RSS preparing special strategy for Assam Assembly polls!

The BJP is expected to finalize its list for the Assam Assembly polls by December this year. The RSS, taking the Assam state Assembly polls very seriously, has appointed a team, comprising Nripen Barman, Tirthankar Das Kalita, Sripadeepan, and Basishtha Buzarbaruah to oversee the preparation. What seems like a simple app can actually predict and prevent crime,redefining precision, accountability and the very essence of patrolling.“Officers begin their shift already knowing which 15 locations require focused attention”
Behind this quiet but powerful revolution is IPS Navdeep Aggarwal, a 2022-batch Maharashtra cadre officer currently serving as ASP Washim, who built the entire system himself using open-source tools and AI platforms - at zero financial cost.
Recognizing for decades, patrols in India operated on gut feeling. Officers followed familiar beats, covered vast stretches, and hoped their presence matched real patterns of crime. FIR data remained buried in files, patrol logs were manual and inconsistent and accountability depended more on trust than proof. The gap between effort and real impact was almost inevitable.
Seeing this, Aggarwal set out to create a system that combined technological intelligence with practical field usability. “Crime doesn't sleep but now,neither does our intelligence.Where criminals once exploited gaps in patrol coverage,Smart Prahari identifies and closes them.”
At its core,Smart Prahari is a crime-prediction engine powered by artificial intelligence.It analyses years of FIR data from five police stations,studying thousands of incidents to identify patterns of timing,geography and severity.Each night, it generates a precise list of hotspots and classifies them into high, moderate and routine risk zones.Officers begin their shift already knowing which 15 locations require focused attention.Each hotspot carries a severity score

· Orange(5-8): Moderate concern
· Yellow(<5): Routine vigilance
Policing has shifted from guesswork to science,what was once reactive is now predictive.
Its most disruptive feature is its accountability model. The app tracks an officer’s GPS location every three seconds and automatically marks a hotspot as visited once the officer comes within 100 metres, eliminating inflated reporting or missed areas. “Where accountability was honor-based, it's now data-based.” Supervisors monitor real-time patrol coverage through cloud dashboards, highlighting completion rates and vulnerable gaps.“By shift's end, supervisors receive comprehensive reports: 15 hotspots assigned, 13 visited, 87% completion rate, 11 kilometers covered. Every claim is GPS-verified, timestamped, and auditable.” he shared .Because of this Deployment becomes sharper making overall decision-making faster.

‘Die with Zero'
‘Die with Zero: Getting all you can from your money and your life’ is a personal finance and life-philosophy book by Bill Perkins. Its main message is ‘Your goal should not be to die with the most money, but to die having lived the fullest life. Let us talk about this concept. The central concept or idea is to use all your resources money to maximize life enjoyment and meaningful experiences rather than saving purely for wealth accumulation or leaving a large inheritance. Do not waste your money that you will not spend in your life time. The book highlights, instead of endlessly saving for the future, Perkins encourages using your money to create meaningful experiences while you are alive, especially when you are young enough to enjoy them. One should maximize life experiences, not one’s bank accounts.
This die with zero school of thought gives you another way of thinking. It says what you got, spend it on life experiences. This concept helps avoid the regret many retirees feel, accumulating wealth only to find that by the time they retire, they no longer have the health or energy to enjoy big life experiences. Hence, do not save it to give to next generation. In today’s world with our life span increasing, by the time we leave the earth our offspring are also in their 50s or 60s. So they are already earning their living and making their own money. You rather spend that money you made on your own and your kids’ life experiences than putting it in the bank.
When you die no matter whatever your bank balances what you really remember and cherish is what you did with your life and how you lived it well. This saving tendency is rampant in as immigrant families and all eastern cultures. We have seen our previous generations in our fathers, mothers, grandfathers, the generation previous to us do it. We got to learn from their mistakes now.
There is a happy balance. Balance saving and spending across your life. I am not saying spend everything or just do not save anything. But there is a very happy balance between saving enough to have a comfortable life till you die and still enjoying life experiences today. You should avoid both extremes that is, over saving meaning having too much money left unused at the end of your life and, overspending, meaning running out of money too early. Convert money into ‘memory dividends’. Experiences pay ‘dividends’ over time because you keep remembering them, gaining joy again. Money is a tool to create memories; health and time are limited, so do not postpone everything for ‘later’.
In conclusion, ‘Die with Zero’ teaches you to spend deliberately, value time more than money and design a life rich in meaningful experiences. The goal is not to be irresponsible but to use your resources wisely so that you do not reach old age realizing you saved too much and lived too little.

Can penal action be initiated against the PIO who has retired?
The appellant sought a certified copy of the initial map related to a particular building which was donated to Jhansi Cantonment Board for construction purposes. The appellant also sought a certified copy of the General Land Register, total property tax assessed and other related information. As no response was received within the prescribed time period, the appellant filed the first appeal and later the second appeal before the CIC. According to the arguments presented by the respondent, the current PIO, who was responsible for disposing of the submitted RTI application has retired, and no show cause notice proceedings can be initiated under Section 20 of the RTI Act against a retired PIO. The CIC directed the current PIO, Cantonment Board, Jhansi, to ensure timely and proper disposal of pending RTI applications in accordance with the law, failing which appropriate action shall be taken against them in the future under the provisions of the Act. Further, the CIC directed the PIO, Cantonment Board, Jhansi, to examine the information sought by the appellant through the submitted RTI application and, based on the available records, provide the requested information/response to the appellant in accordance with the provisions of the Act.
Comments
A coordinate bench of the CIC in Appeal Nos. CIC/PB/2008/00999 and CIC/SM/A/2009/000286 dated 13-05-2010 held that since the concerned PIO has retired from the service, we find it not possible to impose any penalty on him at this point of time. The precedent was followed in many subsequent orders like Shri Chander Prakash v. AAI, CIC/SS/C/2013/000053 dated 18.12.2013. The RTI Act does not specifically debar action against the PIO on superannuation.
