IAS Anshuman Raj’s Digital Vision For Madhya Pradesh:Enhancing Services Through Technology

IAS Anshuman Raj, a 2020 batch officer of the Madhya Pradesh cadre currently posted as Managing Director of the State Wide Area Network (SWAN) and Director of the State Computer Security Incident Response Team (MP-CERT) Bhopal, aims to make the state’s digital governance faster, more efficient, and technology-driven.

“My main role will be to bring greater efficiency to the websites through which we deliver services -by reducing downtime and identifying areas for improvement”Raj explained.He stressed that optimizing minor delays, such as those in Aadhaar linkage can save significant man-hours when multiplied across thousands of users.

Raj also highlighted the transformative potential of Artificial Intelligence (AI) and Geographic Information Systems (GIS) in governance.“AI is evolving rapidly, and integrating it with GIS opens up immense possibilities”he said.

During his earlier tenure, one of his major contributions was SIPRI,a GIS-based planning tool that has become vital for panchayats in creating infrastructure such as check dams and stop dams. The technology has been integrated into state initiatives and was also used to identify optimal sites for Amrit Sarovars based on slope, proximity to water bodies and drainage density.

Overseeing MP-CERT,Raj is working to strengthen the cybersecurity framework and develop it as a model for other states. 

Building on his experience with his previous initiatives including a GIS-based crop loss assessment system using multispectral and satellite imagery, and a well detection project that is expected to identify nearly 45 lakh wells across Madhya Pradesh- the focus is on strengthening Madhya Pradesh’s digital systems with emerging technologies

 CBIC/GSTN clarified no major changes to return filing with IMS rollout. GSTR-2B auto-populates ITC as before (on the 14th monthly); amendments possible until GSTR-3B filing; credit note rules apply from October 2025. This addresses taxpayer concerns on liquidity and compliance.

Presently each service-Army,Navy and Air Force are conducting this selection separately. When officer cadets for all the srevices are selected through a common NDA selection, the same process can be adopted for selection for technical entry also. This will provide great relief to the candidates who don't have to appear for three different selections and also to the agencies involved in the selection. DATE WITH RTI

Copy of statement recorded by the Police

The Appellant contended during telephonic hearing before CIC that he had sought the statements dated 13.09.2023 collected by the Delhi Police, but the same had been denied to him by the Police authorities under the pretext that it had been submitted before the Court. But the statements were not available even in the Court records. The Respondent agreed to search the said statements in their records and make the same available for the Appellant. The CIC directed the PIO, O/o ACP Kalyanpuri to grant inspection of the relevant records pertaining to the queries raised by the Appellant, specifically the statements recorded by the Delhi Police on 13.09.2023, on a mutually convenient date and time. The CIC directed that copies of documents identified by the Appellant shall be provided to him upon payment of fees as stipulated under the Act. The Respondent were given the liberty to deny records containing any information which is expressly barred under Section 8 or 9 of the RTI Act and also apply provisions of Section 10 of the RTI Act to redact any third party information if deemed necessary while disclosing the records as sought by the Appellant.

Comments

While replying to an application, the veracity of facts must be verified by the PIO. A vigilant PIO would have exercised due caution before informing the RTI applicant that the documents have been submitted to the Court which was subsequently found to be factually incorrect, saving an embarassment.
