After PM’s warning to Odisha, now turn to WB?

It is whispered that, as a precautionary measure, the main contractors and Liaisoners working in Jal Jeevan Mission (JJM) of West Bengal PHE have reportedly been alerted by the senior officers of the department, and for the time being, all communications have been halted, along with deleting each other's electronic chats and communications and patching up records to have the minimum impact if any central investigation agency makes an inspection. The officers in the West Bengal government are of the view that the Prime Minister can launch an investigation in the State after he warned Odisha of the misuse of Rs. ten thousand crore allotted under the JJM scheme to the state. Is the next number of West Bengal?

SK Senapati, formerly Senior Divisional Mechanical Engineer (Sr. DME), Coordination, South East Central Railway (SECR), has been given extension in his tenure of deputation with Braithwaite & Co. Limited (BCL) as Chief Project Manager at Visakhapatnam upto July 18, 2026. He is an Indian Railway Service of Mechanical Engineers (IRSME) officer.

Union Home Secretary informs Mizoram CS, no decision yet to seal Indo-Myanmar border

The Union Home Secretary has informed Mizoram government that no orders have been issued to close the Indo-Myanmar border on the Mizoram side. He also assured that there are no immediate plans to seal it. The union Home Secretary also directed Assam Rifles to reopen it immediately. Mizoram Chief Minister Lalduhoma disclosed it and clarified that there has been no directive from the Ministry of Home Affairs to seal the border. He informed that upon learning of the border sealing, he (Mizoram Chief Minister ) instructed the Chief Secretary to investigate the matter. Subsequently, the Chief Secretary contacted the Union Home Secretary. In response, the Union Home Secretary stated that no such orders have been issued to close the border. The initial announcement of the border closure had sparked concern and apprehension among local authorities and residents alike.

To discuss infiltration dynamics, Special DG, BSF meets J&K DGP

Yogesh Bahadur Khurania, Special DG BSF and head of its Western command called on DGP of J&K, RR Swain at Jammu. In an hour and a half long meeting, both sides discussed in detail about the current security situation in different areas and pockets of Jammu and Kashmir, including infiltration related dynamics. IG BSF, Dinesh Kumar Boora participating in the discussions provided valuable analytical inputs and actionable points for greater coordination in meeting the new challenges. Discussion covered election deployment, terrorist activities in BasantGarh area and threats in Rajouri and Poonch.

Training sessions soon for three new criminal laws

The Ministry of Home Affairs is holding training sessions for the State Police and Prison Officers and staff of all states and Union Territories on aspects of the three new criminal laws.  Bharatiya Nyaya Sanhita-2023; Bharatiya Nagarik Suraksha Sanhita-2023 and Bharatiya Sakshya Adhiniyam 2023. The Training of Trainers’ module has been developed by the Bureau of Police Research & Development (BPR&D).

The Ministry of Consumer Affairs, Food and Public Distribution has amended the Recruitment Rules to the posts of Director (LM), Deputy Director (LM) and Assistant Director (LM). The department has invited comments and views on the same till May 30.

47 applications received for joint projects by Indian-Japanese researchers

A total of 47 applications have been received for joint research projects and workshops to be carried out by Indian and Japanese researchers on the mutually agreed areas of i) Physical Sciences ii) Chemical Sciences iii) Life Sciences and Agriculture iv) Mathematics and Computational Science v) Astronomy and Earth Science vi)Materials and Engineering. The invite was done under the Indo-Japan Cooperative Science Programme (IJCSP)-2023, a Joint Call for Proposals was issued by the Department of Science and Technology (DST), Ministry of Science & Technology, Government of India and Japan Society for the Promotion of Science (JSPS).

Parties forget their duty towards the society

It is clearly stated in the Constitution that the government will treat every section of the country equally, but in the race to get votes of castes and communities, political parties forget their duty towards the society and the Constitution. Overall, manifestos or so-called resolution papers do not have much impact on the public because the public knows that after winning the elections, all the leaders forget their promises. Voters know that no political party has the capacity or intention to solve their problems.

Expecting PIO to compile the information from different zones

In his RTI application, the appellant sought information on 24 points wherein he pointed out which points pertained to which PIOs. The CIC observed that the appellant has indicated 4 PIOs to whom the queries pertained and despite knowing this fact, he has filed single RTI application before Education Department mentioning all the PIOs of different zones with the expectation that PIO of Department of Education would collect the information from all the PIOs concerned and provide it to the appellant. The respondent informed that the appellant is habitual RTI applicant and filed various RTI applications, first appeals and second appeals under the RTI Act just to harass the public authority. It may not be out of place to mention that total 27 second appeals/complaints have been disposed of by the appellant either by his name or his son’s name (Ullas Jain) before the Commission as on date and in most of the cases, he did not appear despite service of hearing notice. The Commission observed that the information as available with the respondent has already been provided to the appellant and no interference from the CIC is warranted. Further, the CIC advised the appellant to exercise his right to information in an informed and judicious manner in the future.

Comments

Many PIO’s have been transferring the RTI application to different zones either out of fear of penalty or under the erroneous belief that they are expected to compile the information and provide to the applicant. It causes unnecessary transfer of RTI application across multiple levels which is not mandated under the RTI Act, 2005.
