Top Question in Diplomatic Circles: If not Khamenei, Who is In-charge in Iran?

If Iran’s military has effectively cut Supreme Leader Mojtaba Khamenei off from his own government and tightened its grip on state functions, the real locus of power is likely shifting from the clerical office to a de facto IRGC led command structure. Reports suggest a “military council” of senior Islamic Revolutionary Guard Corps commanders now controls access to the leader, screens information flowing to him, and blocks presidential appointments such as a new intelligence minister, which has pushed President Masoud Pezeshkian into political deadlock.
Behind the throne, the most influential figures appear to be IRGC Commander Ahmad Vahidi and the broader security economic militia nexus the Guards command, which already dominates missiles, regional proxies, and key sectors of the wartime economy. In this scenario, the supreme leader may remain the constitutional figurehead, but the IRGC centred security elite not Khamenei or the elected government now steers the core decisions on war, diplomacy, and internal control.

Cochin Shipyard, GRSE Set for Navratna Upgrade, More PSU status changes to Follow!

The government is actively considering a status upgrade for select public sector undertakings (PSUs) in the defence and shipping sectors, with Cochin Shipyard Ltd and Garden Reach Shipbuilders & Engineers Ltd (GRSE) emerging as key candidates.

According to sources, the Department of Public Enterprises (DPE) is examining a proposal from the Ministry of Ports, Shipping and Waterways to elevate Cochin Shipyard from Miniratna to Navratna status. In parallel, GRSE’s upgrade is at an advanced stage, with DPE having already cleared the proposal.

An inter-ministerial committee is currently undertaking the final evaluation of GRSE’s case, and a decision is expected as early as next month.

The proposed upgrades are aimed at enhancing operational and financial autonomy for these companies. Navratna status would allow their boards to approve investments of up to Rs 1,000 crore without requiring prior government approval, enabling faster decision-making and strategic expansion.

Separately, the government is also reviewing the broader criteria for Ratna classifications to strengthen accountability and align PSU performance benchmarks with evolving economic priorities.

The move signals a calibrated push to empower high-performing PSUs while tightening oversight frameworks.

Modi Government Seeking More Time After Backlash on Influencer News Rules ?

The Ministry of Electronics and Information Technology (MeitY) has once again extended the deadline for public comments on its proposed IT‑rules amendments, now pushing the cut‑off to May 7, 2026, from April 29. This follows growing public and industry opposition to changes that would treat influencers and non‑publisher users who post “news and current affairs” content as quasi‑publishers, subject to takedown notices, pre‑emptive blocks, and mandatory compliance with government advisories.

MeitY had already shifted the date from April 14 to April 29 after receiving strong pushback from civil society, digital rights groups, and platforms, prompting a special meeting with intermediaries and activists. The fresh extension suggests the government is buying more time to calibrate the rules amid fears that the amendments could expand executive control over user‑generated news content and incentivise over‑blocking by platforms.

 Key is Constitutional amendment

The problem is removing a Guarantee of proportional representation under the constitution has to replaced by amendment providing another guarantee for proportional representation the ratio of which has to be in the form of a constitutional amendment. Anything less than that will not satisfy the opposition. The key here is any constitutional amendment has to be ratified by a two third majority in both houses of Parliament unlike an ordinary bill which requires a simple majority. And there are anti women regressive parties like the samajwadi party that oppose any legislation under any circumstances

Pay parity with Government school teachers

The appellant sought information from the Directorate of Education about the pay scale PGT teachers working with Universal Public School such as whether there is Pay parity with Government school teachers, percentage of Basic Pay paid as DA etc. During the hearing before the CIC, the Appellant restricted his arguments to the fact that the documents provided to him are not attested or certified by the PIO. The CIC directed the Directorate of Education to provide certified copies of relevant documents free of charge to the Appellant.
