First phase favoured the NDA while the second phase has changed trends in favour of MGB as per sources

The first phase of the Bihar elections has reportedly gone strongly in favor of the NDA, with the alliance consolidating its position across traditional strongholds and benefiting from effective booth management and a unified campaign message centered around governance and stability. However, as voting moved into the second phase, a perceptible shift has emerged on the ground. The Mahagathbandhan (MGB) seems to be regaining momentum, particularly in semi-urban and rural belts where discontent over unemployment, agrarian stress, and local leadership gaps within the NDA have begun influencing voter sentiment. The presence of strong local MGB candidates and a renewed effort to connect with backward and minority communities have added to this shift. While the NDA continues to hold a structural edge, the changing mood in certain districts suggests that the second phase could see much tighter contests, potentially setting the tone for a competitive third phase.

Rajasthan Chief Secretary Sudhansh Pant’s movement to Centre has sent shockwaves in bureaucratic circles. However, sources in the state were sort of aware of some big news as things were not so fine between the Bhajan Lal Sharma CM and CS. According to sources, Pant was Delhi’s parcel and never a ‘yes man’ to the CM. In fact, the buzz was -The CS is the CM. This brewed the tension between the two even more.

Raj CS Pant indicates explosion in bureaucratic circles due to IAS couple’s personal life

Hours before the news of Rajasthan Chief secretary Sudhansh Pant’s  new appointment as Secretary, Social Justice and Empowerment floated in power circles, he addressed the Committee of Secretaries (CoS) on Monday and issued a grave warning. Addressing the meet he said, "I've always emphasised that officers take care of their conduct, exercise control over impulses, emotions, and be cautious in personal life. Now, there is going to be a big explosion in bureaucratic circles and you'll all be stunned.” He was indicating a personal grudge of an IAS couple that had grown out of proportion.

Now the million dollar question is who will be new CS of Rajasthan? Sources said that one thing is certain new CS will be choice of PMO and Home Minister.

Half a dozen IAS officers from cadre are in the line

If sources are to be believed half a dozen IAS officers are in the zone of consideration for the CS job in Rajasthan. They are- Ms Shubhra Singh, Abhay Kumar, Akhil Arora ,Aparna Arora, Shikar Agrawal, Sandeep Verma  Kuldeep Ranka, Shreya Guha and Anand Kumar.

Rajat Kumar Mishra is ahead in race for CS Rajasthan ?

Secretary Fertiliser in GoI Rajat Kumar Mishra is said to be the choice of PMO. He is senior most  1992 batch IAS officer. Barring V. Srinivas, other Secretary rank Rajasthan cadre IAS officers, Tanmay Kumar, Naresh Pal Gangwar and Roli Singh are  junior to him.He is seen as a strong contender due to central ties but may require repatriation; described as a "frontrunner".

Sudhansh Pant was giving enough hints of exit!

The outgoing Chief Secretary of Rajasthan Sudhansh Pant had given enough hint of quitting the post in meetings held in a last few days. In a committee of Secretaries meeting, he has told Secretaries to get ready for a big shakeup in bureaucracy. Experts describe Pant’s move as unprecedented in Rajasthan’s bureaucratic history. Pant was appointed as chief secretary on January 1, 2024.

Why did vital link between centre and Rajasthan ask for GoI posting ?

Sudhanshu Pant was known as the vital link between the Centre and Rajasthan, playing a key role in aligning state policies with central directives.
However, his tenure witnessed tensions with the Chief Minister’s Office, reportedly over transfers and administrative decisions. Despite efforts to improve file disposal and punctuality, internal frictions somewhat dampened his leadership.

This transfer has ignited speculation about a wider bureaucratic reshuffle in Rajasthan as the year ends. Pant’s departure midway through his tenure reflects a trend where the Centre places trusted officers in pivotal state roles but recalls them for strategic central postings. The coming months are expected to witness significant changes in Rajasthan’s administrative leadership, shaping a new era of Centre-State dynamics with potential implications for governance and policy implementation in the state.

JLN Compound to be dismantled to make way for a world class Sports Facility

Jawaharlal Nehru Stadium in New Delhi is set to be dismantled to make way for a new 102-acre Sports City aimed at modernizing India’s sports infrastructure in preparation for the 2036 Olympic Games bid. The project, led by the Sports Ministry, aims to create world-class facilities, including advanced training centers, athlete accommodations, and multi-discipline sporting venues modeled after global benchmarks like those in Qatar and Australia. This redevelopment will replace the iconic stadium, originally built for the 1982 Asian Games and renovated for the 2010 Commonwealth Games, signaling a significant upgrade to raise India’s sporting standards. The project also marks a critical step toward addressing the country’s currently limited Olympic-standard sports infrastructure.

New Delhi has demanded immediate release of captured Indian Fishermen by Pakistan Maritime Security Agency

Pakistan’s Maritime Security Agency (PMSA) has detained an Indian fishing vessel, Nar Narayan, near the International Maritime Boundary Line (IMBL) off Gujarat’s Porbandar coast. The boat, carrying eight fishermen—seven from Gujarat and one from Maharashtra—was reportedly operating in a restricted zone when PMSA personnel allegedly opened fire, injuring one crew member. The vessel was seized and taken toward Pakistan. Official sources confirmed that Indian authorities, including the Indian Coast Guard and the Ministry of External Affairs, have conveyed a strong protest to Islamabad over the incident. New Delhi has demanded the immediate release of the detained fishermen and their boat, terming the firing unprovoked and in violation of established maritime protocols. The matter has also been raised through diplomatic channels, with the Indian side emphasizing the need to ensure the safety of Indian fishermen and avoid such confrontations near the IMBL.

RK Agrawal appointed Additional Secretary, UPSC

R.K. Agrawal, who is presently serving as Chief Personnel Officer (Industrial Relations), North Eastern Railway (NER), has been appointed as Additional Secretary (Joint Secretary level) in the Union Public Service Commission (UPSC) under the Department of Personnel & Training, up to the date of his superannuation on  September 30, 2030. He is an Indian Railway Personnel Service (IRPS) officer.

Reasons for not calling for the interview by the IIM

The appellant asked the IIM Bangalore to provide the exact and specific reasons regarding why he was not called for the interview for PhD programme. The PIO informed that the Pre-Pi score of the appellant was lower than the cut-off required for the CFI process under the NC-OBC category. The appellant submitted before the CIC that the parameters of shortlisting the candidates had not been provided by the PIO. Moreover, the reasons for not calling him for the interview had also not provided till date. The CIC held that the appellant has sought reasons, which does not fall within the definition of “information” as defined under section 2 (f) of the RTI Act.

Comments

The Hon’ble Bombay High court at Goa in the matter of Dr. Celsa Pinto vs. Goa State Information Commission (W.P. No. 419 of 2007, decision dated 03.04.2008), held that the definition of information cannot include within its fold answers to the question "why" which would be same thing as asking the reason for a justification for a particular thing. The public information authorities cannot be expected to communicate to the citizen the reason why a certain thing was done or not done in the sense of a justification because the citizen makes a requisition about information. Justifications are matter within the domain of adjudicating authorities and cannot properly be classified as information.
