Amid talks of BJP asserting full control in Bihar after Nitish Kumar’s shift to the Rajya Sabha, the party is under pressure to signal both empowerment of backward classes and reassurance to its traditional Savarna base. One powerful route under discussion in Patna’s political circles is a Baniya-origin OBC face, which lets BJP tap into non-Yadav OBC consolidation while still projecting an aspirational, trading-class leadership acceptable to upper castes. The 2023 caste survey pegs Banias at roughly 2.3 percent but nested within a broader 63 percent OBC–EBC bloc, making them symbolically useful beyond pure arithmetic. Such a choice would mirror the national template of pitching “non-dominant” OBCs against entrenched Mandal-era blocs and could be sold as both social mobility and economic modernity in a post-Nitish Bihar.

Dr. Samir V. Kamat, Secretary, Department of Defence Research and Development and Chairman, Defence Research Development Organisation (DRDO) is scheduled to retire on May 31.

Recent RBI circulars (e.g., on dividend/prudential norms, capital adequacy for counterparty risk, Unique Transaction Identifiers for derivatives) effective or discussed in March 2026 continue shaping PSB operations, though not new bank-specific projects.

Personal hearing before the first appellate authority
Information in respect of election in Sri Ram CGHS Itd. was sought. The CIC noted that the Complainant has not served a copy of the instant Complaint upon the Respondent. The CIC observed that serving a copy of documents (including Complaint, Second Appeal and Written submissions) to the opposite party is fundamental requirement for due process in legal proceedings and crucial for fairness, transparency, and also in the interest of expeditious response from the concerned Public Authority. The CIC issued an advisory u/s 25 (5) of the RTI Act to the Respondent Public Authority to provide a due opportunity of being heard to the parties while adjudicating the First Appeal in view of principle of natural justice.
Comments
There is no specific provision in the RTI Act, 2005 which provides for a compulsory personal hearing before the first appellate authority. However, it would be incumbent upon the FAA to grant a personal hearing to the appellant if it has been sought. The principles of natural justice should be followed.
