What could be the reason behind INDI alliance disunity in Bihar?
In the political circles experts are giving their own reasoning behind the disunity of Mahagathbandhan in the Bihar Assembly elections. Sources said that the Congress was trying to grab maximum seats for which RJD reportedly did not agree. They also said that one section within the party was not ready to accept Tejaswi Yadav as the CM face who has recently been chargesheeted in IRCTC land grab case by Delhi Court. The case has dented the Lalu Yadav family’s reputation badly, they opined. The Congress' intention to increase its vote share and number of seats to reach the bargaining level has reportedly irked the RJD.

Reports suggest that the idea for NDA’s ₹10,000 seed capital scheme for women in Bihar, launched under the Mukhyamantri Mahila Rojgar Yojana (MMRY), was significantly influenced by Assam Chief Minister Himanta Biswa Sarma’s political strategy model. Known for pioneering direct benefit transfer (DBT)-driven welfare politics in Assam—especially women-focused initiatives like Orunodoi—Sarma reportedly advised NDA’s Bihar campaign strategists to replicate a similar approach in the state. The scheme, which provides ₹10,000 to around 75 lakh women self-help group members as seed money for small businesses, mirrors Sarma’s use of targeted welfare to consolidate women voters as a decisive bloc. Within the NDA’s Bihar strategy, it was positioned as both a governance measure and an electoral masterstroke to sustain Nitish Kumar’s strong female voter base. The one-time ₹7,500-crore payout has since been described within BJP circles as a “DBT Brahmastra” designed to reshape electoral momentum ahead of the polls.

The Delhi administration has mobilized its bureaucracy to implement cloud seeding operations aimed at reducing post-Diwali air pollution in the National Capital Region. According to senior government officials, all technical preparations and ground logistics have been completed, with the India Meteorological Department’s clearance awaited before final execution. The exercise, likely between October 24 and 26, will involve IIT Kanpur scientists supervising aircraft-based dispersal of silver iodide and salt particles into moisture-laden clouds to trigger artificial rainfall. The Delhi government, under Chief Minister Rekha Gupta and Environment Minister Manjinder Singh Sirsa, views this as an emergency yet scientific intervention to wash out toxic particulate matter (PM2.5 and PM10) that spikes during the festive and stubble-burning season. Are RERA and Consumer Panels toothless? This fact was revealed during a hearing after the SC ordered CBI probe in Banks-Builders alleged nexus in sanctioning of loan. Advocates informed the Apex Court that these two panels can only issue notices and deliver judgment but can not jail any accused. Six IAS officers have been given new assignments in Punjab. Vishesh Sarangal has been appointed as Special Secretary and Director, Department of Good Governance and Information and Technology and CEO, Punjab State e-Governance Society, while Mrs Sakshi Sahni will be posted as Chief Administrator, Greater Mohali Area Development Authority (GMADA), SAS Nagar and Aditya Uppal takes over as Deputy Commissioner (DC), Gurdaspur. Time limit for replying to the RTI application not followed
Vide RTI application dated 29.04.2024, the appellant sought information about the Provident Fund Statement, PF trust being declared unexempted, his PF amount transferred to EPFO department etc. but did not receive any response. During hearing, upon the CIC’s query on not replying to the appellant within stipulated time limit, the respondent submitted that the earlier CPIO retired, and he has recently joined the respondent’s office and was not aware of the online RTI application. To this, the CIC questioned how an online RTI application can go unnoticed. In terms of the information to be furnished, the CIC observed that the respondent gave an appropriate reply to the appellant vide written submission dated 07.10.2025. Therefore, no further intervention of the Commission is required. Further, the CIC took a serious view of the fact that the respondent did not reply to the appellant within stipulated time limit as per the RTI Act and issued a show cause notice to the CPIO as to why action should not be initiated against him/her for not replying to the appellant’s RTI request within prescribed time limit.
Comments
One of the basic tenets of the RTI Act is that an applicant should receive a reply within the prescribed time limit. With the digital tracking of the RTI Application, it is incumbent upon the PIO to reply as per the prescribed time period or face consequences.
