IAS Nishant Kumar Yadav is a 2013 Batch Officer of Haryana cadre and is currently posted as Deputy Commissioner of Chandigarh.His vision focuses on transforming Chandigarh into future-ready, resilient, and innovation-driven city through startups, inclusive housing, and civil preparedness.
Three landmark initiatives for this are the Chandigarh Startup Policy 2025, Slum-Free Chandigarh Mission, and the expansion of Civil Defence .
Chandigarh Startup Policy 2025 (empowering Startups, Women, and Youth) aims at positioning the city as the northern hub for innovation and entrepreneurship. “With a strong emphasis on inclusivity, the policy extends targeted grants and infrastructure support not just to early-stage entrepreneurs but also to women, transgender individuals, and underrepresented communities”
With an ambitious vision, in the next five years this policy envisions nurturing 200+ startups through grants, mentorship, incubation, and academic-industry collaboration.
The Policy offers an extensive range of Financial as well non-financial incentives for startups and incubators.
Some of the Key Highlights include:
· Seed Stage Grant: Up to ₹7 lakh per startup and an additional ₹2 lakh for women-led and transgender-led startups.
· Idea Grant: ₹2 lakh for top 20 startups and ₹1 lakh for next 50 startups selected through an annual Grand Competition.
· Rental and certification subsidies, patent support,and reimbursement for startup fests and accelerators.
· Non-financial benefits include public procurement relaxations, free incubation access, and startup promotion
· Full integration and service availability via the dedicated"Start-in-Chandigarh Portal"
Second focus area under Yadav’s mission is making Chandigarh India’s First Slum-Free City. With aggressive land reclamation and rehabilitation efforts under the Chandigarh Master Plan–2031 “Chandigarh is now on the brink of becoming India’s first officially slum-free city” He explained.
This milestone has been made possible through Construction of over 25,000 affordable housing units under the Small Flats Scheme, Reclamation of over 500 acres of government land valued at ₹20,000+ crore and with Rehabilitation-first approach ensuring dignified relocation rather than mere eviction “With the demolition of Janta Colony and Sanjay Colony in 2025 and two final settlements slated for clearance, the administration is close to eliminating slums entirely”he said.
Last but not the least is Strengthening Civil Defence and Urban Resilience. Recognising the city’s vulnerability to urban hazards, Yadav is making the civil defence framework more community driven and disaster ready.

· Expert training in urban flooding,rescue operations, firefighting, and chemical hazard management

Dasgupta has demonstrated a remarkable ability to work effectively within highly unionized environments, maintaining close coordination with unions while achieving organizational goals and key result areas. He has significant expertise in infrastructure project implementation and was recognized with a Certificate of Merit for developing a Litigation Management Software system to streamline the processing and monitoring of litigation data and deadlines. His extensive work in International Taxation, Transfer Pricing and Corporate Assessment has honed his ability to operate in ITES-enabled environments under strict deadlines. In his previous role as Additional Director (Investigation), Income Tax Department, Ahmedabad, Dasgupta planned and led several high-stakes enforcement operations. These assignments required coordination with multiple agencies and handling large volumes of classified, time-sensitive data. He successfully conducted one of the largest cumulative cash seizures in the Gujarat region during this tenure.

Tears to cheers
One small step in the journey of the sovereign democratic republic of India in these 78 years can be summed up in “tears to cheers”. Indians born 21st Century would not know what tears majority of the population had shed in the previous Century. Even 78 world class books will not provide a complete view. But the Indian films had faithfully captured the reality and essence of that India in tears. That India produced the best poetry and music as “our sweetest songs are those tell of saddest thoughts”. That India was also dominated by alien notions of communism and socialism etc. Before the turn of the century, India had discarded fully communism and socialism and all other isms. Today more than 95 Crore people are covered by social security according to the ILO. The World Bank report shows that extreme poverty rate in India has declined from 27.1% in 2011-12 to 5.3% in 2022-23, which means that the number of people living in extreme poverty fell from 344.47 million to 75.24 million and 269 million people were lifted out of extreme poverty. Today’s India is cheerful and determined to achieve greater heights. In these 78 years we the people of India have crossed insurmountable hurdles and become the world’s 4th Economy. The challenges today are more geopolitics related, but nothing can deter us. Our journey these 78 years was not stopped even for a day, because we are a knowledge society, hardworking and entrepreneurial. The full potential of our youth needs to be realized. They ought to be given support and rewarding tax laws, so that they enjoy the fruits of their labour without cutting corners.

Verification of BPL status of RTI applicant
The appellant sought data on customer satisfaction ratings for SBI services from its inception to the current date and asked for the categorization of ratings by type of service and other related information. The PIO provided certain information and clarified before the CIC that data sought on certain points of the RTI application was not available in the desired format. The CIC upheld the order of the CIC. The CIC brought it to the notice of the respondent that in a series of matters filed by the same appellant against a different public authority i.e IDPL (File nos. CIC/IDPCL/A/2024/612395 and CIC/IDPCL/A/2024/604666) an order was passed to veracity of the appellant’s BPL status. The CIC advised the respondent to exercise due caution with respect to the future RTI application received from the appellant relying on his BPL status.
Comments
There is no specific section of the RTI Act, 2005 or rule which prescribes whether the verification of the BPL status should be done, if the PIO has doubts regarding the same. If there are any suspicions, the PIO could ask for the BPL certificate to verify the status of the RTI applicant.
