Delhi Assembly Special Session: AAP Turmoil Likely to Derail Proceedings, Won't Let CM Speak?

The Delhi Legislative Assembly is set to convene a one-day special session on April 28, 2026, officially to discuss the "Nari Shakti" women's reservation issue. However, the session is expected to be marred by significant political upheaval following the recent defection of prominent Rajya Sabha MP Raghav Chadha and six other parliamentarians to the Bharatiya Janata Party (BJP). This mass exodus has dealt a severe psychological and organizational blow to the Aam Aadmi Party (AAP), triggering widespread internal instability and fears regarding the party’s cohesion ahead of future electoral cycles.
Given the current climate, AAP MLAs are reportedly planning to stage dramatic protests during the session, with insiders indicating they may attempt to disrupt the proceedings to prevent the Chief Minister from addressing the House. The party, currently facing its biggest crisis to date, is struggling to maintain its parliamentary presence and counter narratives pushed by the BJP. With security at the Old Secretariat already heightened due to prior threats, this session promises to be a flashpoint of intensifying confrontation, further complicating the legislative agenda in the national capital.

They are: Rajendra Kumar Sharma of AGMUT; B H Talati of Gujarat; Manohar Marandi and Sunil Kumar II of Jharkhand; R Gopakumar of Kerala; Sanjay Kumar of Madhya Pradesh; Deepak Kapoor and Ms Seema Vyas of Maharashtra; Vimal Kumar Setia of Punjab; Dr Sandeep Saxena, Hitesh Kumar S Makwana, T Abraham and Dr S Natarajan of Tamil Nadu; Dew Krishna Tiwari of Uttarakhand; Atri Bhattacharya, Kauishck Saha, Arundhati Sarkar and Anindya Mitra of West Bengal cadre.

Although there are two vacancies of Judges in the Supreme Court ,the Collegium of the Apex Court is unlikely to meet till June end.

In all probability C V Anand will take over as new DGP of Telangana on May 1. He is 1991 batch IPS officer of Telangana cadre.

Appointment of a new Deputy Governor is expected this week. Recommendation of the Selection Committee has already reached the PMO.

The Government of India has reconstituted the NITI Aayog, marking a significant leadership change with the appointment of economist Ashok Kumar Lahiri as the new Vice Chairperson. Lahiri, a former Chief Economic Adviser and seasoned policy expert, replaces the outgoing leadership at a time when the institution is expected to play a central role in shaping India’s medium-term economic strategy.
As part of the reconstitution, the government has also appointed a new set of full-time members, reflecting a blend of administrative experience and academic expertise. Former Cabinet Secretary Rajiv Gauba joins as a full-time member, bringing deep insights into governance and policy execution. He is joined by Prof. K. V. Raju, Prof. Gobardhan Das, Prof. Abhay Karandikar, and Dr. M. Srinivas, each contributing domain-specific knowledge across economics, public policy, technology, and healthcare.
The revamped composition signals an effort to strengthen NITI Aayog’s role as a think tank driving reforms, fostering cooperative federalism, and aligning policy priorities with India’s long-term development goals.

Prime Minister Narendra Modi will visit Uttar Pradesh on 28-29 April to launch a fresh round of infrastructure and rail upgrades, with the spotlight on two new Amrit Bharat Express services and the Ganga Expressway. The trains to be flagged off are Banaras–Pune (Hadapsar) and Ayodhya-Mumbai (Lokmanya Tilak Terminus), aimed at improving long-distance connectivity for passengers from eastern Uttar Pradesh .
The larger showcase, however, is the 594-km Ganga Expressway in Hardoi, built at a total cost of around ₹36,230 crore. The access-controlled greenfield corridor is expected to cut travel time between Meerut and Prayagraj from 10-12 hours to around 6 hours, while also linking multiple districts across the state. A 3.5-km emergency landing facility in Shahjahanpur adds strategic value to the project.
For Uttar Pradesh, the visit reinforces the state’s role as a major hub of railway expansion and highway development. The new Amrit Bharat services are being positioned as affordable, modern long-distance trains, adding another layer to the government’s connectivity push.

Vivek Nishant Nath, Chief General Manager (Sales and Marketing), Odisha Mining Corporation Limited, has been selected for the post of Director (Commercial), NMDC Limited. As many as 11 persons were interviewed for the same.
The Supreme Court registry witnessed an “unprecedented wave” of inter-departmental transfers of officials in recent weeks, with reports and social media discussions spilling into April 22–24, 2026. A second round of transfers is expected before month-end, aimed at dismantling entrenched incumbency and improving efficiency.
The eCommittee of the Supreme Court, in collaboration with the Department of Justice, concluded a two-day **National Conference on Judicial Process Re-engineering and Digital Transformation' (sessions with follow-up coverage in mid-to-late April). Accordingly, Rekha Nambiar has been shifted to PHQ New Delhi (DIG, Prov & Proc), while Daya Shankar was posted to FHQ, New Delhi DIG, Admn and Piyali Sharma is shifted to CZ HQ Bhilai. Besides, Dr M G Raghavendra Kumar (IPS) has been shifted to AP/SZ/HQ, Chennai; Dr Santosh Kumar Singh (IPS) to SZ-II HQ Hyderabad and Rajesh Senior Commandant was transferred to NEW-III HQ Mundali against the post of DIG
Cross-service postings of senior officers (Brigadier/Major General equivalents and below) for missile units, UAVs, logistics, etc., continue as part of integrated theatre commands push, but no specific Navy top-brass impact noted recently.

NLC India Limited (NLCIL), a Navratna Government of India enterprise under the Ministry of Coal, has achieved a significant milestone in its strategic diversification and resource security initiatives with the grant of Composite Licence for the Semhardih Phosphorite & Limestone Block and Raipura Phosphorite & Limestone Block in Balod District, Chhattisgarh.
The Composite Licence has been issued on April 24, 2026, by the Mineral Resources Department, Government of Chhattisgarh, enabling NLCIL to undertake detailed geological exploration in both blocks. This development marks a key step forward in the company’s efforts to strengthen its presence in critical and strategic mineral resources.
NLCIL had earlier emerged as the Preferred Bidder for these blocks under Tranche–V auction conducted by the Ministry of Mines on May 27, 2025. Following this, the company completed all requisite formalities, including submission of Performance Security and preparation of a comprehensive Scheme of Prospecting, culminating in the grant of the Composite Licence.
The detailed geological exploration to be carried out under this licence will facilitate assessment of mineral resources and pave the way for future mining operations, thereby contributing to the availability of essential raw materials for sectors such as fertilizers and cement.
Speaking on this occasion, the Chairman and Managing Director of NLC India Limited Prasanna Kumar Motupalli stated, “This milestone reinforces NLCIL’s commitment to strategic diversification and responsible resource development. The grant of Composite Licence for these phosphorite and limestone blocks is a crucial step towards securing vital mineral resources that are essential for India’s agricultural and industrial growth. By integrating resource security with our expanding renewable energy portfolio, we are committed to supporting India’s transition towards a resilient, self-reliant, and sustainable future.”
This achievement further strengthens NLCIL’s role as a key contributor to the nation’s resource security and its broader vision of sustainable growth, while aligning with the Government of India’s initiatives for Atmanirbhar Bharat and energy transition.

Enlistment as Contractor in the MES
The Appellant sought information regarding enlistment of contractors in MES, retention period of related records, transfer of records after expiry of retention period, receipt of his application dated 18.09.2023, as well as queries regarding contractors’ bills and refund of fees. The PIO stated that information had already been forwarded under earlier letters, and that relevant files were not traceable as they were 35 years old. He also stated that as per the Accounts Officer, GE (West) Lucknow, the retention period of contractors’ bills was 10 years. The CIC observed that the reply furnished by the PIO is incomplete and evasive. Simply stating that retention is “10 years” without providing the authenticated Record Retention Schedule is inadequate under the RTI framework. Despite service of notice, the PIO failed to appear before the CIC which was viewed seriously as it reflects disregard towards the proceedings of the CIC. The CIC directed the Respondent to provide a copy of their records retention schedule to the Appellant free of cost within three weeks from the date of receipt of this order. Further, the CIC cautioned the PIO to remain vigilant in future and ensure timely attendance before the CIC as well as proper discharge of duties mandated under the RTI Act, failing which penal action can be initiated against him/her.
Comments
Every department should retain a copy of the destruction memo in accordance with the Record Retention Schedule. It would be handy to show that the documents have actually been destroyed as per the prescribed guidelines.
