mishra is a 2018 Batch officer of Madhya Pradesh cadre and is currently posted as Superintendent of Police in Balaghat, one of India’s most Naxal-affected districts. His mission is to empower tribal and marginalised communities by bringing welfare rights and development to their doorstep. His approach is simple yet transformative replacing fear with access, ensuring every villager receives their rights with dignity.
At the heart of this effort is Ekal Suvidha Kendra (Single Facility Centre) initiative,a one stop solution for all basic government services. Whether they need certificates or help with welfare schemes, everything is available in one place.Under this initiative 46 police stations, outposts and security camps in the Naxal-affected areas of Baihar, Lanji and Paraswada have been turned into community service centres that provide support and essential facilities.
Recognising that extremist groups have pushed the narrative that the administration is anti-tribal and indifferent to local needs.Government schemes rarely reached the interiors because of fear, mistrust and bureaucratic hurdles.Mishra challenged this narrative head-on by turning police units into accessible service centres ensuring villagers no longer travel long distances or navigate multiple offices to access basic services.

Ekal Suvidha Kendras assist in filling crucial forms and applications, including caste certificates, domicile certificates, and Forest Rights Act(FRA) claims. Specially trained personnel,known as Ekal Suvidha Mitras guide villagers through documentation, submit applications on their behalf and follow up until certificates are issued often delivering them back at the camps. This single-window system eliminates delays and prevents exploitation by middlemen.
The impact has been significant.
- 3,222 Forest Rights claims have been filed.
- 1,340 caste certificates and 364 residence certificates have been issued.
- Over 700 Aadhaar and 50 Samagra ID updates have been completed.
The Kendras go beyond paperwork.Realising that healthcare is another major gap in remote areas, Balaghat Police has organised medical camps offering free check-ups, medicines, and even transportation for further treatment. These camps have provided 600 malaria tests, 125 eye examinations leading to 43 cataract surgeries and 1,500 general health check-ups delivering relief to communities that rarely receive medical support.
Another standout efforts under the initiative is the Ekal Suvidha Rozgaar Mela, a first-of-its-kind employment fair for unskilled youth in Naxal-affected villages.More than 900 young people participated, with support from prominent companies including Larsen & Toubro (L&T). Over 100 candidates received offer letters, opening new avenues of livelihood and reducing the vulnerability of youth.
The Ekal Suvidha model is setting a new benchmark for community policing by directly tackling the roots of Naxalism. Mishra’s initiative demonstrates a new era of policing that goes beyond enforcement to become tool for inclusion, peace, development and lasting positive change.

Delhi rumour mill says that Odisha Chief Secretary Manoj Ahuja may get another extension on January 1. He is a 1990 batch IAS officer. Odisha sources however, rule out further extension.

V Srinivas has been appointed as new Chief Secretary of Rajasthan. He will also handle charge of Chairman, Rajasthan State Mines and Mining Corporation Ltd., Udaipur and Chief Residential Commissioner, New Delhi. He is a 1989 batch IAS officer of Rajasthan cadre.

Since there is no change in Bihar political regime after Legislative Assembly polls, the existing bureaucratic order will remain unchanged except those already in the process of shuttling. The 1991-batch Chief Secretary IAS Pratyaya Amrit and Director General of Police IPS Vinay Kumar will continue to lead the state bureaucracy. While IAS Amrit superannates on July 31 in 2027, Kumar, who was about to retire in September 2025, received an extension in service.

Speculation is rife that the BJP, which secured a significant share of seats in the NDA's Bihar victory, will wield substantial influence over key bureaucratic appointments. Central leadership, with Home Minister Amit Shah at the helm, reportedly has a list of preferred candidates for strategically crucial positions across the administration. This influence could shape Bihar's governance landscape, aligning bureaucratic leadership with the party's developmental and political objectives. The expectation is that BJP-backed officers will be appointed or retained in pivotal roles such as district magistrates, divisional commissioners, and secretariat heads to ensure efficient policy implementation and political stability. This maneuvering reflects the party’s intent to consolidate power within the state's civil service, effectively managing Bihar’s administrative machinery to support the NDA's longer-term vision in the region.

Following the National Democratic Alliance’s (NDA) landslide victory in the Bihar Assembly elections on November 14, 2025—securing 202 out of 243 seats—the state government under Chief Minister Nitish Kumar is anticipated to initiate a significant bureaucratic reshuffle. This is a standard practice in Indian politics after major electoral mandates, allowing the ruling coalition to align administrative leadership with its policy priorities, such as accelerated development, law and order improvements, and welfare scheme implementation (e.g., the Mahila Rozgar Yojana that contributed to the win).

Delhi is gearing up to host the UNESCO delegation on December 2, 2025, with key officials and bureaucrats spearheading the preparations. The review meeting in the City SP Zone was chaired by Smt. Lily Pandeya, Joint Secretary, Ministry of Culture, who played a pivotal role in coordinating multi-departmental efforts. Ashwani Kumar, IAS, Commissioner of the Municipal Corporation of Delhi (MCD), is leading the city’s operational readiness, focusing on heritage management and cleanliness drives.
Supporting them are senior officials, including Deputy Commissioners of the City SP Zone, overseeing local implementation, and technical experts like Engineers-in-Chief KP Singh, PC Meena, and Dilip Ramnani, who handle infrastructure improvements. The MCD’s dedicated Heritage Cell, with specialists such as Executive Engineer Sanjeev Kumar Singh, contributes expert insights into conservation.
At the central level, Vivek Aggarwal, IAS, Secretary of the Ministry of Culture, oversees the country's cultural diplomacy framework. The delegation at UNESCO is chaired by H.E. Mr. Vishal V. Sharma, India’s Ambassador and Permanent Delegate to UNESCO, ensuring seamless international coordination. This dedicated leadership across ministries and municipal bodies aims to showcase Delhi’s rich heritage and civic excellence to the world.

West Bengal Chief Secretary Manoj Pant is currently under intense scrutiny and pressure from the Election Commission of India (ECI). He was summoned to Delhi by the ECI to explain the state government’s refusal to immediately suspend or file FIRs against officials accused of manipulating the electoral rolls. Pant defended the state’s stance, arguing that suspending these officials without a proper inquiry would be disproportionately harsh and could demoralize the bureaucracy. Although four officials were eventually suspended, no FIRs have been lodged, further escalating tensions between the state government and the ECI. Pant’s handling of this issue has placed him squarely under the radar as political and administrative challenges rise ahead of the 2026 state assembly elections. This ongoing controversy highlights the clash between the Mamata Banerjee-led West Bengal government and the central election authority, with Pant caught in the middle as the administrative face of the state.

Some men see just a poster but some men see a plot behind it. Dr. GV Sundeep Chakravarthy, 2014 batch IPS officer, who is currently SSP Srinagar, belongs to the second category. A few Jaish-e-Mohammed posters appeared in Nowgam of J&K. He ordered a probe. What followed was not routine. It was revelation. From those posters unravelled a terror web, 2,900 kilograms of explosive, a chain of sleeper cells, and summarily, a plot meant to tear through India. Six gallantry awards already adorn his chest. Operation Mahadev bears his signature. But medals can’t measure what he did here to prevent cities from turning into smoke. He didn’t just see paper on a wall but he saw the writing on it and acted before it became an epitaph. He is known for his strategic leadership and earlier, he held various important assignments across Kashmir valley.

If sources are to be believed, recently one Central minister visited a Government building in the Lodhi Colony area. During the inspection the Minister asked about the size of the building which the engineer on duty failed to reply. The Minister reportedly pulled him up for his casual attitude.

One agency reportedly registered a case and under the cover the agency is probing the said case related to a 'Will'.

Himachal Pradesh continues to resist inducting new 2025-batch IAS/IPS officers into its cadre, citing overstaffing (153 IAS for 7 million population). Speculation suggests this could extend to Uttarakhand and Punjab by year-end, driven by fiscal constraints and cadre optimization trends. Predictions indicate a push for inter-cadre deputations to AGMUT (affecting J&K/Ladakh) to balance shortages.

The Government has refuted a message being circulated on social media which claimed that the Centre has withdrawn post-retirement benefits like DA hikes and Pay Commission revisions for retired employees under the Finance Act 2025. The Fact Check Unit of the Press Information Bureau informed that the claim is fake. It further added that no such changes have been announced by the government for the retired employees. The government has urged people not to fall for such news and to verify information before trusting and sharing.

Under RAMP Programme In a quiet but consequential push to green India's smallest state amid the nation's broader decarbonisation drive, the Centre of Research for Energy Efficiency and Decarbonization (CREED) at the Indian Institute of Technology Ropar has delivered specialized energy and water audits to micro, small, and medium enterprises in Goa under the Government of India’s acclaimed Raising and Accelerating MSME Performance (RAMP) program, partnering with the state’s Directorate of Industries, Trade and Commerce to arm local industrial units with essential tools, insights, and technical guidance for trimming costs, rooting out inefficiencies, and embracing cleaner technologies. Backed by rigorous research and a strong record of industrial engagement across multiple states, the Centre of Research for Energy Efficiency and Decarbonization's auditing arm, KISEM, has been working closely with micro, small, and medium enterprises in Punjab, Himachal Pradesh, and Haryana on decarbonisation efforts, now extending that expertise to Goa by forming a dedicated team to map energy and water consumption patterns in local industries, uncovering often-unnoticed operational wastage, with each audit delivering an investment-grade project report that details corrective measures, technology upgrades, and process optimizations to drive sustainable advancements under the RAMP initiative. For Goa’s MSMEs, the programme has arrived at an opportune moment. The RAMP scheme offers a 50 per cent government subsidy on the cost of energy audits, substantially lowering the barrier for small industries to access top-tier technical expertise. Combined with additional incentives for under the umbrella scheme, the collaboration has opened the door for businesses in the state to modernize operations while keeping costs manageable. Officials involved in the initiative noted that the audits are helping MSMEs address long-standing challenges — from excessive fuel and electricity usage to inefficient water handling and outdated machinery. Many units, they said, would be able to identify high-impact, low-investment improvements within days of CREED’s assessments. CREED’s work in Goa builds on its expanding national footprint in energy-efficiency services. In Punjab, where the Centre has been deeply active, CREED-led initiatives have already proposed for more than 49,000 tonnes of CO₂ reductions annually, underscoring the Centre’s ability to deliver real-world climate gains through systematic audits and industry-focused research. Commenting on the initiative, IIT Ropar Director Prof. Rajeev Ahuja said that CREED’s engagement in Goa reflects the institute’s commitment to bringing academic excellence to industry’s doorstep. “Our work with MSMEs under the RAMP program will show how targeted interventions can reshape industrial performance. By combining advanced research with on-ground support, we will help enterprises become cost-efficient, resource-conscious and future-ready.” CREED Coordinator Dr. Manigandan S added that the Centre’s audit methodology is designed to be both practical and transformative. “We focus on solutions that industries can implement immediately, while also preparing them for long-term sustainability. The response from Goa’s MSMEs has been extremely encouraging.” As the programme continues, IIT Ropar’s CREED is expected to expand its engagement with Goan industries, strengthening the state’s shift toward cleaner, more efficient manufacturing practices.

Documents not available with the public authority
The appellant sought certified copies of all documents pertaining to this son admitted in IIM Rohtak (IPL) in 2023. During the hearing, the respondent submitted that a response to the RTI application had been furnished that the institute had no record of documents requested by the appellant. The Commission noted that documents sought in the RTI application are not available with the respondent and dismissed the appeal.

The RTI Act does not enjoin a public authority to create, collect or collate information that is not available with it. There is no obligation on a public authority to process any information in order to create further information as is sought by an applicant.
