Goa BJP to see change, with complete reset upto the top?

Buzz within the Goa BJP suggests an imminent change of guard, with senior leadership considering a complete reset at the top. Insiders hint that the move stems from growing dissatisfaction among cadres and reports of strained coordination between the party organization and the government. Delhi is said to be closely monitoring local dynamics, assessing fresh options to rejuvenate the unit ahead of key electoral exercises. Several names are reportedly doing the rounds for the top post, with the central leadership likely to emphasize both loyalty and grassroots connection. The shake-up, if confirmed, could significantly alter Goa’s BJP power structure.

Himachal CM Praises Chief Secretary Amid Bureaucratic Tussles?

Despite the continuing tussles within the lower bureaucracy in Himachal Pradesh, a recent closed-door meeting at the state secretariat indicated a rare moment of harmony at the top. According to officials aware of the developments, Chief Minister Sukhvinder Singh Sukhu lauded Chief Secretary Sanjay Gupta for his proactive administrative handling and steady leadership amid ongoing turf issues between various departments. The CM reportedly appreciated Gupta’s role in ensuring policy continuity and streamlining governance processes, especially in developmental projects that had faced bureaucratic delays. The praise is being viewed in bureaucratic circles as a signal of the CM’s confidence in the senior-most officer, even as challenges remain within the lower rungs of the administrative machinery. DATE WITH RTI

Do the details of my passing out match with the official records?

The appellant gave his enrollment number and submitted that he had completed his Diploma in Civil Engineering from a particular University in 2014. He wanted to verify whether these details match with the official data records. The PIO informed that the UGC does not verify the Validation of documents and requested the appellant to approach the concerned University. The CIC observed that the Appellant did not seek for any information as envisaged under Section 2(f) of the RTI Act, rather he sought for clarification or confirmation of a speculative statement. While the PIO attempted to facilitate the Appellant by giving a clarification as though replying to a grievance petition, but the PIO ought to have specified that the Appellant has not asked for any information per se.

Comments

In purely legal terms, the role of the PIO is restricted to providing what is covered under the definition of the term “information” as defined under Section 2(f) of the RTI Act. It would be prudent for the PIO to examine whether the request of the applicant is within the parameters of section 2(f) of the RTI Act and take action accordingly.
