In UP, though the chances of the appointment of a new Chief Secretary are dim, if the government changes its mood then any IAS officer from 1989 or 1990 could grace the hot seat.
Present Chief Secretary of UP, Manoj Kumar Singh is a 1988 batch IAS who is scheduled to superannuate this month. After three IAS officers of the 1989 batch are working at different places. They are: Shashi Prakash Goyal, Dr Devesh Chaturvedi and Alok Kumar-II. Dr Chaturvedi is presently posted as Agriculture Secretary at the Centre and will retire in February next year. Goyal is posted as Addl. Chief Secretary to UP Chief Minister. He will retire in January 2027 and Alok Kumar-II's retirement is in May 2026. He is posted as Chairman, Revenue Board, UP.
IndiGo announced the appointment of Amitabh Kant as a Non-Executive Director on the Board of Directors of InterGlobe Aviation Limited. Known for his role in several key national initiatives, Kant is a renowned governance reformer and geo-political strategist who has been a key driver of several nation-building initiatives like Make in India, Startup India, Incredible India, and God's Own Country. Kant is a 1980 batch former IAS officer of Kerala Cadre. He has had an illustrious career spanning over four decades. Most recently, he served as India’s Sherpa to PM Narendra Modi during the G20 Presidency. His leadership delivered the historic New Delhi Leaders’ Declaration. He has also been the driving force behind several large-scale sustainability initiatives such as the Green Hydrogen Mission and the National Mission on Transformative Mobility and Battery Storage. Kant was the CEO of NITI Aayog for six years spearheading the Aspirational Districts Program (ADP). During his tenure, he served in several key roles including Director on the Board of the National Highways Authority of India and Member of India’s National Statistical Commission.
Four UP cadre IAS officers are presently working in different departments in the state. They are: Himanshu Kumar, Deepak Kumar, Sudhir Mahadeo Bobde and Mrs Archana Agrawal.

CIC should take more actions
CIC should issue more such orders to avoid delay. It would lead to more transparency as CPIO/SPIO would be scared of the Information Commission.

Verification of BPL status of RTI applicant
The appellant sought data on customer satisfaction ratings for SBI services from its inception to the current date and asked for the categorization of ratings by type of service and other related information. The PIO provided certain information and clarified before the CIC that data sought on certain points of the RTI application was not available in the desired format. The CIC upheld the order of the CIC. The CIC brought it to the notice of the respondent that in a series of matters filed by the same appellant against a different public authority i.e IDPL (File nos. CIC/IDPCL/A/2024/612395 and CIC/IDPCL/A/2024/604666) an order was passed to veracity of the appellant’s BPL status. The CIC advised the respondent to exercise due caution with respect to the future RTI application received from the appellant relying on his BPL status.
Comments
There is no specific section of the RTI Act, 2005 or rule which prescribes whether the verification of the BPL status should be done, if the PIO has doubts regarding the same. If there are any suspicions, the PIO could ask for the BPL certificate to verify the status of the RTI applicant.
