Is the Commission for Air Quality Management (CAQM) a white elephant ?

When monsoon returns, it has become an yearly routine to impose harsh restrictions when AQI crosses danger level in Delhi NCR. The responsible watchdog the Commission for Air Quality Management (CAQM) is a toothless agency. Even , during a hearing in October, the Apex Court also pulled the Commission for not doing anything to arrest or check the pollution, which is visible on the ground. The Commission has the strength of a Chairman and 5 Members, including Member Secretary and presently all posts are filled up. The Chairperson is appointed a retired IAS officer and presently Rajesh Verma is the Chief of the Commission. He is a 1987 batch Odisha cadre IAS officer. Before joining the Commissions , he was the Secretary to the President Murmu. According to sources, when the situation worses, the Commission only issues direction as preventive steps. States knows it that the Commission has no extraordinary power, therefore they do not care about its direction. Many feel that the Commission is only a white elephant which has become an 'Aashray Sthal' of retirees. Sources said that the ministry of the Environment and Climate Change could be more effective during the time of crisis.
