Is BJP giving a reply to Cong in Rahul Gandhi's style?

In some cases, the Court had also warned him. His allegations are centered around demonetisation, GST, Farmers, Adani, Ambanis. Now BJP is exposing various reported corruptions of the Congress and its alleged hidden agenda. And Party President Kharge and other party leaders vehemently opposing the PM and the BJP and calling them a liar.

16 IAS officers retiring in April

As many as 16 officers of Indian Administrative Service (IAS) of various cadres and batches are retiring in April 2024. The officers are: Liyon Borang of AGMUT cadre; Praveen Kumar Kolaventry of AP; Caramai Kharkongor of Assam Meghalaya; Amir Subhani of Bihar; S K G Rahate, Anjani Kumar Dubey of Jharkhand cadre; Shrikant M Deshpande and V V Mane of Maharashtra; M Yaiskul Meitel of Manipur; Susanta Kumar Dash of Odisha; Amrit Kaur Gill of Punjab; Prakash C Srivastava of UP;  Kanwaljeet Singh Cheema, Dr Ajay Bhattacharyya, Ajoy Sanyamath and Gautam Majumdar of West Bengal cadre.

CIC has only two members

At present the Central Information Commission is being run by CIC and two Members. New appointments are likely in the new Government. Incidentally, MP is the only state where no CIC or IC in the Commission.

IPS vacancies in CPOs and CAPS

As per the data released by the Ministry of Home Affairs in the month of April, there are several vacancies in different positions for IPS officers in CPOs and CAPFs. In the Bureau of Police Research and Development (BPR&D) out of six ADG sanctioned posts one lies vacant while three DIG posts and four SP level posts lie vacant. Similarly, in Border Security Force, (BSF) six IG and 10 DIG posts lie vacant and in the Central Bureau of Investigation (CBI) one SDG, and ADG each, four IG and 54 SP posts lie vacant.

Promotions to GM and ED level in BHEL on June 25

The executive officers are expected to be accorded promotion to the General Manager (GM) and Executive Director (ED) level in Bharat Heavy Electricals Limited (BHEL) on June 25, 2024.

Three persons interviewed for CMD, UCIL post

Three candidates were interviewed for the post of Chairman and Managing Director of Uranium Corporation of India Limited under the Department of Atomic Energy on April 12, 2024. The candidates include, Dr Ashok Kumar Panda, Executive Director (F&A), Steel Authority of India, Bhilai; Surajit Das, Chief General Manager, NLC India Limited, Jharkhand; and Dr Kacham Anand Rao, Head, Mineral Processing Division, Bhabha Atomic Research Centre (located at Hyderabad).

Tenure of Rahul Kumar Sachan as Regional Director, SSC extended

The central deputation tenure of Rahul Kumar Sachan working as Regional Director, Staff Selection Commission, Prayagraj has been extended upto July 2, 2024. He is a 1997 batch ITS officer.

Tenure of Rahul Rastogi as Joint Secretary, CIC extended

The central deputation tenure of Rahul Rastogi working as Joint Secretary at Director level, Central Information Commission, has been extended upto August 29, 2025. He is a 1998 batch ITS officer.

Tenure of Kunal Kumar as Joint Secretary, Housing & Urban Affairs extended

The central deputation tenure of Kunal Kumar working as Joint Secretary, Ministry of Housing & Urban Affairs has been extended upto June 30, 2024. He is a 1999 batch IAS officer of Maharashtra cadre.

P K Jain retires from Railways

P K Jain will be superannuating on April 30, 2024. He is a HAG/IRSE officer and is currently working as PCE in North Western Railway and posted as PCE.

CAPF (ACS) interviews from May 13

The Union Public Service Commission (UPSC) has announced the date and time for the Personality Test (P.T.)/interview schedule of Central Armed Police Force CAPF (ACs) Examination, 2023. The interviews will be held from May 13 to May 31 and June 3 to June 14.

Darla Sunil Kumar selected as Director (Fin), SECL

Darla Sunil Kumar, GM, NCL, has been selected for the post of Director (Finance), South Eastern Coalfields Limited (SECL) at a Public Enterprises Selection Board (PESB) meeting. As many as 12 persons were interviewed for the same.

Girdhari Lal Goel is PCE, NWR

Girdhari Lal Goel has been transferred to North Western Railway and posted as PCE. He is a HAG, IRSE officer with Railway Board and prior to this appointment he was posted as PED/CE (P).

Tanay Sharma appointed as Deputy Secretary, CBDT

Tanay Sharma has been appointed as Deputy Secretary (ITJ) Division of CBDT on deputation. He is an IRS-IT officer.

Jagdish appointed as Deputy Secretary, CBDT

Jagdish has been appointed as Deputy Secretary (Inv. V) Division of CBDT on deputation. He is an IRS-IT officer.

Seven ICAS officers promoted to JAG

Seven ICAS officers of 2014 batch have been promoted to the Junior Administrative Grade. The officers are: Ms Poorva Meena, Dr Maneesh Dwivedi, Chandan Mittal, Ms Deepti Jindal, Shahid Kamal Ansari, Ms Karthika J Kumar, Narinder Pal Singh.

Last date to submit R&D Scheme proposals for Green Hydrogen extended

The Hydrogen Division of Ministry of New and Renewable Energy has extended the submission date for proposals under the R&D Scheme for Green Hydrogen under the National Green Hydrogen Mission (NGHM). The revised date is no May 12, 2024.

The Ministry of Jal Shakti has invited online proposals from foundations, trusts, NGOs, registered societies, community based organisations (CBOs) etc for the empanelment as Sector Partners to National Jal Jeevan Mission (NJJM). The online applications must reach on or before 31 December, 2024.

Real issues ignored

As always, the real issues that concern people have been ignored in the ongoing LS polls. The issues like inflation, food adulteration, neglect of health & education sector, joblessness etc have been bypassed. It is not surprising that people are disillusioned and it is apparent from the falling voting percentage despite so many voter awareness campaigns.

DATE WITH RTI

Is Justice Lodha Committee constituted by the Supreme Court a Public Authority?

The Appellant filed an RTI application with PACL Nodal Officer and Secretary, Judge (Retd) R.M. Lodha Committee seeking certain information. Having not received any response from the CPIO, the Appellant filed a First Appeal with the FAA, PACL Nodal Officer and Secretary, Judge (Retd) R.M. Lodha Committee. Aggrieved with the non-receipt of any response, the Appellant approached the CIC. During hearing, the attention of the CIC was invited towards the following clarification mentioned in the written submissions filed by SEBI, copy of which was also endorsed to the Appellant. The clarification read, “…the Justice Lodha Committee having been constituted by an order dated 02/02/2016 of the Hon'ble Supreme Court of India is not a Public Authority within the meaning under Section 2 (h) of the RTI Act, 2005 and hence would not fall within the purview of the said Act…” After adverting to the facts and circumstances of the case, and perusal of records, the CIC observed that the Appellant has not filed the RTI Application with any public authority as required under Section 6(1) of the RTI Act.

Comments

The CIC has preferred to rely on the submissions of the respondent without referring to the definition of a public authority as per section 2(h) of the RTI Act. any authority or body or institution of self-Government established or constituted by notification issued or order made by the appropriate Govern­ment is covered under the definition of a public authority. As per section 2(a) of the RTI Act, "appropriate Government" means in relation to a public authority which is established, constituted, owned, controlled or substantially financed by funds provided directly or indirectly by the Central Government or the Union territory administration, the Central Government. It is apparent that Justice Lodha Committee having been constituted by an order dated 02/02/2016 of the Hon'ble Supreme Court of India is a Public Authority within the meaning under Section 2 (h) of the RTI Act, 2005.
