Honoured by the world: PM Modi's record number of highest civilian awards
Prime Minister Narendra Modi is a leader to have received a record number of civilian honours amounting to 27 from numerous countries, highlighting his leadership and India's growing stature on the global stage. These awards signify strengthened diplomatic relationships and reflect India’s expanding influence and engagement worldwide. Recently, he has been conferred with Namibia's highest civilian award, 'Order of the Most Ancient Welwitschia Mirabilis'. Namibian President Netumbo Nandi-Ndaitwah conferred this award. This was the 27th international honour bestowed upon the Prime Minister Modi by a foreign government since he assumed office in May 2014.

DP World, the Deendayal Port Authority (DPA), and Nevomo have signed an MoU to explore potential opportunities for cooperation in the development and implementation of a pilot project using Nevomo’sMagRail proprietary technology for the self-propelled movement of rail-based cargo and freight within the existing port ecosystems. DP World, a global leader in smart end-to-end supply chain solutions, is leading efforts to introduce advanced freight technology aimed at transforming cargo movement in India. Deendayal Port Authority (DPA), a key multi-cargo port under the Government of India, is facilitating exploration of this technology at its terminal in Kandla to evaluate the feasibility of this futuristic freight transportation system.
The initiative marks a significant step toward building faster, more efficient, and sustainable port-hinterland connectivity. The MoU was signed by Sushil Kumar Singh, IRSME, Chairman of Deendayal Port Authority (DPA), Rizwan Soomar, CEO & Managing Director, Middle East, North Africa, India Subcontinent, DP World, and Przemek (Ben) Paczek CEO Nevomo Group BValong with other senior dignitaries in Kandla, Gujarat, on 15 July.
This project will demonstrate autonomous, electric-powered freight movement within a live port environment using linear motor technology on existing rail tracks. The aim is to enhance cargo capacity, speed, and efficiency while significantly reducing costs and carbon emissions. Sushil Kumar Singh, Chairman of Deendayal Port Authority (DPA), said the initiative will boost operational efficiency and support India’s growing cargo demands. DP World’s Group Chairman, Sultan Ahmed bin Sulayem, highlighted the importance of innovative technologies like MagRail in optimizing infrastructure and speeding up cargo movement.
Rizwan Soomar of DP World emphasized long-term collaboration for sustainable infrastructure, while Nevomo CEO Przemek Paczek praised the project’s role in advancing green logistics. The project promises to set new standards for efficiency, automation, and sustainability in Indian ports.
The ACC has approved the extension in the deputation tenure of Amit Singh, Secretary to UP CM Yogi Adityanath, with the UP government, up to March 31, 2027. He is a 2000 batch IRSM officer.

Chief Minister Pushkar Singh Dhami chaired a high-level review meeting of the Tourism Department, where he emphasized scaling up "Game Changer Schemes" to boost tourism in Uttarakhand. Tourism Minister Shri Satpal Maharaj, Chief Secretary Shri Anand Vardhan, and other senior officials were present. CM Dhami said that Uttarakhand’s mountainous regions hold immense tourism potential that must be developed systematically. He instructed officials to expedite mapping of 115 new trekking routes and enhance winter tourism through special time windows for snow leopard sightings in Gangotri National Park. Referring to Ladakh’s Hemis National Park as a successful model, he suggested promoting winter tourism with trained local guides, limited tourists, and adherence to ecological norms.
To improve visitor experience and promote local cuisine, he also directed the formulation of a “Bed and Breakfast” policy. Chief Secretary Shri Anand Vardhan suggested opening Nanda Devi peak for mountaineering, positioning Uttarakhand on the global adventure tourism map.
The meeting also reviewed the state's major tourism initiatives:
1. Deen Dayal Upadhyay Griha Awas Yojana – Encourages rural homestays. ₹49.77 crore granted to 1,085 beneficiaries so far, with a 2025–26 target of 245 new homestays.
2. Trekking Traction Scheme – Implemented in 115 villages across 6 districts, linking homestays with trekking routes. Over 584 beneficiaries have received support.
3. Uttarakhand Tourism Entrepreneur Incentive Scheme – Supports local investors with capital grants, interest subsidies, and stamp duty exemptions for projects between ₹1 crore and ₹5 crore.

“ Creating a future-ready bureaucracy”
As per reports, the Department of Administrative Reforms &Public Grievances is hiring consultant to introduce reforms in bureaucracy. I am per se opposed to the idea. Especially so, when the recommendations of the second Administrative Reforms Commission (ARC-2) remain unimplemented since January 2007. As a result, the bureaucracy remains inefficient, laid-back resulting in poor public grievances redressal mechanism. We remember the veterans for pro-activism, high ethical standards and the ability to stand up for their beliefs. Not any longer. Reasons :Flawed selection criteria and not following good administrative practices. The policy-makers may revisit their decision of hiring private consultant and consider following suggestions, among others.
(a) The bureaucratic structure is top-heavy, multi-layered and unwieldy. The bureaucratic cholesterol clogs the wheel of decision-making. Rightsizing bureaucracy by chopping off the deadwood is absolutely necessary. This is not being done;
(b) Introduce accountability, transparency and delegation of authority;
(c )Out-sourcing non-sensitive jobs to contractual appointees to speed up public services delivery mechanism, as against creating additional posts as permanent liability,
(d)The post-retirement placements should be banned. No extension or re-employment beyond superannuation. Exceptions could be made, in special circumstances with approval of the Cabinet committee on Appointments headed by the Prime Minister.
(e)The above suggestions, if implemented, will merely provide band-aid to reform bureaucracy. Reforms in the recruitment process are also needed. Going forward, for attracting the best talent through the civil services, examinations, the eligibility age limits should be pegged between 21 and 24 years. Further, the total number of attempts for appearing in the examinations should not exceed three (as in the past). Suitable relaxations should be provided to help the deprived sections. Also, there should be a minimum qualifying standard prescribed by the UPSC for the personality tests (interviews).This will make the assessment holistic.

Cumbersome and incoherent content in the RTI application
The appellant sought details of non-compliance towards certain appeals communicated to CIC. The CIC observed that the case is premised on cumbersome and incoherent contents placed on record by the Appellant and the grouse of the Appellant is his alleged pending appeal(s)/letter(s). The CIC noted that the averred replies were mere reference letters quoted by the Appellant in the preface to his RTI Application and yet the Appellant chose to argue at length against these replies in the First Appeal when these were not even the actual RTI queries. The CIC commented on the sheer enormity of the jumbled contents of the instant RTI Application and the fact that it is framed as though the Appellant is filing a grievance petition, and not being clear about what exactly the reference letter(s) are. The CIC pointed to the preface to the RTI Application which refered to different letter(s), thus causing much of unwarranted confusion and making the task of deciphering the desired information onerous. The CIC dismissed the appeal remarking that RTI Act did not envisage the exercise of right to information in such a frivolous manner.

Sometimes a PIO comes across an application containing ramblings making it nearly impossible to comprehend what is the information being sought. Such inarticulate disjoined applications makes it nearly difficult to provide any meaningful information.
